CHAPTER 3

EXISTING SYSTEM
(Subsystem)

 Functions of Offices

a. Provincial Engineer

Under the direction of the Provincial Governor organizes, administers and


supervises the Engineering function of the province including lay-out, design, planning of
infrastructure as well as the construction maintenance of roads, bridges and other
structure belonging to the Province.

To perform such tasks as advising the Governor and the Sangguniang


Panlalawigan on engineering matters, organizing a group of Professional Engineering
matters, organizing a group of Professional Engineer in operating a complete public
works function for the province; approving and conducting feasibility studies and
approving all plans specifications and payments involved in the construction and
maintenance of the Province.

b. Provincial Government Assistant Department Head

Under the direction of the Provincial Engineer assist the latter in the Engineering
and public works program of the province: may be assigned specific supervisory,
supervising and administrative responsibility for a particular portion of the operation of
the provincial government or may serve as general assistant in all areas of the Provincial
Engineer’s responsibility.

Assists the Provincial Engineer in such task or advising the Governor and the
Provincial Council on Engineering matter setting up the proper organization for the office

of the Provincial Engineer including the complete design and inspection of public works
and Engineering.

c. Administrative Division

Provide advice on personnel matters, develop and manage a personnel program


which include action on various personnel and dissemination of laws, rules and
regulations on personnel; Prepare, submit, execute and control the Budget for the Office;
Prepare and maintain books of accounts; Prepare supplies, keep records and provide
security, janitorial, messengerial and other general services; Perform such administrative
functions as may be provided by law.

d. Planning, Design and Programming Division

Formulate long range annual plan and programs for the office and for this
purpose, coordinate and provide support to the planning and programming activities as
well as review and integrate their proposals into consistent set of objectives.

Formulate basic guidelines for the detail allocations of funds for the Capital
Outlays and coordinate with the Administrative Division in the preparation of the office
budget. Formulate criteria for determining priorities for proposed projects and
accordingly select capital project for funding and execution including appropriate
financial schemes.

Undertake and reprogramming necessary in accordance with the actual resources


made available including determining of outback’s and/or project to be included from
programmed category.

Evaluate projects prescribed by the office according to the technical and


economical liability and prescribed standards.

e. Construction Division

To undertake special construction projects such as public buildings, schools,


concrete roads and bridges of permanent and semi-permanent structures.

To directly supervise and institute on-the-site changes with reference to approved


plans and specifications of all maintenance and construction activities.

To coordinate with other divisions in the office in the respective functions such
as:

The Planning, Programming and Design Division on Surveys, Plans, Designs


programs and specifications of all previously constructed, on- going and proposed
projects of the office.

f. Maintenance Division

To effectively execute regular periodic maintenance program for all provincial


roads and bridges.

To institute repair and rehabilitation of badly damage Provincial roads and


bridges cause by heavy traffic and force majeure like typhoons, floods and earthquakes.

To establish and maintain liaison between the office and beneficiary public and
act promptly on complains and petitions received by the Office regarding road and bridge
maintenance.

To conduct regular on-the-field inspection and investigation of all Provincial


Roads and Bridges.

g. Laboratory and Quality Control Division

Prepare quality control plan for maintenance and construction of projects of the
province.

Coordinate with planning, programming and design and construction policies.

Recommend materials to be used based on laboratory and field test.

Setting up minimum testing standards and prepare necessary plan to ensure proper
control on the use of materials for projects.

Prepare bills for testing of materials and keeping accounts of receipts and
expenditures Division.

Maintain efficient operation of the laboratory.

h. Special Project Division

Initiate the planning and implementation of action on water works project and
irrigation activities and preparation of feasibility study/design community survey and
spot map to further validate the importance of the project to the community at large.
Mobilize community and local agency resources.

Conduct survey and investigation of proposed project.

Assist and supervise the construction of the on-going project.

Hears and considers suggestions of people with regards to the appropriate


activities of the project and facilitate the expansion of water core grouping on barangay,
rural waterworks association and irrigation association.

i. Equipment Pool Division

Provide support to all phases of all Provincial Engineer’s Office project based on
the scheduled programs approved by the Honorable Governor.

Provide garage and accommodation of all Provincial Government vehicles.

Responsible in the repair and maintenance of Provincial Engineer’s Office


vehicles and equipment.

Receive and dispatch vehicles equipment rented by the government office or


private individual.

Inspect and report accident and damages of provincial government vehicle and
equipment.

Prepare plans and programs re-management of provincial equipment.

3.2 INVENTORY RESOURCES

a. Office Facilities

A presence of a well maintained office can result to a more productive employees


that can result to a smoother flow of business, and we can avoid some accidents or
misunderstandings within the office.

The Office Facilities of the Provincial Engineer’s Office have high end desktops
that can run AutoCAD, Sketch Up, 3D and other 2D architectural related apps, Printers
that can accommodate large quantities of printing, high quality printers, high wattage air
conditioners, and Electric fans. Ultrafast Wifi connection for e-mailing purposes and
other stuff.

In our office, we only have 1 desktop and 1 printer for now in the office it is still
okay to use only 1 desktop because in our office we are only implementing the project,
the desktop is only for minor documents. We have enough electric fans and air
conditioning unit for ventilation and 1 water dispenser, and we have also a television for
the visitors in case they are staying for a while.

b. Field Facilities/equipment

Some of the Field facilities/equipment available at Provincial Engineer’s Office


depends on the office or division they belong. For example, in our office, the Special
Project Division is more on implementation, before they specialized in water supply so
the tools they have are plumbing tools like pipe wrench, grip pliers, claw hammers,
needle nose pliers, pipe cutters and etc,. They have also a model for different types of
pipes and their diameters.

Because we are implementing the projects we are also responsible for the
surveying work, prior to that we also need service vehicles that will take us from one site
to another.

There are also other equipment vehicles available in the compound among these
are listed below.
