THE PROBLEM AND ITS BACKGROUND

Introduction
The perspective on new training for the skill development of Grade 12

SHS student in PNTC Colleges

The maritime schools create a new way of training due to world health

crisis that brought the pandemic in our country, this new training helps the

maritime students to develop their skills in the amidst of pandemic. This research

focuses on the perspective of the selected grade 12 maritime students on what

the new training that will help them to develop their skills.

Training is the organized procedure by which people learn knowledge

and/or skill for a definite purpose (Dale S. Beach). Means that training define as

teaching and learning activities that are conducted with primary goal of applying

the information, skills, abilities and attitude required of a certain job.

According to Edwin Flippo, training is the act of increasing the skills

of an employee for doing a particular job. This means the training is an act that

allows the person to learn and gain more knowledge about a certain particular

job.

On the other hand, training helps to improve the person’s skills

development. According to igi-global.com (2020) skills development is, it

improves the ability of human being to perform a job-related activity, which

contributes to the effective performance of a task. Skill development has a

competence in doing activity in a certain particular job.

The researchers will be going to conduct this study with the

respondents of Grade 12 student in PNTC Collages that has strand of related in

maritime study and for those Grade 12 students who will be experiencing a

training in the future.

Approximately three quarters of the Filipinos abroad holds jobs for

which the TVL track may prepare you. If your goal is to work abroad, then the

TVL track in senior high can be an efficient shortcut. (Penaflor, 2019), This

statement shows that you can find a good job by taking TVL track, especially if

you want to go abroad like maritime that is one of specialization in TVL, with TVL

your practical skills will be sharpened quickly due to trainings, so that you will be

ready for job that you want.

Trainings on senior high-school have advantages like secretary of

education {Luistro, 2016}, Under the TVL maritime specialization, senior high

school students who graduate from the said track will secure certifications

allowing them to work as members of a ship’s crew. They will be qualified for a

job in the maritime industry after graduating and acquiring required certifications.

These are some advantages of TVL maritime training.

These are the advantages that TVL maritime has, according to

(Penflor,2019) “even without college, TVL Maritime equip job ready skills in the

future. This track also invests primarily on skills that can gain you requisite COCs

(Certificate of Competency and NCs (National Certification), which would be

essential when looking for better career opportunities in agriculture, electronics,

and trade. The certificates mentioned can enhance the practical skills of the

senior high school and can it be use when you are looking for job, especially if

you don’t want to go to college.

These are the good opportunities that TVL maritime has, according

to (Penflor,2019) “even without college, TVL Maritime equip job ready skills in the

future. This track also invests primarily on skills that can gain you requisite COCs

(Certificate of Competency and NCs (National Certification), which would be

essential when looking for better career opportunities in agriculture, electronics,

and trade. The certificates mentioned can be used when you are looking for job,

especially if you don’t want to go to college.

Statement of the Problem

The main objective of this study was to determine the new trainings for the skill

development of Grade 12 SHS students on PNTC Collages. At this stage of the

research, the perspective of new training's will be gathered as an information for

the development of the next maritime students.

Specifically, this study sought to answer the following questions:

• What is the possible training's that can develop the skills of G12 maritime

students?

• What are the possible developments of grade 12 SHS students in PNTC

Colleges towards the trainings?

• How does new trainings will improve the skill of a G12 maritime students?

• How does the students of g12 maritime cope with the new trainings for the skill

development?

Scope and Delimitations

This research was done to find out what should be the preparation to

further develop the future seafarers with the help of various equipment’s that will

help to progress more their skill development. The researchers aimed to obtain

respondents from the families of Philippine Nautical Technological College. And

they want to generate researchers of male and female respondents that will be

the bridge to carry out this research. This study is covering the 12th grade

maritime students in Philippine Nautical Technological College. The researcher’s

plan is to focus on the skill development of the future seafarers rather than their

soft skills. The researchers not to include it since skill development has a great

factor in the good performance of the future seafarers.

Significance of the study

This part of the study discusses about the importance of the outcome of

this research to the following:

To the Student. The new trainings will help to further develop the skill

development of g12 SHS students of PNTC, and it will also help future students

to enrol in PNTC to pursue a maritime course.

To the School. This paper will contribute as this will enable the school to provide

a new training’s, encouraging students to enrol on maritime schools and pursue

seafaring. The school will be able to produce high number of graduates and

potential seafarers

To the Parent. The outcome of this research will be able to encourage parents to

enrol their children in PNTC to study

To the upcoming Grade 12 Students. who want to know the perspective of new

training's that can develop skills if you pursue TVL maritime as a specialization.

Teachers. The result of this study will help in enhancing the teaching program

when it comes to skill development of the student and this helps the teachers by

knowing what are the activities to be taken by their students.

Future Researchers. The researcher will benefit the future researchers for them

to have references as related studies or literature to their future studies

REVIEW OF RELATED STUDIES AND LITERATURE

This chapter presents the related literatures and studies after the thorough

and in-depth searching done by the researchers. This will also present the

conceptual and theoretical frameworks, and the definition of terms for better

comprehension of the study.

Related Literature

Kadir Cicek (2019). The holistic/multi-dimensional approach describes

competencies as a collection of individual and organizational competencies to

reach the desired results. In maritime industry, employment of highly qualified

human resources/seafarers play a crucial role to ensure and to enhance the

safety on board ship. At that point, functional competencies are highly important

to manage the critical operations on board ship in safe manner. Additionally,

behavioural competencies like communication skills, teamwork skill, leadership

and language ability are other important competencies which contribute the

safety concern on board ship. Also, future seafarers are expected to be

professional with ethical behaviour, discipline and responsibility. At this insight,

we focus on both functional and behavioural competencies for future skills of a

seafarer.

Maritime simulation is a technology-enabled virtual reality environment.

The hardware or equipment, ship operation tools, and the specially designed

learning space used for creating such an environment is called a simulator.

Maritime simulators use large electronic screens, computer graphics and

mathematical modelling for creating artificial three-dimensional scenarios. The

scenarios are visually convincing, and they contain photo-realistic seascape,

interiors of ships, sea environments, coastal areas, and seaports. These training

programmes minimize gaps between theory and practice within an interactive

professional learning environment (Jamil & Bhuiyan, 2021).

Training in TVL maritime specialization help the grade 12 students to have

development on their practical skills, "Part of their training is to allow them to go

on board after graduating from senior high school. Unlike other senior high

school programs, the specialization and immersion in the industry is during the

senior high school years because the training hours required in the shipping

industry is quite long,” (Luistro, 2016). In this training that Mr. Luistro said it can

develop the skills of grade 12 students in TVL maritime specialization.

According to Edwin B. Flippo (2021) “Training is the act of increasing the

knowledge and skills of an employee for doing a particular job”. Training is the

act of increasing the knowledge and skills of an employee for performing the job

assigned to him. Different scholars of management have defined training

Advanced skill and qualifications are essential to get access of the global labour

market and employability in organized and unorganized sector (Adelakun,

Oviawe, & Barfa, 2015).

According to IGI Global (2021) Improve the ability of human being to

perform a job-related activity, which contributes to the effective performance of a

task. It could be a form of intimacy where knowledge learned through detailed

and repeated experience.

A Maritime Apprenticeship Program (MAP) for students who want on-the-

job training. The program is designed to take 28 months, with a total of 26 weeks

dedicated to classroom training and 360 calendar days dedicated to hands-on

experience at sea. As students work through their shore-based training, they’ll

immediately have the chance to apply their newfound knowledge in a real-life

environment. MITAGS works to match apprentices with reputable companies

who will provide the students’ service training (The Maritime Institute of

Technology and Graduate Studies [MITAGS], 2021).

Related Studies

Whenever you work on board a ship you need to have a lot of skills to

ensure the safety of everyone on board. You need to have the knowledge of

relevant marine equipment, policies, strategies, and procedures to promote

effective the local, state, or national security operations to ensure protection of

any data, people, institutions, and property. (M&L Research, inc, 2018)

According to Murray Goldberg (2018) In safety-critical environments such as

the maritime industry, it is of utmost importance that an organization can ensure

crew competence. And while there are many factors to an individual’s ability to

carry out their job properly (such as their knowledge and behaviour), a major

component of seafarer competence is their practical skills. An operator must be

able to objectively teach and assess the ability of their crew to perform the skills

needed to safely and efficiently do their jobs.

Various forms of e-Learning and distance education also proved to have

potential advantages in helping seafarers adapt to their transfer into post-

seagoing careers onto shore-based activities such as ports, shipping line offices

and maritime authorities/agencies or tertiary institutions. One Kenyan case study

recognizes the challenges of ensuring effective maritime education and training

including funding, resources, governance and the teaching methods

(Mohammad, 2019).

Reduced funding and growing student populations have resulted in

increased demands for distance education. Technology has also been a key

driver in creating the need for accessible online distance education for students.

Today, Google helps students develop high order thinking skills, allows them to

integrate formal and informal learning, fosters experimentation, curiosity and

creativity (Bauk, 2019).

Maritime education and training at the secondary level is one of the

pragmatic approaches worth examining. Furthermore, education by all means

and at all levels, is the most potent weapon to mitigate challenges related to the

competence and commitment of the human element. Against that background

the International Maritime Organization (IMO) has given careful attention to the

need of attracting, retaining and training of qualified seafarers (IMO, 2013).

On the other hand, the vocational approach to skill acquisition has been

dominant in MET. This approach stresses the importance of “hands on” or

practical skills that can be used to carryout everyday operations onboard

Maritime trainees who received this type of schooling spent a certain amount of

time as apprentice’s onboard ships, learning and transferring skills from more

experienced peers. (Manuel 2017).

Since the 1980s, crewing has been a key issue for the marine industry.

Many studies, such as the BIMCO ISF Manpower Study, have been conducted.

Reports from 2005, 2010, and 2016 have shown that there is a considerable

difference. There aren't enough seafaring officers. Manpower Report by

BIMCO/ISF The shortfall of seafaring officers is estimated to be 97,000 in 2016.

In 2020, there will be 147,500 people, and in 2025, there will be 147,500 people.

This example emphasizes the importance of to revise the program and its

contents in order to prepare for the encourages maritime officers in their future

responsibilities.

Attract young people to marine schools. The Fraunhofer CML and Germanist

Lloyd conducted a study in 2014. a large-scale research project involving 100

ship managers companies throughout the world to see what they're doing to

develop their business and what they regard as the greatest practices in the

business The businesses have stated that their most pressing ship management

concerns in the medium \term Crewing (88 percent), Technical Management (88

percent), and Financial Management (88 percent) are the five sectors where the

future looks bright. (62%), and You sent Quality and Safety (50%) and Financial

Management (50%) (27%), as well as procurement (12 percent).

According to Pour Anjani (2002) and Schroder (2004), The issue of crewing

is not only about quantity, but also about quality. quality. In addition, there are

serious shortages of highly qualified individuals.

Various levels of seniority among seamen IMO (International Maritime

Organization) are working to improve the quality of seafarers. The International

Maritime Organization (IMO) has begun research to determine in the early

1970s, international standards were established.

The International Maritime Organization's (IMO) STCW (Standards for

Watchkeeping, Training, and Certification) establishes internationally recognized

crewing standards. The STCW's competencies are primarily technical. and

management abilities, as well as long-term practical experience training at sea

studies The STCW is the primary source of information. education and training

in the maritime industry (MET). In 2011, the STCW underwent a significant

The independent variable is the Perspective on new training on TVL maritime

students of PNTC in terms of its positive, negativity of their perspective. The

dependent variable of this research is about the skill development of maritime

student in Maritime specialization of PNTC Colleges.

Figure 2 shows the Input, Process and Output of the study.

The diagram shows a clear understanding about the level of awareness of


grade 12 students to the expected skills of Marine Transportation and
Engineering. The data had been collected through the use of survey
questionnaires and statistical treatment. The result that the researchers
gathered determined the level of awareness of grade 12 students in the
expected skills on taking Marine Transportation and Marine Engineering.

Theoretical Framework
The researchers adapted the Situated Learning Theory to support this
study. The idea of this theory is to acquire knowledge from observing others and
practicing themselves. It shows how to gain knowledge through interactions with
some experts in their prior field.

The theory reflect on how the student can gain enough knowledge in their current
understanding in a certain situation that relies on their social and physical
interactions. The theory correlates with the research study because we aim to
achieve the skill development of the students by the influenced of observing and
practicing.

A situated learning works in developing a prominent role by gaining knowledge in


that particular area. The same as with our study on how a person interacts that
gives impact on the student’s development. This theory helps the Grade 12
maritime students by giving ideas and some important matters that helps in
assessing the student’s skill development.

RESEARCH METHODOLOGY
The purpose of this chapter is to explain in detail the methods
implemented to collect information. This chapter also contains the research
design, respondents, instrument of the study and date gathering procedure.

Research Design
In this study researchers used quantitative research method, Quantitative
research is the process of collecting and analyzing numerical data. It can be
used to find patterns and averages, make predictions, test causal relationships,
and generalize results to wider populations. (Pritha Bhandari, 2020). Quantitative
research collects information from existing and potential customers using
sampling methods and sending out online surveys, online.
polls, questionnaires, etc., the results of which can be depicted in the form of
numerical. After careful understanding of these numbers to predict the future of a
product or service and make changes accordingly.
The research design of this study is made through the use of descriptive
research, wherein it will assess the development for the skill of Grade 12 Senior
High School students under the new trainings in the PNTC Colleges. The
researchers attempt to determine what training can students develop their skills.
According to John {Dudovsky,2017), descriptive research maybe categorized as
simply the attempt to determine, describe or identify what is. It is used to
describe various aspects of the phenomenon and describe and/ or behaviour of
some population. Three main purposes of descriptive studies can be explained
as describing, explaining and validating research findings.

Respondents of the Study


The researchers aim for the participants of this research are the Grade 12, TVL
Maritime student of PNTC Collages that will participate and undergoing to
immersion, the researchers will conduct a survey through the selected
participants which are the Grade 12 TVL maritime student of PNTC Collage class
Alpha and Bravo, on their perspective in the upcoming immersion.

Research Instrument
Instruments are the tools or techniques by which researchers seek to
determine variables or items of interest. The researchers employed a

questionnaire to collect information from respondents in this research
investigation.
A questionnaire is a research instrument that consists of a series of questions
and other prompts designed to elicit information from respondents. They are
frequently built for statistical analysis of answers, however this is not always the
case. Sir Francis Galton invented the questionnaire.
The questionnaire will put in a google form format so that it can fasten up the
distributions of questions. The first part of the questionnaire contains the name,
sex and age to determine how many boys and girls are the participants. In the
second part of the questionnaire, we offer some trainings to be used in
answering the question. The third part of the questionnaire is what skills wants to
further develop by the Grade 12 students of PNTC Colleges.

Data Gathering Procedure


Phase 1. Preparation stage - First, the researchers will create questions for their

survey and then the researchers will ask for approval from the head of pntc or

their teacher to conduct a survey on selected students of TVL 12 maritime in

PNTC.

Phase 2. Data gathering - The researchers will give a questionnaire through

Google form to selected students of TVL 12 maritime to conduct their survey.

The respondents also answered the questionnaires on the day that the

researchers distributed the questionnaires.

Phase 3. Data analysis - After collecting all the data, the researchers tabulated,

organized, computed, analysed and interpreted the data from TVL 12 Maritime

Students in PNTC.

This chapter presents the interpretation and analysis of data which called

questionnaires distributed to the respondents in order to answer the statement of
