The Guideiines on the Promotion ofSchooi Heads was stipuIated in DepEd Order No.
42, S. 2007 in pur§uanCe tO RA 9155 on the basis of merit, COmPetenCe, fitness and

equaiity.
To further achieve the principIes of merit and fitness, enhanced guidelines is issued in
this o珊ce to modify and to strengthen the p「omotion p「ocess. The adoption of this

enhanced guideIines wi= include the Reclassification ofthe schooI heads’items.

SCHOOLS HEADS

l. LEADERSH!P FRAM各WORK

There sh訓be a school head for訓pubIic elementa'γ and secondary schooIs o「 a cluster thereof,

Pu「Suant tO Section 6.1′ RuIe VI of the lmpIementing Rules and Reguiations of Repub=c Act no. 9155

(Gove「nance of Basic Education Act of 2001). A schooI head is a person responsible for the
administrative and instructional supervision ofthe schooI or cIuster of school§・ As such, a SChooI head

i§ eXPeCted to possess the fo=owing leadership dimensions:

1. Educationa○ ○eader§hip is the abiIity to craft ad pursue a sha「ed schooI vision and mission,

as we= as develop and impiement cur「icuIum policies, PrOg「amS and p「ojects.

2. Peopleしeadership is the ab冊ty to work and develop effective 「elationships with

StakehoIde「s and exeれa positive influence upon people.

3・ Strategic Leadership is the ab岬y to expiore complex issues from a global perspective,

manage an educational enterprise and maximize the use of resources.


4・ FiscaI Leadersh印S the ab冊y to manage funds e惟ctiveIy and efficientIy in the 「equired

timeiimits.

iI. BAStC POLICiES

ln addition to those stated in the Merit Selection Pian (MSP), the falIowing basic policies sha= be
adopted.
1. AppIicants to Principa= position mu§t PaSS a quaiifying test. He/she must have an

experience of a ieast five (5) years in the aggregate as Head Teacher, Master Teacher and
Teacher冊.
2・ The appointment of a schooi principaI sh訓be non-Station spec胱.
3. Anyvacancyfor Principal position sh訓be open to訓quaiified candidate from within and

OutSide the division whe「e the vacancies exist.

4. The SchooIs Division Superintendent sh訓designate Teacher-In-Charge in schooIs without

Principai items.
To become a Teacher-1n-Charge, One muSt be a Teacher lII with at ieast three (3) years
teaching expe「ience and undergo a screening process to be conducted by the Division
