To outline project strategy and implementation schedule upon receiving confirmation on
project execution.

c. SCOPES
The scopes at this level comprising but not limited to the following matters :
- Appointment of Project Consultants
- Appointment of Land Survey
- Appointment of Soil Investigation (S.I) Contractor
- Initial Meeting ( FPSB – Consultants )
- Finalization of concept design and site layout
- Issuance and approval for Planning Approval (KM)
- Issuance and approval for Building Plan (BP)

- Tender evaluation
- Tender award
- Construction stage
- Application and approval of CCC
- Project handover

1.0 OBJECTIVE
1.1 To obtain an approval from FPSB top management for the proposed Project
Implementation Strategy.

2.0 BACKGROUND
2.1 Description on Project Brief.
2.2 Description on Project Development scopes.
2.3 Description on Initial Budget ( development and construction ).
2.4 Description on Proposed Project Site ( Lot no., Land status, Land area etc. )

3.0 LAND STATUS & SITE VISIT REPORT

3.1 Report on Land Search as per SOP on Land Search & Site Visit.
3.2 Report on Site Visit as per SOP on Land Search & Site Visit.
3.3 Overall report and justification ( to proceed / not to proceed ) of the project.

4.0 PROJECT IMPLEMENTATION STRATEGY

4.1 To specify proposed tender implementation methods ( open tender / design and build or
others ) including the justifications.

5.0 RECOMMENDATION
5.1 Based on the above report and justifications, it is recommended that FPSB top
management to approved the strategy paper to allow for the execution of activities as per
proposed strategy table at Item 4.2 .
