RENOVATION

APPENDIX A – SCOPE OF WORK


Scope of Work

Overall Project Requirements


The successful consulting team shall have experience and expertise in the areas of
recreation facility design.
Scope of Architectural services shall include, but not limited to:
1. Document Review
Review of:

2. Public Consultation
The consultants shall have demonstrated ability in organizing and conducting
successful public consultations. This experience will be used to ensure the public
and facility user groups are aware of the proposed renovation. At a minimum,
these meetings should address the following groups:
a. City of Orillia Accessibility Advisory Committee
b. Brian Orser Arena user groups
c. General Public
d. City of Orillia staff
Project Coordinator will assist with coordinating the meetings’ venues,
advertising and reaching out to user groups and the City of Orillia’s Accessibility
Advisory Committee.
Public Consultations shall be a minimum of three (3) targeted public stakeholder
meetings/events and two (2) staff stakeholder meetings.
3. Design Services
Review applicable statues, regulations, codes and by-laws and where necessary
review the same with the authorities having jurisdiction.
Based on facility program needs, required site preparation and site work, and
Public Information meeting, complete design services required to finalize the
arena renovation final design development.
4. Project Costing and Phasing
Based upon the completed arena renovation design, a proposed construction
schedule and associated Class A construction costs estimate will need to be
provided. Phased costing provided including solutions for ongoing operations
while construction is underway.
5. Contract Documents
Complete design services required to produce all required construction/tender-
ready drawings, details and written specifications.
Prepare project manuals and complete tender documents for all construction
elements. Construction plans will be provided in appropriate formats.
As-built files and close out documents will be provided to the City of Orillia at the
end of the project.
6. Tendering Assistance
As required, the consultant shall:
i. Assist the City of Orillia during the tender period, e.g. review and apply to
tender enquiries, prepare addenda, etc.
ii. Review tender submissions for balance and conformance and provide award
recommendation.
7. Construction Phase
During the construction phase, the consultant shall be responsible for the
following services:
a) Preparation of construction contact documents in accordance with CCDC 2.
b) General Construction Review Services, e.g.:
i. Examine, evaluate and report upon work as required.
ii. Keep the City of Orillia informed of the work progress and quality of the
work.
iii. Report work defects and deficiencies observed during the course of
the site reviews; and report in writing to the Client, contract and chief
building officials.
c) WSIB Certificates and Insurance Policies:
As required under the construction contract, arrange for receipt of WSIB
certificates and insurance policies and deliver to the City of Orillia for
review.
d) Construction Schedule:
Receive and review the contractor’s construction schedule, make
adjustments as required and forward to the City of Orillia for review.
e) Payment Certification:
i. Receive and assess contractor’s payment applications.
ii. Determine the amounts owing to the contractor under the construction
contract based on site observations and evaluations of the contractor’s
application for payment having factored percentage of completeness
against the contractor’s schedule of values.
iii. Issue Certificate of Payment to the City of Orillia in the value
proportionate to the amount of the construction contract, of work
performed and products delivered to the Place of Work.
f) Construction Contract Documentation Interpretation:
On the written request of either the Client or the contractor, render written
interpretations and findings within a reasonable time, consistent with the
intent of and reasonably inferable from the construction contract
documents, showing partiality to neither the Client nor the contractor, on
claims, disputes and other matters in question between the Client and the
contractor relating to the execution or performance of the Work or
interpretation of the construction contact documents.
g) Show Drawings and Submittals:
As required, review and take appropriate action with reasonable
promptness upon receipt of contractor’s submittals, e.g. shop drawings,
product data, and samples for conformance with the general design
concept of the Work as provided in the construction contract documents.
h) Supplemental Details and Instructions:
With reasonable promptness or in accordance with a schedule for such
instructions agreed to by the Architect and the contractor, prepare and
issue additional documents and supplemental instructions to the
contractor as required for contract documents’ requirements classification.
i) Request for Information:
Receive contactor request for information and process accordingly.
j) Contemplated Change Orders and Change Orders:
Prepare associated drawings, specifications and supporting data,
evaluate contractor’s proposals, prepare Contemplated Change Orders
and Change Orders and change directives for the City of Orillia’s approval
and signature in accordance with the construction contact documents.
k) Inspection and Testing Services:
Provide assistance in having inspection and testing companies perform
services as required by the construction contract documents, receive and
review their reports and report to City of Orillia.
l) Substantial Performance and Completion:
The consultant shall be the payment certified and as such prepare and
issue at the appropriate time, a certificate of Substantial Performance of
the Work and a statement of construction contact deemed complete in
accordance with the Construction Lien Act.
m) Twelve Month Warranty Review:
Prior to the end of the period of one-year following the date of Substantial
Performance of Work, the consultant shall review the project for any
defects or deficiencies that have been reported or observed during this
period. As necessary, the consultant shall notify the contractor in writing,
indicating those items requiring the contractor’s attention to complete.

8. Project Schedule
The final report and proposed project schedule shall outline a phased approach
to limit the impact on the community and user groups. It should include solutions
for continued operations throughout the construction timeframe. The phased
project schedule should consider the following typical usage schedule:
Ice Users – mid September to early March
Floor Users – early April to end of June

The above noted deliverables will be provided in the appropriate digital format and all
graphics, mapping, design sketches, 3D modelling, etc. shall be suitable for publication on
the web.
