SECTION D25 – QTEL and ELV DUCT NETWORK

25.1 Q TEL GENERAL SPECIFICATION REQUIREMENTS

A. The works covered by this section of the specification relates to the


provision of an integrated ducted system consisting of dedicated 100mm
Dia uPVC duct banks, JRC 4, JRC 14 and final individual property
connections consisting of either 50mm Dia or 100mm Dia uPVC ducts.
Such final connections being attached to the final ducting arrangement
provided within the property construction works and not in the
‘infrastructure’ contract. At the entry to the site a JRC 14 shall be provided
to interconnect the existing Q Tel ducting to the ducting system within this
project. The provision of the cabling network used within the ducting
arrangement and the public telephone installations do not fall within this
contract.
B. All works relating to the Q TEL installation shall be carried out strictly in
accordance with the Q TEL Standard Specifications S.006.
CONTRACTOR shall be deemed to be in possession of the latest version
of the Specifications.
C. All QTEL works shall be carried out by SUBCONTRACTOR approved by
QTEL. Proof of such approval shall be required in writing before the start
of Works on the Site and the name of any subcontractor to be used shall
be as designated
D. QTEL will supply as 'free issue" for WORKS, the iron works, covers and
frames for the JRC manholes. CONTRACTOR shall supply all other
materials required for the WORK.
E. Trenches for QTEL ducts through rock fill shall be backfilled with granular
material and a geotextile membrane POLYFELT TS600 or similar
approved surround with a minimum of 300 mm overlap.
F. The QTEL specification S. 006 shall be modified as described in the
following paragraphs.
G. The Supervising Officer shall mean any accredited official from QTEL or
QF REPRESENTATIVE.
H. The concrete quality classes specified in Clause 202 of the QTEL
specifications shall be of the comparable classes in Section 5 as
designated by QF REPRESENTATIVE.
In Clause 105 of the QTEL specifications "earth, free from stones" shall
be replaced by "dune sand and free of salts to a fine grading as
approved by QF REPRESENTATIVE.”
CONTRACTOR shall consult QTEL not less than one month before it is
proposed to commence work to ascertain whether any underground
installations will be affected by the proposed works, in which event
CONTRACTOR shall make all necessary arrangements with QTEL to
safeguard the installations.
K. CONTRACTOR shall give at least one week's notice in writing to QTEL of
the dates upon which it is intended to operate plant or equipment or carry
out any work for which permission has been given in writing by QTEL.
Such operations of work shall only be carried out in the presence at QTEL

unless notice shall be obtained in writing from QTEL that they do not
require to be present.
L. QTEL may require work to be executed on their installations during the
period of the Contract. CONTRACTOR shall allow access to QTEL's

Contractor or workmen until their diversion work is complete.


CONTRACTOR shall co-ordinate the work of QTEL and his own activities
and when necessary shall amend his programme of working to suit all
requirements of QTEL in connection with their diversion work and shall
keep QF REPRESENTATIVE informed in writing of all arrangements
made.
M. CONTRACTOR shall locate and mark with suitable posts all QTEL
underground installations that are within the area of the Works and shall
ensure that such markers are maintained in their correct positions at all
times. CONTRACTOR shall advise QTEL’s agent of any installation not
found where designated, or found but not shown or found damaged or
subsequently damaged.

25.1.1 All works associated with the Telephone installation shall be carried out by
SUB-CONTRACTOR approved by QF REPRESENTATIVE and Q-Tel. The
specialist SUB-CONTRACTOR shall have minimum -5 years proven project
experience in design and installation of similar systems.

SUB-CONTRACTOR scope also includes all coordination and assistance to


Q-Tel for works associated with the installation of Telecommunication service
up to the building Telephone junction box from the MTJB located at the
Guard station or house.

The scope of works shall include providing the design, cabling, duct,
termination, clean earthing and all civil works associated with the Telephone
network for the infrastructure in accordance with Q-Tel’s specification and QF
REPRESENTATIVE’S requirement.

All telephone cables and outlets shall be approved by Q-TEL as being


suitable for connection to their network.
SUB-CONTRACTOR shall make the necessary co-ordinations with Q-Tel
“Key Customer Dept” Mr. Hasan Marafi or Mr. Hisham Mustafawi on fax #
4830999, Tel # 4400606 – In regard to Any Q-Tel requirements for the
project.

25.1.2 MAIN JUNCTION & PULL BOXES

All Main Junction and Pull Boxes shall be plastic, and surface mounted at the
designated locations and shall be complete with suitable back-box to
facilitate receiving concealed telephone wiring.

All the Main Junction Boxes shall be from any approved manufacturer and be
complete with all terminal connectors and in accordance to the requirements
of Q-Tel, QF REPRESENTATIVE’S requirement and relevant to the number
of pairs of modules to be housed.

25.1.3 BLOCK CABLING

CONTRACTOR shall execute complete “Block Cabling and Wiring” for the
Telephone Installation of the infrastructure and terminate wiring both at the
Main Telephone Junction Box and at the building junction box.

CONTRACTOR shall assume entire responsibility to coordinate and verify all


duct routes and manholes and provide all equipments and materials with the
Final site layouts and site conditions – with out incurring any additional cost
to QF.

The entire “Block cabling and Wiring” shall be executed using QF/Q.TEL
cable specifications for telephone cabling and wiring and shall be in
accordance with the approved Q.F/Q.TEL manufacturer, rules and
regulations.

25.1.4 COORDINATION REQUIREMENTS

CONTRACTOR shall assume entire responsibility to coordinate with the


infrastructure, buildings and ensure adequacy of the network provisions, and
to liaison with Q-Tel and obtain approvals for the works executed.

25.1.5 TESTING & COMMISSIONING

Upon completion of the works related to the Telephone installation,


CONTRACTOR shall coordinate and assist with the Q-Tel department to
Test and Commission the Telephone network for the entire housing
development, by providing requisite skilled and unskilled manpower, tools
and instruments.

25.1.6 WARRANTY & GUARANTEE

CONTRACTOR shall submit a single guarantee for whole of the WORK,


which states that all parts of the WORK are in accordance with the
CONTRACT documents. During the period of maintenance, CONTRACTOR
shall repair any deficiencies within 24 hours of notification at no additional
cost to QF.

If CONTRACTOR fails to attend to any such faults as mentioned above


within the specified time, QF shall make arrangement to rectify the fault at
CONTRACTOR’s expense.

25.1.7 PRE-QUALIFICATION OF SPECIALIST SUB-CONTRACTOR

CONTRACTOR shall employ an approved Specialist SUB-CONTRACTOR to


carry out the telephone installation WORK. SUB-CONTRACTOR shall be
fully conversant and capable in the cabling of low voltage applications such

as, but not limited to telephone systems, and shall be approved by Q-Tel
authorities to execute such works of this nature. SUB-CONTRACTOR shall
at a minimum possess the following qualifications:

Personnel trained and certified in the design of the Cabling System or any
other equivalent structured cabling manufacturer.

Personnel trained in the installation of horizontal and vertical copper cabling.

Be in business a minimum of five (5) years in the State of Qatar in the field of
Telephone and Data Cabling.

The organization should have carried out a single job involving a minimum of
3500 points and the project should have been carried out directly with the
end user in the State of Qatar.
Electrical SUB-CONTRACTOR is not allowed for pulling the cables &
terminations.

SUB-CONTRACTOR should have a minimum of one installer and one


designer certified by Q-Tel authorities and should possess specific approvals
for carrying out “Infrastructure Telephone - Block Cabling and Wiring”.

Block Cabling and Wiring SUBCONTRACTOR, who does not have


experience on Structured Cabling, will not be qualified

25.2 ELV GENERAL SPECIFICATION REQUIREMENTS

A. The ELV installation shall consist of the provision and installation of a


duct bank system of 6 way 100mm uPVC duct bank forming a totally
integrated system using a standardised ELV hand hole. At the boundary
of each property a pull hand hole is to be installed, the provision and
installation of this and hole is to be included within the ‘infrastructure’
contract. The connection between this hand hole and the property will be
by others. There is no requirement within this contract to provide or install
any cabling relating to the various ELV networks.

B. Contrary to the requirements of the Q TEL installation CONTRACTOR


shall provide all the materials to provide the totally integrated ducted
system with the exception of the pull manhole and final ducting
arrangement to each property. CONTRACTOR is deemed to have
included within his price to provide the final connection to the pull
manhole.

C. The method of installation of the whole of the ELV network shall be strictly
in accordance with the requirements laid down in the relevant sections of
the Q TEL Standard Specifications. CONTRACTOR is deemed to be in
possession of the latest versions of the Specifications.
