1. This Office hereby reminds the schools/districts to submit on or before May 18, 2018 the Ranklist for
Promotions to Teacher II and Teacher III (Elem, JHS and SHS).
2. Attached is the Guidelines on Points Distribution as per DepEd Order No. 66, s. 2007 titled “Revised Guidelines
on the Appointment and Promotion of Other Teaching, Teaching-related and non-teaching Positions” to be used
in the ranking of teachers for Promotion to Teacher II and Teacher III positions (Elem, JHS and SHS). Please take
note that Master Teacher I and II for Elementary, JHS and SHS has different guidelines, so do not include
ranklist for Master Teacher items.
3. To facilitate the evaluation of the applicants’ documents and the prompt preparation of the ranklist, the
following guidelines are hereby released for the information and guidance of the field:
a. The ranking will be done by District for Elementary, and by school for Secondary
b. The rank list must indicate the current school year
c. The rank list should be prepared for every school year and will be the basis for promotional
appointment within that school year only.
d. The evaluation and giving of equivalent points or ratings must be based on DepEd Order No. 66, s. 2007
e. The rank list should be signed by the Committee concerned at District Level (for Elem) and School Level
(for JHS and SHS) and duly reviewed, approved and signed by the Human Resource Merit
Promotion and Selection Board (HRMPSB). Only Reviewed, Adapted and Approved Ranklist by the
HRMPSB shall be implemented. Hereunder are the HRMPSB composition to be indicated at the
ranklist upon submission to the Schools Division Office (SDO)

f. For transparency purposes, a copy of the approved ranklist should be posted on the Bulletin Board of
School/District and Division Office.

This factor includes human relations, stress tolerance and
decisiveness, which would indicate the capability of the candidate to
be assets to the entire service system and utilize his/her talents and
expertise to the maximum

This refers to the capacity and ability of a candidate to assume the
duties of the position be filled up and those of higher level
