1.0 PURPOSE
To establish a system of equipment mobilization to sites and ensure that all the Plants &
equipment are duly checked, repaired and reconditioned before they are dispatched as
planned/required by the sites.
2.0 SCOPE
The scope of this procedure is limited to provide plants and equipment at project sites &
coordination for fitness compliance of plant & equipment, deployed by back to back contractors
will be covered. This covers those equipment, which are in usable condition at the time of
dispatch. All Plant & Machinery & Equipment, vehicles used in the site which are owned, hired
and brought by our subcontractors.
3.0 RESPONSIBILITY
3.1 Direct responsibility of this procedure shall be with Corporate Plant Head.
Responsibility of providing plants to project sites shall be with Divisional Plant Coordinator.
Responsibility of repair /maintenance of Plants at Depots shall lie with Depot Head/ Depot
Plant Head. Responsibility for carrying out necessary repair / maintenance at Project Site shall
be with Site Plant In Charge. Project In-Charge to provide resources for repair and
maintenance as required by Site-Plant- In-Charge and agreed by Divisional Plant Coordinator.
Responsibility of Site Plant In-charge & Site EHS In-charge is to conduct pre & periodical
inspection of all plant, machines, equipment & vehicles. The unfit plant, equipment, machinery,
vehicle will not be used at the site until it is maintained in safe working condition.
4.0 DEFINITION
4.1 Major Plant : Major Plants are as listed in the Data Sheet (DS-1/15) .These are the equipment
whose breakdown maintenance is expensive & time consuming .They are not easily available for
hire at local market.

6.0 PROCEDURE
Tendering/ Estimation department forwards Plant Data Sheet. CPH gives input to
tendering/ estimation in Plant Data Sheets Pre-Tendering DS-2/15 within
prescribed time limit.
After award of the project, the project team prepares a Plant Deployment
Schedule (PDS) DS-4/15 and forwards it to CPH with a copy to DPC.
Based on the PDS received from project site, plant department at HO workouts a
Proposed Plant Allotment (PPA) R-12/15 which has the following provisions:
6.3.1.1 The entire surplus plants across projects/ depot are taken into consideration and
Plant Transfer Order (PTO) R-2/15 are issued by Plant Department HO based on
time schedule of actual requirement. For transfer of plant within division the
decision lies with DPC and for transfer of plant between division & depot, the
decision lies with CPH.
6.3.1.2 The sending Site Plant In-Charge assesses the plant. If the plant is found in
working condition then the plant is handed over to stores for initiating dispatch
procedure with Equipment Commissioning cum Decommissioning Report R-3/15.
6.3.1.3 If after assessment the plant requires repair, then R-11/15 is prepared. If the repair
estimate is below 1 (One) lakh INR then Site Plant In-charge can start repair with
intimation to Project In-charge and DPC. If repair estimate is below 3 (Three) lakh
INR then it is sent to DPC for approval and if the repair estimate exceeds 3
(Three) lakh INR then it is sent to CPH for approval. If the repair estimate is more
than 30 (Thirty) lakh INR then it sent to CTO for approval with justification from
CPH.
6.3.1.4 Once the repair plan in the form of R-11/15 is approved by DPC/ CPH/ CTO, then
spares and services shall be organised through stores/ procurement department -
responsibility of Site Plant In-charge in coordination with DPC and CPH.
6.3.1.5 After receipt of spares/ services, equipment shall be repaired, tested and handed
over to site stores for dispatch. Intimation of equipment repair Completion shall be
sent to Plant dept. HO - Responsibility of Site Plant In charge.
6.3.1.6 Final Commissioning of Equipment shall be done at the receiving site and
Equipment Commissioning cum Decommissioning Report R-3/15 shall be sent to
HO-Responsibility of Site Plant In charge.
6.3.1.7 The Site Plant In charge shall send Monthly Consolidated Plant Statement R-1/15
to the CPH with a copy to the DPC. The statement shall be duly approved by the
Project In-Charge.
6.3.1.8 Based on Monthly Consolidated Plant Statement R-1/15 received from Site Plant
In-charge, Plant accountant prepares Monthly Internal Plant Hire Statement R-
17/15 in consultation with DPC. The statement shall be forwarded to CPH & Site
Plant In-charge.
When plant is not available in house &/ or duration is for longer period &/ or the
equipment is not available generally in rental fleet then go for new plant purchase.
6.3.2.1 In case of any new purchase, CER shall be raised by the Plant Department HO
with proper justification as described above. The plant life cycle and internal plant
hire is ascertained at the time of raising CER. The duly approved CER copy shall
be forwarded to Purchase department for procurement. For procurement of capital
equipment Purchase procedure (P-8) shall be followed.
6.3.2.2 Plant Department at HO shall suggest the model & make based on the study or
performance data & information available with them. The new purchase is based
on two types.
6.3.2.3 The new equipment shall be commissioned at site and R-3/15 shall be prepared
and sent to HO. Equipment log sheet R-8/15 should be maintained at site.
6.3.2.4 After receipt of OEM/ dealer Commissioning Report from Site Plant In-Charge, the
plant department at HO allots every new plant with a unique equipment ID (CCL
number).
6.3.2.5 Internal Plant Hire rate is fixed while raising CER. Typical Internal Plant Hire Detail
– Datasheet DS-5/15 is enclosed as a typical format. Generally it is separately
circulated from time to time.
6.3.2.6 Typical Life Cycle of plant will be ascertained on procurement of new plant and will
be updated in the Typical Plant Life Cycle Datasheet DS-6/15 from time to time.
6.3.3.1 If the plant/ equipment is not available in-house &/or plant/ equipment is generally
for shorter period &/or plant/ equipment is far off from the place of deployment &/or
the new plant/ equipment delivery period is not within the acceptable limit then the
proposal for hiring of the plant & equipment shall be considered.
6.3.3.2 If the cost of plant/ equipment hire is exceeding the budget FTS, final approval
authority shall be Managing Director.
a) The project team to raise SPI to CPH, who in turn shall provide his
concurrence for outside hire.
b) The project team to raise “Justification & Approval of Plant Hire From Outside
– R-14/15” enclosing the SPI, duly commented by CPH for appropriate
approval, based on DS-3/15 and arrange issue of work order.
c) The work order shall follow relevant procedure of other functional department,
following authority level matrix as per DS-3/15.
6.3.3.3 Locating the suitable plant from external sources and Inspection of hiring plant
(major) shall be carried out by plant department representative and Okayed before
deployment to site. Inspection report of hire plant to be maintained at site.
6.3.3.4 Copy of Work Order issued to the party supplying plant/ equipment on hire shall
be sent to the CPH and DPC. OH&S guidelines shall be mentioned on work order
and will be duly signed & accepted by the agency.
6.3.3.5 The Site Plant In-Charge shall send a Hired Equipment Monitoring Summary R-
13/15 for hired plant/ equipment to the CPH with a copy to DPC by 15th of the
following month.
6.4.1.2 DPC will work out in coordination with Site Plant In-charge for plant manpower
requirement of plant staff, operator and maintenance crew.
6.4.1.3 First surplus/ idle manpower within division, DPC will initiate transfer.
6.4.2 Operations
6.4.2.2 OEM service engineer may be summoned for carrying out calibration/
commissioning of Major Stationary Plant (MSP) and Major Crawler Plant (MCP).
6.4.2.3 All transport vehicles, Tyre Mounted Road Plant, Tyre/ Wheel Mounted Plant for
which the registration is required as per the RTO rules, format R-6/15 Vehicle
RTO status should be maintained at project site and this report shall be sent on
monthly basis such that the report reaches HO by the 10th of the subsequent
month – responsibility of Site Plant In-Charge.
Site Plant In-Charge to alert Site Admin In-Charge to update and validate all the
statutory RTO documents.
6.4.2.4 Monthly Consolidated Plant Statement (MCPS) R-1/15, Daily Log Sheet R-8/15
needs to be maintained at site – Responsibility of Site Plant In-charge.
6.4.2.5 Daily Checks including tyre pressure, fan belt, reverse horn, swing horn, oil/
coolant level, over hoist limit switch, safe load indicator, wire rope, brake/ clutch
engagement/ disengagement, emergency stop switch, and all statutory safety
checks, etc. needs to be carried out by Site Plant Engineer before engaging any
plant/ equipment.
6.4.2.7 Site Plant In-Charge shall prepare preventive maintenance requirement for all the
equipment and forward them to stores for procurement in the form of Minimum
Stock Indent as prescribed by OEM. Site Plant In-Charge needs to intimate DPC
and CPH.
6.4.2.8 Plant Health Audit should be conducted as instructed by CPH as and when felt
necessary. Relevant Audit report should be sent to CPH.
6.4.3 Maintenance
For all Major Plant record of operation and periodic/ breakdown will be maintained
at project site - responsibility of Site Plant In-Charge.
6.4.3.1 Periodic maintenance will be ensured as per record R-9/15 – responsibility of Site
Plant In-Charge.
6.4.3.3 Any breakdown more than 3 days will be intimated to CPH and DPC.
6.4.3.4 Any repair though external agency shall be intimated to with written
communication CPH and DPC.
6.4.3.5 Any spares procured/ proposed to be procured from any source other than OEM
needs to be intimated with written communication to DPC & CPH for their consent.
6.4.3.6 If there is substantial delay in delivery of spares/ services (for major hydraulic
machine only) then, pool assembly is referred – responsibility of Site Plant In-
Charge in coordination with DPC and CPH.
6.4.3.7 A pool of all important assemblies like engine, hydraulic pump, hydraulic motor,
gearbox, etc. are maintained at depot which are recycled. Pool assembly
coordinator from HO organises replacement assembly in consultation with CPH to
reduce the downtime substantially.
6.4.3.8 Involve dealer/ OEM to the extent possible for repair of any modern day current
plant.
6.4.4 Demobilisation
6.4.4.1 After the completion of work, the project In-Charge declares the plant as surplus
with written communication to DPC. Expected release date of equipment should
be updated in MCPS. Then site plant In-Charge needs to certify and ensure the
working condition for next deployment.
6.4.4.2 For plant transfer within division, DPC will earmark transfer.
6.4.4.3 For plant transfer outside division &/ or from depot, CPH will identify site/ location.
6.4.4.5 If the plant requires major repair/ overhauling outside the site, same to be planned
and organized by DPC in consultation with CPH based on its next requirement.
6.4.4.6 If the repair estimate is costly &/ or un-economical &/ or plant is old and obsolete
&/ or the plant has completed its full life cycle, CPH will intervene to retire the plant
which is identified at project site for retirement evaluation so that the plant need
not be sent to depot and directly disposed off from site to the extent possible. The
retired plant has to be processed for disposal through GDA and handed over to
Inventory Department.
6.5.1 After the transfer of plant to depot based on the decision of CPH, Workshop In-
Charge will prepare inspection report and forward it to Depot Head for review.
Depot Head will circulate the inspection report to the concerned Site In-Charge,
DPC and CPH for information.
6.5.2 Plants which are lying for more than a year is listed in format - List of Non-Moving
Plant R-15/15, which is prepared on quarterly basis by Depot Head and forwarded
to CPH, who will evaluate the plant and explore its future prospect, alternative
usage and decide whether to retire the plant. The retired plant has to be
processed for disposal through GDA and is handed over to Inventory Department.
6.5.3 If there is foreseen future use, then based on the inspection report, Depot Head
prepares R-11/15 and forwards it to CPH for approval. If the repair estimate is
below 3 (Three) lakh INR then Depot Head can start repair with intimation to CPH.
If repair estimate exceeds 3 (Three) lakh INR then it is sent to CPH for approval. If
the repair estimate exceeds 30 (Thirty) lakh INR then it is sent to CTO with
justification from CPH.
6.5.4 Once the repair plan in the form of R-11/15 is approved by CPH, then spares and
services shall be organised through Depot stores/ procurement department -
responsibility of Depot Head in coordination with CPH.
6.5.5 After receipt of spares/ services, equipment shall be repaired, tested and handed
over to depot stores for dispatch. Intimation of equipment repair completion shall
be sent to Plant dept. HO - Responsibility of Depot Head.
6.5.6 Final Commissioning of Equipment shall be done at the receiving site and the
Equipment Commissioning cum Decommissioning Report R-3/15 shall be sent to
depot with a copy to HO - Responsibility of Site Plant In charge.
6.5.7 Induction training for GTE’s shall be conducted at depot for initial 6 month period.
Crane operator training on need basis shall also be conducted at depot.

Special Note :

f) Transportation of any such Plant which is to be transferred to any of our depot, due to no taker within the division Or company to be borne by sending Project.
g) All RTO, entry tax, exit tax, toll tax & service tax related to plant for projects will be charged to project/Contract.
h) Any Project specific Plant Insurance will be charged to Project/Contract.
i) SEPARATE PLANT RENTAL AGREEMENT OR PO TO BE FINALISED FOR RENTAL TO JV PROJECTS.
j) Monthly Hire Charges is considering 26 days in a month.
k) For PLANTS under "Miscellaneous Equipment" monthly rental 'Fixed' will be charged from the day plant reaches site upto the day of release.
l) For plant levy where "Single" is mentioned, additional levy of 50% to be charged for double shift usage.
m) If any plant remains under breakdown for more than 3 days continuously, hire charges may be reduced accordingly.

NOTE:- THE USEFUL LIFE IS IN THE LIFE FROM THE 1st TIME COMMISIONING OF NEW PLANT
AT SITE / DEPOT ETC.
1.0 PURPOSE
To establish a system of preventive maintenance for all major & critical minor
equipment so as to ensure minimal breakdowns and increase the plant up keep time
which shall result in high productivity and also enhance the plant life.
2.0 SCOPE
The scope of this procedure is limited to all major & critical minor equipment working
at project sites & All Plant & Machinery & Equipment, vehicles used in the site which
are owned, hired and brought by our subcontractors
3.0 RESPONSIBILITY
3.1 Direct responsibility of maintaining this procedure shall be at Project Site with Site
Plant In charge & the Project In charge .This shall be monitored by the Division Plant
Coordinator periodically.
4.0 DEFINITION
4.1 Major Plant : Major Plants are as listed in the Data Sheet (DS-1/15) .These are the
equipment whose breakdown maintenance is expensive & time consuming .They
are not easily available for hire at local market.

6.0 PROCEDURE
All the major and minor equipment which are bearing the Plant code shall be
commissioned at site. The decommissioning cum commissioning report should be
prepared for the major & few critical minor equipment so as to ensure that the
equipment is commissioned to the full satisfaction with regards to capacity and
safety. Responsibility of Site Plant In charge
6.1 The site shall maintain Preventive maintenance Schedule (PM Formats) for all such
equipment deployed at site and bearing Plant Code from the date of commissioning
at site .The PM schedule shall be sent along with the equipment when it moves from
one site to another – Responsibility of Site Plant In Charge
6.2 The Site Plant In-charge shall identify preventive maintenance spares requirement as
per manufacturers recommendations specified in the O & M manual based on the
last preventive maintenance carried out at the previous site - Responsibility of Site
Plant In charge
6.3 The Site Plant In-charge shall ensure that the data are updated in the equipment
Daily Log sheet from the data of commissioning of equipment at site - Responsibility
of Site Plant In charge.
6.4 The Plant Engineer shall carry out the preventive maintenance checks of the
equipment as per the schedule OEM and record 50-60 hours, 250-300 hours & 1000-
1500 hours completion to Format R-9/15 .The site Plant In charge shall record the
data in the equipment daily log sheet.
a. After 10 hours or Daily whichever is earlier.
b. After 50 hours or Weekly whichever is earlier.
c. After 250 hours or Monthly whichever is earlier.
d. After 1000 hours or Quarterly whichever is earlier.
6.5 The site shall forward the preventive maintenance spares requirement for all the
equipment to stores in the form of Minimum Stock indent - Responsibility of Site Plant
In Charge
6.6 The Site Plant In Charge shall plan the preventive maintenance of equipment
deployed at site in consultation with the Project In Charge and shall indicate man
power requirement to do the same. The activities are scheduled in such a way that
the site production is not hampered - Responsibility of Site Plant In Charge.
6.7 Once the preventive maintenance is scheduled, the Site Plant In-charge shall
carryout the anticipated repairs/checks with the help of the crew members and after
repairs / checks shall release the equipment to site for production – Responsibility of
Site plant In charge.
6.8 The preventive maintenance carried out at site shall be recorded in the Preventive
Maintenance Chart R-9/15 and sent to DPC if asked - Responsibility of Site Plant In
charge.
6.9 Spares indented during the preventive maintenance should be arranged on priority,
so that the spares are available to replace during the next Preventive Maintenance
schedule.
6.11 The Site Plant In Charge shall plan for the next preventive maintenance date & other
related activities in-line with the site requirements- Responsibility of Site Plant In
charge
6.12 To facilitate the purpose of getting the feedback on the monitoring of the preventive
maintenance of all the major & minor equipment, certain formats have been
introduced. A brief note on formats and their schedule is given below. Also to
facilitate preventive maintenance of equipment at site, certain other formats have
also been introduced and maintained as per departmental control document
reference no., DCD/P/001/2012
1.0 Purpose
To establish a system to analyse & review break-down of all equipment bearing plant code so as
to ensure that the equipment are repaired and brought to functional status in least possible time
which shall increase the equipment availability for production.
2.0 SCOPE
The scope of this procedure is limited to All Plant & Machinery & Equipment, vehicles used in the
site which are owned, hired and brought by our subcontractors
3.0 RESPONSIBILITY

charge & the Project In charge .This shall be monitored by the DPC periodically.

6.0 PROCEDURE
6.1 After any breakdown has occurred at site, the site Plant in Charge shall analyse the
reasons or the breakdown in consultation with the crew members, if required and
shall prepare a detailed repair plan. Responsibility of Site Plant In charge
Note: If after assessment the plant requires repair, then R-11/15 is prepared. If the
repair estimate is below 1 lakh INR then Site Plant In-charge can start repair with
intimation to Project In-charge and DPC. If repair estimate is below 3 lakh INR then it
is sent to DPC for approval and if the repair estimate exceeds 3 lakh INR then it is
sent to CPH for approval. If the repair estimate is more than 30 lakh INR then it sent
to CTO for approval.
6.2 R-11/15 duly filled in all respect shall be sent to Corporate Plant Head for any repair.
Sites under following circumstances will raise the R-11/15 for all repairs.
i) Preventive Maintenance of Plant & Equipment at site.
ii) Major Repair and Overhauling of Plant & Equipment at site.
iii) Repair of planned plant & equipment before mobilization.
R-11/15 will be prepared by Site Plant Department and sent to Corporate Plant Head
for approval attached with the spares list details along with recommendation of DPC,
Plant shall check the sparebility of materials from other sites & depots and dispatch
the same to needy sites. Otherwise approval is given for Local purchase /HO
purchase. Approved Copy will be sent to respective sites for their information & follow
up. The repair plan shall specify the spares/services required to attend the
breakdown. It shall also specify the manpower requirement along with the time
required to complete the repairs for releasing the equipment for production. –
Responsibility of Site Plant In Charge
6.3 The repair budget shall be prepared based on materials available at site and balance
material requirement by the way of R-11/15. The breakdown repair estimated cost
shall be recorded in the daily breakdown report and shall be sent to Corporate Plant
Head. Responsibility of Site Plant In charge
6.4 If the repair activity is time consuming ,a stand-by unit may be arranged in case the
production is hampered .The same shall be recommended to DPC in consultation
with the Project In charge. -Responsibility of Site Plant In charge
6.5 The site Plant In charge shall send the repair budget (R-11/15) to Corporate Plant
Head for approval before starting the repairs.-Responsibility of site Plant In-Charge
6.6 After obtaining approval, the local purchase of material and services shall be
arranged by the site. - Responsibility of Site Plant In-Charge
6.7 The equipment shall be repaired, tested and released for production .The nature of
breakdown & hours shall be logged in the equipment daily log sheet and the same
shall be updated in the MCPS.- Responsibility of Site Plant In Charge.
6.8 The performance of repaired equipment shall be observed to ascertain the quality of
repairs being carried out. – Responsibility of Site plant In charge.
6.9 Corporate Plant Head shall be informed about repair completion - Responsibility of
Site Plant In charge.
6.10 To facilitate the purpose of getting the feedback on repair of major & critical minor
equipment certain formats have been introduced and maintained as per departmental
control document reference no., DCD/P/001/2012
