1996- Present President, Aquidneck Indian Council, Inc. (a nonprofit Public


Foundation).

Act as Chief Executive Officer of 501(c)(3) Public Foundation dedicated


to preserving southeastern New England American Indian
history, culture and language through original research,
folk arts programs, and publications. Presentations in Cultural Diversity &
Awareness. Also function as Native American Linguist to “Massachusett
Language Revival Project”, dedicated to reconstructing
the lost ancient Algonquian Indian regional language. (several books done)

Performed duties as Survey Manager, Compliance Manager and ADP


Manager for EIA' s Nonresidential Buildings Energy Consumption
Survey (NBECS), a recurring national scientific sample of build-
ings and utility companies. Monitored contractors' work
and helped manage $4 million budget for NBECS. Assisted in
the mathematical statistical analyses and contributed to high visibility
publications of periodic reports relating to NBECS. Additional activities
included research and development work for frame design and sample
selection for a revised NBECS; planned and coordinated various
analyses of data from the NBECS data base; planned and coordinated
seminar on multi-stage area probability sampling for EIA (Chief Scientist:
Morris Hansen, Westat, Inc.)

and co-authored on-going reports. Assisted in the preparation
of funding proposals and technical reports describing scientific sample
selection, weighting, the calculation of standard errors
and other mathematical statistical issues in NORC studies.

consultant for large scale social science projects (ESEA Title I & Title
VII).

Assisted evaluators to choose methodologies that conform to


Federal requirements. Maintained data files for large (error-filled)
data sets, and performed statistical and psychometric analyses.
Interpreted time-series research and evaluation outcomes for funded projects at
the
Central Board and school districts in New York City.
Co-author of over 40 Federal Final Evaluation Reports and
technical appendices. Designed research and evaluation
data collection devices. Supervised 15-20 consultants.
Consultant/evaluator for the Chancellors' Citywide
Promotional Gates Policy.

Responsibilities included establishing and maintaining


consultant services to graduate students in computer, math,
statistics, econometric research, and marketing research
courses. Administered the daily operations of the lab with six
Research assistants. Coordinated administrative functions
of the Graduate Lab with the Undergraduate Computer
Center. Provided computer programming,
mathematical/statistical, research design, and psychometric
consultation to advanced thesis students, faculty and
administrators doing business and econometric research.

Constructed several criterion-referenced multiple-


choice examinations for major pharmaceutical
companies under contract. Purpose of tests was to aid
pharmaceutical companies in measuring technical
knowledge of their representatives. Constructed instru-
ments are copyrighted by Miller and Fink, Inc.
Additional duties included statistical item analysis of
instruments and some aspects of predictive validity,
team writing of a monograph on corticosteroids and
item editing.
