CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

It has been years past when K to 12 Education System starts in Philippines and

there are already tons of students who graduated in Senior High School. K to 12

education received various feedbacks during its early implementation and until now,

there are still discussion pertaining to its real effect.

K to 12 Education System aims to improve every Filipino children by providing a system

of education that can make them competent of in a global context.

President Benigno Aquino III of the Philippines signed into law a basic education

kindergarten year and two additional senior high school year was added to what was a ten

year education curriculum to make basic education twelve years. K to 12 Education

System is to improve Filipino students in academic and to master a field and enhance

their skill. The Senior High School Curriculum is an entry point to College/ University

life or business Industry. The later seen as the lesser of the two regarding prestige. It’s the

Fourth year of the K to 12 Education System implementation but until now Senior High

School Student are still in the stage of adjustment because of the new subjects and

advance lesson that is in their chosen strand. K to 12 Curriculum has different track and

strands including the ABM or the (Accounting and Business Management), STEM is

(Science Technology Engineering Mathematics), TVL which is the (Technical

Vocational Livelihood) and the HUMSS or the (Humanities and Social Science). There

are two semesters in Senior High the first two Grading are for the First Semester and the

Third and Fourth Grading are for the Second Semester, there are different subject per

semester depending on the strand.

K stands for Kindergarten and 12 Strands for the succeeding 12 year of basic

education, 6 years of elementary education, 4 years of Junior High School and 2 years of

Senior High School. It has so many Advantages and benefits since it offer a 12 year

program that gives students sufficient time to master skill and prepares student for a

lifelong learning and employment. With this kind of education system, students can apply

for a work after Senior High school since they already has skills to use in working or they

can start their own business instead of looking for a job.

If students are willing to learn in terms of business or financial literacy, it will

give a huge impact in our society. K to 12 Curriculum also give students a great

opportunity abroad since they are going to have a lot of skill. But K to 12 Curriculum

also has a disadvantage since they are adding two consecutive years. Most parents

complaints about the added 2 years their child’s education and consider it has a burden

for those students who are taking the four years course in college. Imagine, they are

expecting that after their four years in High School they will going to be a College

student or they are already taking their course. Though K to 12 Curriculum also help

students to be prepared for college in which Senior High School Teachers help students

to do research and other things. They are also providing more advance learning, the

lack mystery of basic competencies because of the ten years basic education curriculum,

where graduating are not ready to get a job or start business and they do not

automatically recognize Overseas Filipino Worker or (OFW) as Professional Abroad.

And by knowing which is better, the Basic Education System or The K to 12 Curriculum?

The reason why we chose this topic is to explore the perspective of the Senior

High School Students in our School City Of Balanga National High School and to know

if the K to 12 Education System is just good or bad for them and what they think is the

better system of education the past with less years of studying? Or the present with a lot

year of studying because we will learn more and be more prepared for college level?

The purpose of our study about K to 12 systems is that for us students to be more aware

of the reason in fact the Department of Education or (Dep Ed) for short implements this

education system which is that the Philippines our country is late in terms of education

compared to other countries that already had this system. And also to expound the

learning of the Senior High School Students about the K to 12 Education System in the

City Of Balanga National High School.

If we are successful in this study we will benefit from it as students because not

only we did learn about the true reason on why K to 12 Education System is

implemented and because we will also learn on how important education which can

change and lead in the future for the next generation in this world.

Statement of the Problem

1. How may the profile of the respondents be described in terms of;

1.1. sex;

1.2. family economic status; and

1.3. family structure?

2. What are the perceptions of the Senior High School Students about the K to

12 Education System?

3. What is the difference in the Perception of Senior High School students in

City Of Balanga National High School about K to 12 Education System when

grouped according to profile?

4. What implication can be drawn from the findings of the study?

Significant of the Study

The findings of the study may give substantial information about the perceptions

of Senior High School Students in City Of Balanga National High School about K to 12

Education System.

Specifically, the research study may be beneficial to the following:

1. Students

Students may benefit from this study because they will know the different

perceptions of students on K to 12 education system. Therefore, they will learn

something new from this research. They can also think about their own perception of the

K to 12 education system. As a result, they may have more knowledge about K to 12. It’s

positive and negative effects and the views of the respondents about it.

2. Parents

Parents may also benefit from this study because they may know what K to 12

really is. Some of parents like it but some also dislike it. They will also know the

perspective of their children and the students in generation about K to 12 education

system. They can also learn if their children want to study for an extended period of time.

3. Teachers

Teachers may also benefit from this study because they may learn how students

perceive K to 12 education. They may also compare their own perception to what their

students perceived about K to 12. Thus, they will be able to guide their students properly.

They may know if their student wants to study more base from their answer. So they can

consult students with absenteeism manner who wants to work at their job if they want to

study more.

4. Government

The government may also benefits from our study. Since Department of

Education is a part of the government. If they learn the findings of the study, they may

take action because they also know the perspective of some parents about K to 12. They

can launch a seminar about what K to 12 really is and what it is all about. They may also

provide free supplies that are used for studying for the poor students.

Most importantly the future researchers who will benefit from this study because

they will know the perceptions of the study of the previous researchers. They can also

gain some information from our study. Our study will be their reference and they can add

these to their research because someday their work can also become a reference to future

generation of researchers.

Scope and Delimitation

This study will focus on the perceptions of the Senior High School Students in

City Of Balanga National High School regarding K to 12 program. The respondents for

this research study will be students in the Senior High School Students in 20 students in

grade 11 and 20 students in grade 12 with the total of 40 respondents will be induded.

These respondents will be selected by a non-probability sampling called convenience

sampling technique where researchers will choose the respondents if they are available at

the moment the researchers will conduct the survey. The researchers will employ a

descriptive method of research and will gather data at City Of Balanga National High

School during break time, recess or lunch.

In this study, the researcher will use two survey instruments which are the

demographic survey questionnaire to gather data about the profile of the respondents and

a 5-item Yes/No Questionnaire and 5-item open question. The researchers will analyze

the profile of the respondents to see if there will be difference on their responses when

they are grouped according to sex, family economic status, and family structure.

CHAPTER 2

Review of Related Literature

As stated by Wikipedia (2008). K to 12 Program covers Kindergarten and 12

years of basic education (six years of primary education, four years of Junior High

School, and two years of Senior High School [SHS]) to provide sufficient time for

mastery of concepts and skills, develop lifelong learners, and prepare graduates for

tertiary education, middle-level skills development, employment, and entrepreneurship.

Due to the additional time of studying we can obtain more knowledge about the subjects

that is connected to the course that will be taken in the future, this is what K-12 brings to

make it easier for students to achieve their goals.

According to the evaluation of the Department of Education (2010). There is an

insufficient mastery of basic competencies due to the congested curriculum. Their

findings show that for every 100 freshmen only two are able to have a complete mastery

of what they have learned in their high school (Department of Education, 2010). Also

cases like high school graduates who look for jobs so as to sustain their means to pursue

tertiary education are considered unprepared because of their competencies and maturity

level. They are viewed as too young to work because of their age which is 17 or 18; also

they are not emotionally mature to handle employment and entrepreneurship. Other

countries also viewed that the10 year cycle is already insufficient due to the fact that they

were able to effectively implement the K to 12 education system. But even though

student did not realize what is the truth purpose of K to 12.

In (2019) Abueva said that Filipinos are known to be competitive in the

international community. However, our current education system hinders us from

becoming even more competitive.

Starting in the 2012-2013 school year, the education system of the Philippines

was enhanced from the ten years of basic education to a 12-year program through an

initiative called the K-12 Education Plan sponsored by the Department of Education. The

implement of K to 12 plan in the Philippines Basic Education Curriculum is the key to

our nation’s development. Through the government faces many problems as it

implements the program over the course of several years, it is a necessary improvement

since increasing the quality of our education is critical to our nation’s success. Same goes

for the future students as well that it will be easier for them because when the time comes

they can ask help to the previous generation about their activities like research where they

can use information by the current reseachers for references.

As report by Felongo (2013) Aquino said it was the duty of the State to provide

for the needs and ensure fair and equal opportunities for all Filipinos, especially the poor

and the implementation of this education program will strengthen the basic education

requirements of students which in turn, will bring them closer to the fulfilment of their

dreams and ambitions.

“The basic principle behind this law is clear: It is the right of every Filipino to live

with dignity. On the part of the state, it is its duty that citizens would be given equal

opportunities, especially the poor,” the President said. Because of K-12 program we can

be able to gain more knowledge and not only that we can be more prepared due to the

additional two years. As a result whenever they go they can easily find a job because of

the experience the students gained.

According to Mandela (1994), education is the most powerful weapon to change

the world. Our future depends on us that is why we should study better so that we can

graduate, but in the past basic education program we cannot do that due to the low quality

of education here in the Philippines, so the government implemented the K-12 so that we

can learn more and be much prepared.

As stated by Rizal, the youth is the hope of the future. This is one of the reason

why K-12 was implemented so that we can have enough skills to lead the future

generation, but our skill lacks so it is good that we have K-12 program.

According to Moser, education costs money, but then so does ignorance. Many

parents is not in favor of the K-12 because they say if there is no K-12 their children

might be working now and they will not spend more money due to the additional two

years of studying, but they do not know that they will just spend more money if they will

ignore the additional two years because of lack of knowledge they will take board exams

repeatedly because of failing.

As stated by Regiliente (2017), the K-12 program was implemented by the

government to help the youth and to cope up with the education, not only in Asia, but

also in the whole world. K-12 was implemented because students go to college with not

enough knowledge, skills, and readiness so K-12 can really help us. We also need to be

equal with other countries because we are late in education due to the previous basic

education system.

According to Social Weather Station (2010), three out of every 10 Filipinos that

has age eighteen and above have no job and this is the highest unemployment rate in the

Philippines. That is why poor education can affect the name of Philippines where in there

are many students that can graduate but cannot be employed because of lack of skills.

That is why K-12 is a better education where we can easily get a job in the future.

As stated by Palatino, in the present there are millions of children that cannot go

to school because of poverty and being costly of education and due to continuous rise of

price families are having difficulty to budget their money that is another reason why the

education of youth is being left behind. Because of the different perspective of the society

about K-12 program there are plenty of people saying that they only get into a more

difficult situation due to buying of school supplies which can lead to not going to school,

but if there is no K-12 they will have difficulty to get a job which will lead to more

expenses.

Review of Related Studies

According to Sarmiento (2016), the study is a review of the literature on the basic

education (K-12) curriculum specifically the senior high school (SHS) of the Philippines,

Japan, and the US. Results of the review show that the SHS curriculum is intended to

prepare students to enter into college/university or to work in the industry or be an

entrepreneur. The SHS program is the last level in all basic education programs of the

countries reviewed. The Philippines has a clearer model with at least four tracks

(academics, tech-voc, sports, arts & design) and at least ten strands. Japan has two tracks

in academics and tech-voc. The US basic education system varies from state to state,

similar to its SHS curriculum. There is no definite track as this is left to individual state

and their school districts to decide. There are purely academic, tech-voc and other types

of schools. The majority of those who choose academic track are students who plans to

proceed to college. There are still a stigma in selecting tech-voc and other courses as this

are seen by many as the course for poor performing/problematic students. The enrollment

in tech-voc schools in the US is declining despite the surge of demand for skilled

workers. In the three countries, the availability of qualified teachers is still an issue. This

situation is very real in the Philippines as it started the SHS program in June 2016. Other

problem includes the need to construct a huge number of classrooms and facilities. All of

these are currently being addressed too by the government. By implementing K-12

students have more time to choose their course because some students are confused on

what will they do in the future. That is why there is a GAS (General Academic Strand)

for the students that is confused up until now so that in the two years of studying they can

think more about the course they will take.

In his study, Tullao (2007) indicated that there is a need to upgrade human

resources through various forms of investment in human capital in order to reap the

benefits of an e-pended global trade in services! This upgrading process is intended not

only to protect Filipino professionals from foreign competition but more importantly to

build a strong human resource infrastructure in the light of a globalized trading

environment!. Pacifically, the readiness to compete internationally should be viewed in

terms of the ability of local professionals to meet the standards and human resource

requirements of foreign as well as domestic companies. This K-12 program can help

students to improve their ability because in two years of studying because there are

subjects that are related to the course they want to be in.

On the other hand, Magno (2013) cited that teachers are one of the key elements

in any school and effective teaching is one of the key propellers for school improvement.

This review is concerned with how to define a teacher’s effectiveness and what makes an

effective teacher. It draws out implications for policymakers in education and for

improving classroom practice. This K-12 education system can make your work easier

because aside from the knowledge and preparedness, students can also gain experience

which can help them for finding work to be easier, sometimes if the student gained so

much knowledge and experience the companies will be the one to go after them.

Furthermore, the study of Dejarme (2008) suggested that in order for schools and

universities to cope with new innovations, they should keep at pace with the tempo of

societal changes and technological progress. The schools of today should participate in

the educational and social revolution. Thus, the curriculum in Philippine schools today

has to be geared to the rapid societal changes and the new responsibilities for the new

breed of Filipinos. The three most important sectors of society that give direct input to the

improvement of the curriculum are the academe (institutions), the government, and the

industries (both public and private companies). For them to catch up about the new

education system.

In PASCN Discussion Paper, Tullao (2000), emphasized different perfectives/

views on the readiness of professionals to compete internationally - First, the facility of

Filipinos to work abroad and compete with foreign professionals with similar skills and

competence. Second, the ability of professionals to compete with foreign professionals

entering the local economy. The third perspective is focused on the ability of

professionals to meet the standards and human resource requirements of foreign

enterprises as well as domestic companies in their use of various services. The first and

second views are premised on the need to improve human resources in order to prepare

Filipino professionals for foreign competition here and abroad within a liberalized global

market for services. The third perspective, on the other hand, prepares professionals as an

investment in human capital as part of expanding the infrastructure of the economy. Such

preparation will have the effect of making local professionals competitive here and

abroad plus making the Philippines an attractive site for foreign investment because of

the quality of professional services. In effect the country does not prepare its

professionals merely to protect them from foreign competition but more so to build a

strong human resource infrastructure. The students will be ready in the future due to the

K-12 program because in additional two years of studying this can make students to be

more of a leader, to have more knowledge, to be more prepared, to find job easily, and

for their brighter future.

This research study, based on data presented above will explore the perceptions of

students about the K to 12 education system.

Figure 1 presents the paradigm of the research study. In this research the IPO

(INPUT – PROCESS – OUTPUT) method will be employed the conceptual framework

guides the researcher’s by providing a visual representation of the theoretical constructs

and variables of the study.

The first frame presents the variable (or topic) which exploring the perspectives of

senior high school students on K to 12 education program.

The second frame presents the process on how the researchers will gather data or

information about the topic of this study. Particularly, through survey using structured

questionnaire, structured interview and observation.

The last frame presents on what will be the result of this study by knowing the

perspective of each people about the K to 12 education program.

Assumption

For a deeper analysis and to answer the problems presented, the following

assumptions will be tested.

1. The senior high school students in City Of Balanga National High school have

various positive and negative perceptions towards the K to 12 education

program.

2. There is significant difference on the perceptions of the senior high school

students about K to 12 education system when they are grouped according to

profile

DEFINITION OF TERMS

1. K to 12 is conceptually defined as a term used in education and educational

technology in the United States, Canada, and possibly other countries is a short

form for the publicly supported school grades prior to college. However it is

operatinally defined as an education system implemented by the Department of

Education that adds two years of studying for the students to have more

knowledge and be more prepared for college.

2. Curriculum is conceptually defined as the subjects comprising a course of

study in a school or college. "Course components of the school curriculum".

However it is operationally defined as the component of the studies that has

specific lessons for the students that will take different courses in studying.

3. Education is conceptually defined as the act or process of imparting or

acquiring general knowledge, developing the powers of reasoning and

judgment, and generally of preparing oneself or others intellectually for mature

life. However it is operationally defined as a very important thing to have for

the students here in this school to get knowledge and skills to be more prepared

in their future and to be successful.

4. Learner is conceptually defined as a person who is learning, students, pupil,

apprentice, and trainee. However it is operationally defined as a senior high

school student studying in City Of Balanga National High School who are

willing to give all of his efforts to learn for his future to be better and successful.

5. Instructor is conceptually defined as person that is teaching hand-on skills, like

a water-skiing instructor or the instructor of the knitting class held at the

community center. However it is operationally defined as a teacher that is

teaching us to be responsible that gives us her time for us students to learn and

be a leader in the future.

CHAPTER 3

RESEARCH METHODOLOGY

This chapter intends to discuss the methodology of this study. The design and

procedures used in this particular research involves a survey-questionnaire for the

collection of data regarding the objectives of this study. A more detailed explanation of

the methology will be manifested in the accompanying sections: research methodology

research instrument, respondents, and data gathering procedure.

Research Methodology

On the gathering of data the methods that will be used will be accorded to the

purpose and the scope for which the study will be under taken. The purpose of the study

is to explore the perspective about kto12 education program of the Senior High school

students in the City of Balanga National high school. The method that will be used to

gather data is structured questionnaire for me respondents to answer questions that will

concern their perspective about kto12 program.

The researcher will use structured questionnaire where in the researchers will

obtain data and information to be explore. It is the most appropriate method because

through survey questionnaire, the researcher get the various perspective about K to12

education program.

Furthermore, the respondent’s profile will be obtained through demographic

survey questionnaire. The profile to be taken include sex, family economic status and

family structure. The researcher will also obtain data through the perspective about K to

12 survey questionnaire to get further and additional data.

Respondents

This research study will include 40 sample from the research locate. The

researchers will utilize a convenience sampling technique refers to a technique that

goes for the sample that is available in the light of easy access (Bryman and bell,2017),

The respondents of this study will be the Senior High school of City of Balanga

National High School. These respondents are the one who are knowledge or smart

enough to answer the following question or problem posed in the study. The respondent

will answer the questionnaire that the researchers will give them which supplies the

guide and information for that the researcher needed.

The instrument to be used in the study have two parts. The first part is the

demographic survey questionnaire which will be utilized to obtain information

regarding the profile of the respondent s such as sex, family economic status and family

structure for the subsequent instrument to be used, the researchers will used open ended

question. The provided instrument which the researchers will utilize includes the W H

questions.

The respondents will be presented with a 5 - item Yes and No questionnaire. The

provided instrument which the researchers will utilize can only be answered by yes or

no and so does not allow for elaboration or detail. Types are critical for collecting

survey responses within or limited frames option.

Furthermore, the respondents will also be given an Open ended questions defined

as free form survey questions that will allow a respondents to answer in open text

format such that they can answer based in their complete knowledge feeling and

understanding. This means that response to this question is not limited to a set of

options.

Data Gathering Procedure

The researchers will request permission to the assistant principal of the City Of

Balanga National High School and SHS Students through an intent letter, in order to

authorize the data gathering. When the request is approve the researchers will

personally distribute the survey-questionnaire to the SHS students - respondents in the

research locate the researchers will briefly explain the purpose of the study to the

respondents as well as to the SH- teachers. The researchers will guarantee the responds

about the confidentiality of the information to be gathered. On the survey sheets, filling

the name of the respondents will be optional. To make sure that the respondents will

understand it, the researchers will give clear instructions on how to answers the survey-

questionnaire. To enhance the possibility that the participants will respond truthfully,

they will be informed that the completed survey-questionnaire will be handled only by

the researchers so that the respondents will answer the survey questionnaire without

fear of social or legal consequences. The data to be collected will be checked analyzed

and interpreted in chapter 4 of this study.

Treatment of Data

This research study will not employ any statistical treatment because it will

only present description of variable of interest.
