Dr. Tuga delivers 2nd State to the
University Address
Philippine Normal Univer-
sity (PNU) President Dr.
Bert J. Tuga delivered his
2nd state of the univer-
sity address and midterm
report as he marked his
second term of the pres-
idency on December 10,
2021, via Facebook Live.
The president first ac-
knowledged the huge chal-
lenges of the pandemic to
education which the uni-
versity faces “...with great

enthusiasm, positivity, and
commitment fueled with
our core value of truth,
excellence, and service,”
according to Dr. Tuga.
He then reported the sig-
nificant accomplishments
of PNU: the Kaway-aralan
sa Bagong Kadawyan,
which is the PNU flexible
learning program; Pro-
ject Tanglaw with now 272
students beneficiaries in
PNU Manila; new curric-

ular and training programs,
conferences, and lectures
among PNU systems; and
provision of various sup-
port to faculty members
for teaching and COV-

In terms of faculty develop-
ment, he presented that the
general faculty profiles of
the PNU system have doc-
torate degrees (52.29%),
some work on their disserta-
tion (33.94%), others have
master degrees (13.15%),
and the remaining work on
their thesis (0.62%). There
is also a new faculty devel-
opment plan (FDP) from
2021-2023 that aims to
help faculty members with
a focus on their continuous
professional development,
provision of financial as-
sistance, and encourage-
ment of faculty members
to take doctorate programs
from FDP priority areas.

Dr. Tuga said that FDP will

brand for flexible learn-
ing in the new normal.”
It is also mentioned that
there are workshops im-
plemented for reviewing
imperatives, triggers, ad-
justments, calibration, and
refinement of the PNU
teacher education curric-
ulum. He also shared the
status of research output
on the campus from 2020-
2021. There are 78 com-
pleted pieces of research
that is a combination of
institutional project-based
research grants, full pro-
fessor compliance, collab-
orative research with other
agencies, and self-initiated
research; 12 ongoing re-
search, and 73 published
research. There are also 68
total articles published in
notable journals managed
by the PNU Publications
Office which are the Nor-
mal Lights, the Asia Pacif-
ic Higher Education Re-
search Journal (APHERJ),
and the AsTEN Journal
of Teacher Education.
The Research Center for
Teacher Quality conduct-
ed several research on the
year 2021 and current uni-
versity research on tool and
guidelines development.
The president also talked
about the extension and
community services where-
in the PNU system has a
total of 71 active partner-
ships for extension and 35
extension programs across
systems with 4,000 ben-
eficiaries mainly managed
by the PNU Community
Partnership and Extension
Office (CPEO) as of No-
vember 29, 2021. He also
proudly shared the contin-
uous linkages and partner-
ships of PNU. Currently,
there are 46 new and re-
newed agreements with
national and international
partners on various collab-
orations such as curriculum
development, test devel-
opment, training develop-
ment and implementation,
research and publication,
extension, faculty and stu-
dent exchange, cultural
exchanges, language pro-
ficiency, and other pro-
grams. PNU also received
several grants from the
national level which are the
Department of Education
(DepEd) and Commis-
sion on Higher Education
(CHED) and internation-
al institutions such as the
Southeast Asian Ministers
of Education Organization
(SEAMEO) Secretariat,
Asia-Pacific Centre of Ed-
ucation for International
Understanding (APCEIU),
European Union (EU),
University of Potsdam, and
the University of New Eng-
land. The university is also
reported to continue its
leadership to various organ-
izations and associations.
Dr. Tuga mentioned various
improvements regarding
finance and administration:
establishment of e-pay-
ment scheme in coordina-
tion with Landbank of the
Philippines; enhancement
of security system by in-
stalling additional CCTVs
and setting up Monitoring
and Command Center;
procurement and installa-
tion of COVID-19 preven-
tion supply and equipment
such as automated temper-
ature checker, alcohol and
sanitizing solutions, masks,
and air purifiers; provision
for hostel accommodation
for employees under skel-
etal workforce; and ICT
equipment and digitization
services. He also reported
the completed repair and
improvement of campus fa-
cilities such as the learning
commons and ground floor
of Dagot Hall, ground floor
and 2nd floor of Sibayan
Hall, Financial Manage-
ment Services office, and
other auxiliary facilities.

are the completed repair
and exterior improvement
of Dagot Hall, HRD Build-
ing, and PNU Hostel, de-
sign and improvement of
PNU sewage system, re-
pair of roofing of the foot-
bridge along Ayala Blvd.

He also presented the im-
provement of the campus’

printers for various offices.
Furthermore, delivery, in-
stallation, and configuration
of hyper-converged infra-
structure, as well as phase
1 of scanning and digitiza-
tion of PNU student re-
cords are also presented.
Dr. Tuga further reported
the faculty and staff hir-
ing and promotion from
2020-2021 where there
are 15 newly hired facul-
ty and 10 promoted fac-
ulty through a filling up
scheme. For administration
staff, there are 11 admin
plantilla filled up through
hiring and 13 promoted
staff to higher plantilla.

and 2021 are testaments
of unceasing commit-
ment to Inang Paman-
tasan,” the president stated.
Dr. Tuga expressed his ap-
preciation and gratitude to
all the people who helped
and worked with the ac-
complishments of PNU
including the PNU Board
of Regents, University Vice
Presidents, PNU directors,
deans, associates and dep-
uty deans, institute direc-
tors, office directors, center
and unit heads, members
of the faculty, administra-
tive employees, students,
and alumni. He also con-
veyed his special thanks to
the Office of Vice Pres-
ident for University Re-
lations and Advancement
and to University Events
Managements and Public
Relation Office. The pres-
ident is also grateful to the
university partners and fel-
low champions of educa-
tion including the DepEd,
CHED, education cham-
pions in the senate and
house of representatives,
and other partner organ-
izations and associations.
He promised to further im-
prove the PNU for the next
two years of his term as he
stated: “We envision PNU
to model innovations in
teacher education through
its new and non-con-
ventional curriculum and
delivery approaches.”

On November 23, 2021,
the Commission on High-
er Education (CHED) al-
lowed universities to have
limited face-to-face class-
es starting December. As
the first step in preparing
for reopening of school,
the PNU USC-CSC con-
ducted a survey concerning
the vaccination status and
perception of the under-
graduate students on the
implementation of face-
to-face classes. 2,115 un-
dergraduate students (81%)
answered the survey from
November 15 to Novem-
ber 30, 2021. The survey
result showed that 1,799
(85.1%) are fully vaccinat-
ed, 179 (8.5%) had their
first dose of vaccine, and
the remaining respondents
are neither vaccinated nor
registered to receive their
vaccines. Meanwhile, 1,282
respondents are in favor of
conducting face-to-face
classes while the remaining
are either undecided or not
in favor of the face-to-face
classes because of finan-
cial problems, health risk,
and transportation issues.
With the said concerns,
PNU USC-CSC highlight-
ed the following considera-
tions in implementing lim-
ited face-to-face sessions:

the students, faculty, and
staff; and inspection of fa-
cilities approved by the local
government unit of Manila
City. Suggestions for the
safety and health of stu-
dents and faculty are also
discussed proposing that
there should be additional
resources for the creation
of concrete wellness pro-
gram as well as for the spe-
cial vaccination program,
availability of COVID-19
test kits, enough isolation
facilities and supplies, insur-
ance program, and hazard
pay for teachers and other
faculty. There are also sug-
gestions that will support
the ‘no one left behind’

mitted a letter of request
to the University President
last September 20, 2021,
concerning the e-ID of
students that was soon
approved by the Adminis-
trative Council under Res-
olution No. 01-1206-2021
on December 6, 2021.
The letter stated the need
to release a student ID.
According to the PNU
USC-CSC, they re-
ceived numerous concerns
from PNU students that
prompted them to take
action. This includes the
use of ID in their legal and
academic transactions such
as application of scholarship
and voters’ registration. The
request letter also contains
the two proposed options:
virtual ID and physical ID.
Yet, they mentioned that it
would be risky if students
have to claim their phys-
ical IDs in the university.
In the said resolution, the
PNU Administrative Coun-
cil ordered the issuance
of ID to all PNU students.
However, it is expected that
the first and second-year
students will be prioritized
to receive their e-IDs. Hon.
PNU-USC-CSC Chair-
person Emmanuel Vecino
said that the e-IDs can be
received by January 2022.
“Afterward, the third-
and fourth-year stu-
dents will also re-
ceive theirs,” he added.

Office of Student Affairs.
