Inspecting fall protection PPE is part of the response to risk analysis and precautionary
measures.

This action, which is essential for proper functioning in the safety chain, complements all actions
taken to optimize user safety (equipment selection, training, instructions, organization ...).

The European DIRECTIVE 89/391/ EEC of 12 June 1989 on the
introduction of measures to encourage improvements in the safety and
health of workers at work

The European Directive 89/656/EEC of 30 November 1989
on the minimum health and safety requirements for the use by workers of
personal protective equipment at the workplace

What to do in the absence of PPE regulations?


Follow the manufacturer recommendations included in the Technical Notice (which must be
furnished with new product).

Petzl recommends an inspection at least once every 12 months.


To help maintain product traceability, do not remove any markings or
labels.

Product inspection

In addition to the inspection before each use, a detailed inspection must be carried out by a
competent inspector.
The frequency of the detailed inspection must be governed by applicable legislation, and the type
and the intensity of use.

A competent person is an individual designated by the employer to be
responsible for the immediate supervision, implementation, and monitoring
of the employer’s managed fall protection program who,
through training and knowledge, is capable of identifying, evaluating,
and addressing existing and potential fall hazards, and who has the
employer’s authority to take prompt corrective action with regard to
such hazards

The contents of the safety register


Identification record (EN 365:2004 standard, excerpt from the European standard).
Advice shall be given that a record is kept for each component, subsystem and system.
The record should contain headings for and spaces to allow entry of the following details:

a) product, (e.g. full body harness), model and type/identification and its trade name;
b) name and contact details of the manufacturer or supplier;
c) means of identification, which could be the batch or serial number;
d) where applicable, the year of manufacture or life expiry date, (refer to 3.2.2 y));
e) date of purchase;
f) any other information as necessary, e.g. maintenance and frequency of use;
g) date first put into use;
h) history of periodic examinations and repairs, to include:
1) d
 ates and details of each periodic examination and repair, and the name and signature of the
competent person who carried out the periodic examination or repair;
2) next due date for periodic examination.

The product's Technical Notice give you the necessary information to


create the safety record.

The results of inspections should be recorded by:


- Type of equipment.
- Model.
- Manufacturer.
- Serial/batch number or individual number.
- Dates: manufacture, purchase, first use, next periodic inspections.
- Notes: defects, comments.
- Name and signature of the inspector.
- Decision on the product: fit/unfit.

Petzl recommends a detailed inspection at least once every 12 months.

What is PPE?

Personal Protective Equipment (PPE) reduces employee exposure to


hazards when engineering and administrative controls are not feasible
or effective in reducing these exposures to acceptable levels.
Employers are required to determine if PPE should be used to protect
their workers.

PPE category 1
Self-certification, but must conform to the requirements of the
directive.
89/686 EC type-examination is not required in the case of PPE models
of simple design where the designer assumes the user can
himself assess the level of protection provided against the
minor hazards minimal risks concerned, the effects of which, when they are
gradual, can be safely identified by the user in good time.

Ex: garden gloves, eyeglasses, protection against temperatures


less than 50° C.

89/686 PPE of complex design intended to protect against deadly


hazards, or against hazards that may seriously and irreversibly
harm the health of an individual, of which the designer assumes
serious hazards, the immediate effects cannot be identified in sufficient time by
deadly hazards the user.

What is PPE?
Notified bodies:
independent and notified by the State
They validate the products tested in accordance with the standards,
if they exist (type/verification approvals) for the European standards.
3 year guarantee
They verify that the PPE passes the required performance tests, 3 year guarantee

but also:
- The product is marked in the appropriate fashion.
- The markings meet the requirements.

Standards
A standard is a voluntary means of measuring the conformity of a product with regard to the
European directive 89/686. It defines the presumption of conformity with the directive.
The ZA annex of a standard gives precise details on the requirements related to the European
directive 89/686.

Standards
The standard is never mandatory, but voluntary.

Nevertheless, for a new PPE, the manufacturer must follow the


European standard, if it exists.

In cases where no standard exists, a Notified Body can certify


the PPE only on the essential requirements of the directive and
the manufacturer's specifications (for example: product having a
specific field of application).

For the CE certification only, Petzl relies on the


most pertinent existing standards to develop its
specifications.

Standards
How are the standards created?
Within the same community, member states have several technical committees (equipment for
mountaineering and rock climbing, fall protection PPE...).

They are composed of technical experts, with representatives from the State, as well as
manufacturers (in which Petzl plays a role).

The committees produce draft standards which are subject to public comment,
then published and often harmonized.

PPE marking
CE mark of conformity in accordance with the European directive 89/686

- The CE mark of conformity consists of the initials CE in accordance with the following graphic:

- In case of reduction or enlargement of the CE mark, the proportions given in the above graphic
must be respected.

The various components of the CE marking must have substantially the same vertical dimension,
which may not be less than 5 mm. There may be exceptions to this dimension for small-scale
PPE.

Since July 1995, all PPE sold in the European Community must have the CE mark.

Identification of the product according to the harmonized standard EN 365: 2004 (PPE in the
workplace)

The marking shall include at least the following information:

What is a fall factor?


- A sling lanyard or cable, with no capacity for energy absorption, can not be used to arrest a fall.

- In a fall on an rigid system, the impact force is too abrupt for the user.

An energy-absorbing component must thus be used in the system to limit the impact force.

Throughout Europe, a fall arrest system for work must ensure that the impact force

ATTENTION: an unusual event may lead you to retire a product after only one use:
(type and intensity of usage, environment of usage, harsh environments, sharp edges,
extreme temperatures, chemicals...)

A product must be retired when:

Quarantine zone.
This is a locked area or container to keep dangerous PPE from being
used. Keep this area separate from the new product storage area.

A quarantine area shall be available for isolating product(s) that are


waiting to be processed by the competent person (maintenance and/
or destruction).

A quarantine area can be used to store products in need of repair.


For example: a positioning lanyard awaiting replacement of its rope.
