Mandate and Functions

The Department of Public Works and Highways (DPWH) is one of the three

departments of the government undertaking major infrastructure projects. The DPWH is

mandated to undertake the planning of infrastructure, such as national roads and bridges,

flood control, water resources projects and other public works, and the design,

construction, and maintenance of national roads and bridges, and major flood control

systems.

The Department of Public Works and Highways functions as the engineering and

construction arm of the Government tasked to continuously develop its technology for the

purpose of ensuring the safety of all infrastructure facilities and securing for all public

works and highways the highest efficiency and quality in construction.

DPWH is currently responsible for the planning, design, construction and

maintenance of infrastructure, especially the national highways, flood control and water

resources development system, and other public works in accordance with national

development objectives.

The Department of Public Works and Highways – Ilocos Norte 1st District

Engineering Office or DPWH – INFDEO is located in Brgy. Cavit, Laoag, Ilocos Norte,
headed by the District Engineer, Engr. Ma Venus S. Torio, Assistant District Engineer,

Richard A. Ragasa. The district office has six section, namely, Planning and Design

Section, Construction Section, Maintenance Section, Quality Assurance Section,

Administrative Section, and Financial Management Section.

through transparent and competitive bidding; with the RIGHT QUALITY, according to

international standards; delivered RIGHT ON TIME through close monitoring of project

implementation; and carried out by the RIGHT PEOPLE who are competent and

committed to uphold the values of public service, integrity, professionalism, excellence

and teamwork.

From the six section, we are able to assign to only four sections, which are the

Planning and Design Section, Construction Section, Maintenance Section, Quality

Assurance Section for it is related to our section.

PLANNING AND DESIGN SECTION

The Planning and Design Section or PDS is headed by Leon Daquioag. This

section has a vision, “The Planning and Design Section of DPWH, Ilocos Norte First

District Engineering Office will adhere to all the updated state of the art Planning,

Designing and Surveying,” and mission, “To prepare plans and to provide realistic

estimates in the preparation of quality infrastructure /civil works of the Department in line

with the principle of proper engineering and cognizance with the mandate of the

Department.”

The Planning and Design Section prepares plans and designs in accordance to

pertinent laws, policies, standards, guidelines and procedures for roads, bridges, floods

control system, buildings and other public works projects. They also review, formulate
and consolidate the annual infrastructure programs of the Region within the medium-term

infrastructure development programs on the basis of planning application inputs, master

plans, feasibility/pre – feasibility studies on infrastructure projects. They manage date

collection and perform data quality checking as inputs to planning application. PDS

conducts detailed engineering surveys and prepares appropriate design following the

design management stages of all infrastructure projects of the regional office and

recommends approval prepared plans and designs to the Central Office. They also

prepare programs of work (POW) and detailed estimates for infrastructure projects

including the preparation pf the Approved Budget for the Contract (ABC).

Maintenance section

The maintenance section is headed by Engr. Robert Rabago, with the vision, “By

2030, the maintenance section is adept and efficient in the repair and maintenance of

national roads and bridges and other public infrastructure facilities for economic

development of Ilocos Norte 1st District and for welfare of every motorist,” and mission

“To repair and maintain national roads and bridges and other public infrastructure facilities

in response to the demand of our stakeholders in compliance with the prescribed

guidelines for the enhancement of public service.”

The maintenance section implements guidelines and procedure for effective

maintenance of national roads and bridges including safety measures and ensure that

the annual maintenance works / programs / performance budget are properly

implemented. They also inspect and implement projects under the Flood Control /

Drainage (FC/D) and other Public Building (OPB) in accordance with existing standards
and guidelines. The Maintenance Section assist in the conduct of assessments on the

condition of national roads & bridges and other infrastructure projects. And ensures pre-

positioning of manpower and equipment resources and monitors of national roads and

bridges during disasters and calamities.

Construction Section

Construction Section is headed by Engr. Romeo M. Bartolome, with the vision, By

2030, the Construction Section of INFDEO is an effective section composed of competent

and hardworking individuals carrying out the core functions of the section efficiently to

provide service with utmost sincerity of workmanship & professionalism,” and mission,

“To execute the core function of the section with the highest and sincerest degree of

professionalism and excellence to serve every Filipino through team work with integrity.

The construction section implements policies, guidelines and procedure for

effective construction and monitoring of infrastructure projects. They also responsible for

the supervision, monitoring and evaluation of the implementation of various infrastructure

projects of the DPWH. They assist the District Engineer in the implementation of policies,

standards, guidelines and procedures in the effective construction of infrastructure

projects in the District Office.

Quality Assurance Section (QAS)

This section is headed by Engr. Erwyn Alog. This section is responsible in assisting

the District Engineer in the implementation of total Quality Management System for

highways, bridges, flood control systems, buildings on other public works projects. They
are also responsible to submit tactical data and other reports to the Regional Office and

to exercise control in all the activities in the laboratory and project implementation.

QAS also ensures that materials incorporated in the projects have passes the

required test. A laboratory technician performs necessary field control and testing of

various construction materials used in project. They are also responsible for computing

the test results and keeps laboratory records of the project’; Checks quality of materials

delivered in the project and perform other related works. While the Materials Testing Unit,

the laboratory technician engages in the testing and analyzing of soil and construction

materials. They also assist the Materials Engineer on the construction, maintenance,

drainage and water supply projects, assist in preparing quality control programs certificate

of quality assurance, perform laboratory works and sampling in various construction

materials.
