CLFM 12: Character Formation 2. Leadership Decision Making, Management and Administration

Instruction: this final exam will be in the form of case study to determine how you apply the knowledge
you acquired in this course for the entire semester.

1.)Leadership: compare and contrast the leadership style of the following past Philippine Presidents and
its impact to social and economic status of our country?

DIFFERENCES
A.President • Marcos Administration is more on authocrative style where he je is
Ferdinand E. the one alone who makes the decision.
Marcos
•Marcos employed much civility and respect toward his officials. This
was used by Marcos to have a good grasp of important problems. He
preferred engaging a small group of officials for consultations over
one-on-one meetings.
He had the habit of calling a group to talk on economic issues. He
convened the Cabinet when broad and substantial issues were
involved. He was in full command of meetings but he allowed officials
to speak their minds.
On clarity of purpose and results-oriented works, he collaborated with
other nations and even groups of nations such as the ASEAN to
discuss some matters that may help strengthen the economy. During
his time, Philippines was next to Japan being the richest nation in
Asia.
He also had a knowledge of the law and sensitivity. He was indeed very
particular with the quality of his projects and other endeavors. He was
knowledgeable enough to implement relevant projects for the nation.

No one disputed Marcos’ intellectual brilliance. Many would agree that


Marcos had a clear long-term vision for the Philippines as exemplified
by the Bagong Lipunan (New Society) Movement, a movement aimed
at promoting not just law and order, but also changing the culture of
the country.
Marcos’ leadership was known for his infrastructure projects,
government bureaucracy and good people.

infrastructure to support one’s leadership. During his time, important


railways, bridges, government buildings such as hospitals and schools
and concrete roads were constructed.
B. Corazon •The Aquino's Administration is known as democratic leadership style
C. Aquino because she established a democratic government which people have
the power to make a decision and towards any government activities.
•An Enduring Narrative leadership is at its best when the vision is
strategic, the voice persuasive, and the results tangible. It was
Aquino’s leadership that restored freedom and dignity of the Filipino.
Among the characteristics of Aquino leadership were as follows:
1. Combined with an effort to promote integrity in public service.
2. Resilience- for she had survived coup attempts to overthrow her
from power.
3. Empowers vs controls- she empowered women, and changed the
civil code.
4. Humility as a vital ingredient for successful leadership.
*I can understand that Aquino’s leadership led to the empowerment of
women so that they can fully participate in building the nation. Thru
freedom and democracy, people were engaged in economic activities
thus, uplifting them from poverty.
During her time most government owned and controlled
corporations(GOCC’s) were privatized and it was the people who were
much affected on this. Her administration struggled against
insurgencies, thus not much economic progress were attained.

C. Rodrigo •The Duterte's Administration is known as authoritative leadership. He


Roa Duterte is an authoritarian leader who focus on how to achieve his objectives.
•Duterte’s leadership is characterized by frankness, direct to the point
and takes no-nonsense approach to governance. He was action-
oriented and is bent on keeping promises. He wants his presidency
free from corruption and works hard in fighting illegal drugs. He
promised, ‘Change is coming’.

He has fought corruptions in various government agencies and solved


more social problems such as smuggling, drugs in the national prison,
and he has disciplined the military which includes the Philippine army
and the PNP. His leadership was known as action-driven and many of
his accomplishments has surpassed the accomplishments of other
administrations.
His fighting of the corruption in the government has brought the
Philippines to a higher elevation of economic success. His style has
impacted the economy and brought real changes in the bureaucracy.
His leadership style won the hearts of the common people and his
determination to fight drugs had a positive impact on the lives of the
youths and the drug addiction was obviously minimized.
SIMILARITIES
•The three a president of the Philippines have their own legacy during their time
and they have also the similarities usually on how to grow the economic of our
country but in their own unique ways. The thing is that Marcos, Duterte, and
Aquino brought the Philippine economy to its knees and contributed to the country
their focused on the reduction of poverty and health services.

2.)Decision making: You are assigned as a team leader to extract a kidnapped victim by a group of
outlaws. At the scene, the media were the first to arrive and they have already put the scenario in live
coverage. The public starts to gather around the scene, the parents of the victim is now hysterical and
there are also politicians intervening on the negotiation. Upon your arrival, what are the necessary
actions you need to do? State your actions step by step from pre-conference to post briefing.

• Being a team leader the first thing I must do is that to isolate the area first and to extract the victim
from the group of outlaws. Regarding to the live coverage of the media, I will order them not to put yet
situation in a live coverage because it may trigger the kidnnapers to resist just like what happened in
2010 when discharge police officer kidnapped the Hongkong tourist bus. Until such time I officially
designate a spokesperson and that I notice an appropriate press statements. I must also let the public
stay away or move away from the scene and not allow unathorized person to enter the incident scene.
With regards to the politician intervening on the negotiation, I will not allow until it is necessary needed
to avoid the failure of the negotiations and even it become worsted.

1.) First step is to have a conference to the family of the victims and inform them about the sitiations. I
must also briefing them on what to expect in the event just like for example, a call from the kidnnapers
and tell them what to say and not say to the kidnappers.

2.) Second step command your team what to do and avoid to do.

3.) Third is to brief the assigned communicator to negotiate to the kidnappers to gather information to
have an idea what to do so the the victim will not hurt and the last resort is call the elite of PNP the so
called SWAT as a last resort i ever the kidnnapers resist because SWAT are specialize in this ceetain
situation.

3.)Management: You are again directed to report to a city police station as the new chief of police. Upon
your arrival, your personnel did not noticed you because you arrived unexpectedly and in civilian attire
with your purpose of determining the character and behavior of your new AOR. You find out that
everything is not in order, the personnel are doing their personal things, without attending to the
clients.

When you tried to examine their blotter and other files, there were no proper entries and records are
not in order. Worst, is that the personnel are so arrogant in dealing with complainants. How will you
manage the situation? State your step by step approach.

STEPS I MUST DO ARE THE FOLLOWINGS:

1.) I must tell them who am I in a good way and to remind them what is their oath as a police officer,
and that I am their new Chief of Police.

2.) Being a new Chief of Police instead of confronting them for being so arrogant in dealing with the
complainants, I will remind them and tell them the proper way of approaching the public because being
a police officer we should serve and protect the people. We must be the model not a boss or arrogant
because being an public servants we must ne kind and ready to listen to the public.

3.) The important thing I must fix in the polive station is the improper blotter and other files, there were
no proper entries and records are not in order. Because it is very shamefull to me of being an Chief
Police in the said station that's why I must correct it to make it proper.

4.) Last resort I must do is to suspend them to give them lesson as a consequences of their improper
approaches to people and misconduct of their duties.

4.) Administration: as we have discussed, administration is the holistic picture of the capability of a
leader. Now, in your personal point of view, what are your qualities as an administrator that can
guarantee the success of an organization that maybe handed to you to manage? Create scenario where
you practice your administrative skills.

• In a certain problem of financial crisis occurs when an organization suddenly loses a large amount of
money, making it difficult to meet its financial obligations or service its debts. Being an administrator I
must have this certain qualities to guarantee the sucess of the organization.

1. Creativity

• The quality that I must have of being administrator is to thrive on those unique challenges and use the
restrictions as a way to showcase their creativity. Being administrators I must able to come up with
creative solutions to complex problems, usually by seeing an issue from a new perspective or by
innovating a new approach to the solution. Thats why being an administrator I must find partners that
can provide emergency funds.

2.Conceptual Skill

• "the essential aspect of the executive process is the sensing of the organization as a whole and of the
total situation relevant to it.” It means that being leaders I must always be able to see how any one
action or decision affects every part of the company or organization. Staff members may only see as far
as their department or shift; leaders must always see beyond those limits or having a crisis fund for such
situations or finding alternative sources of liquidity.

3. Commitment to Vision

• Being the administrator I must enthused about the organization or agency’s mission, the employees
will mirror those feelings. In times of crisis, great administrators remind their staff of the purpose of
their mission and the role their organization plays in the larger society.

4. Communication Skills

•Good communication skills is very helpful to me being an administrator in several overarching ways. An
agency that communicates information and expectations clearly, both internally and externally, runs
efficiently and accomplishes more. Proper communication also aids in transparency, which is an
important quality for organizations that operate in the public eye. By changing your business model or
finding new markets.

5.Growth Mindset

• Being public administrator must be able to take existing talent within the organization, nurture it, and
place staff members in positions where they can be successful. Public administrators must be careful not

to stifle staff growth by becoming overbearing or forcing staff members into positions for which they are
ill-suited.

With this, I am optimistic that upon exit to this institution of learning you will exemplify as a model
leader in whatever area you will be joining to practice your profession. God bless….
