CREATION OF THE MUNICIPAL EMERGENCY DISASTER RISK RESPONSE

CLUSTER FOR THE ON-SCENE MANAGEMENT OF NATURAL HAZARDS

WHEREAS, pursuant to Section 15, Article of the 1987 Philippine Constitution

Section 465 in relation to Section 16 of Republic Act 7160 which also known as the
Local Government Code of 1991 empowers the Local Chief Executive to carry out
measures for the faithful and appropriate enforcement and execution of laws and
ordinances;

WHEREAS, the National Disaster Response Plan adopts the cluster approach of
the NDCC Memorandum Circular No. 12 Series of 2008 entitled “Institutionalization of
the Cluster approach in the Philippine Disaster Management System” that provides the
seamless coordination and proved effective in providing assistance to the affected
population during response operations;

WHEREAS, according to the Office of Civil Defense (OCD) Memorandum No. 27

series of 2020 which calls for the operationalization of local DRRMCs using the
response mechanism such as activation of Response Cluster and the implementation of
the Incident Command System;

WHEREAS, RA 10121 IRR 2010 Rule 6 Section 4 (1) relative to the functions of
the LDRRM Officer, shall develop the Task Force Teams’ task of each members and
coordination protocols based on the existing policies and guidelines to be adopted and
implemented by the council;

WHEREAS, the response cluster shall be activated on a temporary 24/7 disaster

operation center during the occurrence of the natural disaster based in the E.O. No. 52A
S. 2021 dated December 20, 2020;
 NOW THEREFORE I, JANE V. PLAZA, Municipal Mayor of the Municipality of
Carmen, Surigao del Sur, by virtue of the powers vested in me by law, do hereby
decree the creation of the municipal emergency disaster response cluster for the on-
scene management of natural hazards.

Section 1. Composition. The Response Cluster shall be composed, to wit:

Section 2. Functions and Responsibilities. All Duties and Responsibilities enumerated in

the emergency disaster risk reduction and management standard operating procedures
for response cluster are necessary for the protection and preservation of life and
properties during emergencies.
Each department of the local government unit and national agencies is hereby
required to cooperate fully and provide timely assistance necessary to accomplish the
purposes of this Order.
Section 3. Funding. Funding for the operations of the Response Cluster shall be
sourced from the Local Disaster Risk Reduction and Management Funds.
Section 4. Separability Clause. Should any provision of this Order be declared invalid or
unconstitutional, the other provisions unaffected thereby remain valid.
Section 5. Repealing Clause. All issuances, orders, rules, and regulations, or parts
thereof that are inconsistent with any of the provisions of this Order are hereby repealed
or modified accordingly.
Section 6. Effectivity. This Executive Order shall take in effect immediately.
