Methodology
5.1. The methodology suggested for the assignment includes both desk research and primary
research – qualitative and quantitative assessments through a sample-based structured
surveys, FGDs and interviews of the identified stakeholders.
5.2. The Agency is also expected to maintain a video-graphic record of some of the critical
interactions with the stakeholders.
5.3. The area/ geography for the assignment includes some of the key tributaries of
Brahmaputra. The assignment is expected to cover major stakeholder groups from across
the state, covering the Brahmaputra-Barak basins, with special focus on the tributaries of the
Buridehing and the Beki. For the purposes of the Quantitative Analysis of
perceptions/attitudes of local communities, it is expected that the consultant will suggest a
robust methodology in the Inception Report. The minimum expectation for this portion of
the assignment is that the Quantitative Research will cover at least 1500 households from
communities living along the mainstem of the Brahmaputra as well as the tributaries of the
Buridehing and the Beki, and including some representative communities on the riverine
chars. The draft survey methodology with details of sample size, geographical locations as
well as the draft questionnaire will need to be submitted in the Inception Report.
6.1. Total 5 (five) persons (one team leader and five team members) are required for the
assignment. The details of preferred qualification and experiences required for the
assignment are mentioned below:

7.1 Reporting requirements and time schedule for deliverables shall be as described in
previous sections. The Consultant must be required to adhere to the time schedule while
submitting deliverables to PMU, FREMAA. Before submitting to PMU, FREMAA the
Consultant shall review all the submissions diligently as per a quality assurance and quality
control procedure to be elaborated in the inception report.
