II. PARTICIPATION
1. This competition is open to all colored belt and black belt members in good standing with the Philippine
Taekwondo Association and who have not yet won a gold or silver medal in any National Taekwondo
Speed Kicking competition organized by the PTA.
2. 2021-2022 National Team (PSC Payroll) players are NOT ALLOWED to join this competition.
3. Restrictions for eligibility is as follows:
FOR BLACK BELTS
A player can only join if he/she has moved up to another division based on his/her year of birth.
Example:
In 2021, player is 11 years old (Grade School Division) and won gold or silver in any national event
In 2022, player will be 12 years old (belongs to Cadet Division already) – CAN join

In 2021, player is 10 years old (Grade School Division), and won gold or silver in any national event
In 2022, player will be 11 years old (still belongs to Grade School Division) – CANNOT join

FOR COLORED BELTS

A. A player can only join if he/she has moved up to another division based on his/her year of birth.
Example:
In 2021, player is 11 years old (Grade School Division) and won gold or silver in any national event
In 2022, player will be 12 years old (belongs to Cadet Division already) – CAN join

In 2021, player is 10 years old (Grade School Division), and won gold or silver in any national event
In 2022, player will be 11 years old (still belongs to Grade School Division) – CANNOT join

NOVICE 1 DIVISION GUIDELINES:

It is the spirit of the Novice 1 Division to provide an opportunity for beginners to compete with other players
with the same skill level. It is therefore against the spirit of this provision to have players who have stayed
long in Yellowbelt or Bluebelt; or who have developed skills equivalent to redbelt or higher to join in the
Novice 1 Division. Instructors and coaches are therefore reminded
to use their discretion in fielding players in the Novice Division.

1. Who are excluded: The following yellowbelt and bluebelt players are not allowed to compete in the Novice 1
division and are also not allowed to be elevated to advance division.
• Players who are more than 8 months from the date of their first promo test as whitebelt.
• Players who have won a gold medal in previous national level competitions.
• Players who have developed advanced skills (power, speed and technique).
• Members of school varsity teams, school or LGU selections.
2. Referee Decision: The referees shall decide on the classification of a player thru a majority vote system.
3. Violation and Penalty: Players who violate the Novice 1 guideline shall be disqualified. Transferring to
another category will not be allowed.

3. All contestants must have a 2022 NCC ID.
Contestants without 2022 NCC must apply for an NCC (National Competitor’s Card)
4. Instructors must email the list of their players and PROOF OF PAYMENT to PTA/RMC.
5. Competition Registration Fee: P500 per event
6. Registration fee is waived for all active TBB-TBS and PTC nationwide.

VIII. SCORING SYSTEM

1. Cut off system (Top 4 players will be awarded)
2. Scoring shall be based on the Scoring Parameters below:

a. Total number kicks delivered
b. Total number of head
c. Total number of turning kicks and punches
B. Performance
a. Quality of kick
b. Difficulty of kick and kicking combination
c. Overall performance

IX. COMPETITION MECHANICS

Players will take a video of themselves executing as many kicks possible for their skill division
following time limit on the chart below.

X. VIDEO RECORDING GUIDELINES

A. Deadline to send video is on or before March 9, 2022.
B. Entry Form should be shown on the screen before the performance.

Editing of entry form is STRICTLY NOT ALLOWED

C. The athlete shall be 100% full body inside the screen. The camera is allowed to move in an angle left and
right but cannot zoom in and zoom out. (Videos may be disqualified if parts of the body go out of the
screen)
D. Video entry should be in landscape orientation. (Videos may be disqualified if it is in portrait orientation)
E. The player should kick facing sideways. (Videos may be disqualified if player is facing the camera)

F. The angle of the video should be waist level (Videos may be disqualified if the angle is too high or too
low)
G. The video should be suitable lighting (Videos may be disqualified if it is too dark)
H. The video can be recorded indoors or outdoors. Please follow strictly the instructions from of the
national and local health authorities with regard to social distancing, proper hygiene, etc.

XI. VIDEO UPLOADING GUIDELINES

A. Videos must be uploaded in YouTube ONLY.
B. Strictly use this format for the title of the file:
NAME (First Name Last Name), CHAPTER, BELT
Juan Dela Cruz, One Taekwondo, Blue
C. Upload the video as Unlisted or Public. Make sure the video is NOT set to private.
D. The YouTube Link must be attached in the online registration form.

XII. GENERAL PROVISIONS

1. Competition Rules: For all other matters not provided in these competition ground rules, the PTA
Competition Rules and Interpretation, shall apply.
2. All participants must wear the official PTA Kyorugi Uniform.
3. All participants must perform barefoot (wearing of shoes or any footwear will NOT be allowed)
4. All entries must be endorsed by the RMC Chairman or NCR City Head
5. All members of the active TBB/TBS and PTC nationwide are required to participate

6. The officials and referees will strictly follow all guidelines in video recording, video uploading and the
rules stated under the general provisions. Any violation may result to disqualification of entries.

XIII. AWARDING
Winning contestants in these categories shall be awarded the following:
1st place : Milo E-Gold Medal, Milo E-Certificate of Participation &
P500 worth of equipment E-voucher
