Human Rights Day is celebrated annually around the world on 10
December every year.

The date was chosen to honor the United Nations General Assembly's adoption and
proclamation, on 10 December 1948, of the Universal Declaration of Human Rights (UDHR), the
first global enunciation of human rights and one of the first major achievements of the
new United Nations. The formal establishment of Human Rights Day occurred at the 317th
Plenary Meeting of the General Assembly on 4 December 1950, when the General Assembly
declared resolution 423(V), inviting all member states and any other interested organizations to
celebrate the day as they saw fit.[1][2]
The day is normally marked both by high-level political conferences and meetings and by
cultural events and exhibitions dealing with human rights issues. Besides, it is traditionally on
10 December that the five-yearly United Nations Prize in the Field of Human Rights and Nobel
Peace Prize are awarded. Many governmental and non-governmental organizations active in
the human rights field also schedule special events to commemorate the day, as do many civil
and social-cause organizations.

This year's theme for Human Rights Day is Equality - Reducing inequalities, advancing human rights.
The theme is related to Article 1 of the UDHR which states that “all human beings are born free and
equal in dignity and rights.”

Respected Sir,
As on date status of the works of Automatic Train Wash Plant, motor replacement at Charkop
Depot by M/s LYS
1. M/s LYS confirmed that motors will reach at Mumbai on 25/26 Jan 2022 Night. Vendor
shared the Transporter Challan Copy and transporter mobile number.
2. After confirmation, it is evident that motors were dispatched on 17.01.2022 against the
earlier committed date of 12.01.2022 and will reach at Mumbai Depot on 25/26 Jan
2022.

Assumption of Charge

After getting promoted to the post of Dy.General Manager (DGM) vide office
order no. PT/2949/2022 dated 7.02.2022, it is certified that I have on the
forenoon of this day (9.2.2022) assumed the charge of the post of Dy. Chief
Electrical Engineer/Rolling Stock (Dy.CEE/RS) in the office of CEE/RS-IV.

Work completed after 16.02.2022 by M/s LYS at ATWP Charkop Depot

1. Wall cutouts for water and Hydraulic pipe lines.


2. 95% pneumatic piping work completed.
3. 60% of water piping works completed (work in progress).

Manpower deployed (from 16 Feb onwards)

1. From 16 Feb to 19 Feb total 06 persons were deployed & from 20 Feb
onwards only team of 02 persons is working at site.

Major Pending Works as on 23.02.22

1. Electrical cabling from ATWP machine Room up to Ramp area completed but
Cable terminations at Motors, sensors and Panel end are still pending.
2. Cabling and piping works with in Machine Room pending.
3. Ramp under floor blower installation work pending.
4. ATWP machine room software module, recycle module and RO modules
Installation work pending.
5. Settling tank motor installation work pending.
6. Earthing works still not started.

Constraints in achieving the committed TDC of 28.02.2022

1. Manpower: - Limited manpower deployed, parallel teams required.


2. Material: Bends/ Joints for water piping are short.

Dear Sir,

(1)  Vide ref: (i) above, Purchase Order was placed to M/s Lai Yew Seng for Supply,
Installation, Testing, Commissioning, Training & Maintenance of Automatic Train Wash Plant
for Charkop depot (Mumbai Metro).

(2)  The consignment of ATWP was delivered at Charkop depot respectively on dt. 02.08.2021,
30.08.2021 & 22.09.2021 at Charkop depot.

(3)  It has been more than five month passed since the ATWP material has been delivered at
Charkop depot but the installation work of ATWP equipment has still not been completed.

(4)  It is pertinent to mention that as per the Store letter dt. 29.06.2021, the DP for Supply,
Installation, Testing, and Commissioning of ATWP at Charkop depot was extended till
30.09.2021. But the date has passed & even the installation of ATWP at Charkop depot has
not been completed.

(5)  Furthermore, in the meeting held on 30.12.2021 (chaired by DE), M/s LYS agreed for
commissioning of plant till 31.01.2022. To review the work progress of pending issues of M/s
LYS, the meeting was held on 11.01.2022, wherein the Firm has again assured for partial
commissioning of ATWP till 30.01.2022 and final commissioning of plant till 15.02.2022

(6)  In this regard vide mail dt. 03.02.2022, M/s Lai Yew Seng (India) Pvt. Ltd had been
requested to deploy adequate manpower to resume the Installation work of ATWP at Charkop
depot so that the plant may be commissioned before 28.02.2022.

(7)   M/s Lai Yew Seng (India) Pvt. Ltd had resumed work and deployed manpower from
16.2.2022 onwards at Charkop depot to restart the pending installation work of Automatic
Train Wash Plant. But till date (i.e. 7.03.2022) even the manual operation of the plant has not
been completed.

(8) Manpower Deployed so far at site is summarized below:-

(9) Till date even partial commissioning of ATWP has not been completed.

Major pending works as on 7.03.22 are as follows:

a. Pneumatic piping end to end connections pending


b. Water pipes intermediate as well as end connections pending due to non-availability of
fittings at site.
c. Piping and cabling works in pump room are not completed.

d. Electrical cabling from ATWP machine Room up to Ramp area completed but Cable
terminations at Motors and Panel end are still pending.
e. ATWP machine room software module, recycle module and RO modules Installation
work pending.
f. Settling tank motor installation work pending.

g. Earthing works are still incomplete.

(10) It is evident from sr. no. 8 & 9 that though work has been resumed at site from 16.02.22
but desired output not achieved and earlier committed TDC of 28.02.22 failed. Thus it is very
clear that work could not be completed due to inadequate manpower deployment by the
firm. Also no dedicated supervisor is being posted at site to mitigate technical errors and
avoiding reworking & wastage of manpower. As on date status site Photographs are attached
for your reference please.
Therefore taking into consideration of the current pace of work, it seems that work will not
get complete even by the new TDC of 10.03.22 as committed by M/s LYS. At least team of
minimum 06 persons and dedicated supervisor is the immediately needed at site to get the
work done on time.

(11) Firm is requested to increase manpower deployment and post a dedicated technical
expert at site on urgent basis and submit their planning of work execution.

Subject: Claim of CDA for the quarter 1.10.2021 to 31.12.2021 of Emp. No. 6527

The undersigned get promoted to DGM/ Electrical from 9.2.2022 vide office order no.
DMRC/PERS/24/2022 dated 7.2.2022 (copy enclosed). But CDA claims of the undersigned are due for
the period of 1.10.2021 till 31.12.2021 and that of for the month of Jan 2022.

Therefore it is requested that CDA claim of INR 13500 /- for the period of 1.10.2021 to 31.12.2021 may
kindly be reimbursed to the undersigned. Copy of CDA sanction order enclosed.

NOTE

Subject: - Cancellation of official Vehicle Facility

The undersigned has been presently transferred and posted in NBCC Palace DMRC office. It is
therefore requested to cancel DMRC official vehicle facility of undersigned w.r.t. 1.2.2022.

The undersigned has already applied for availing of self-vehicle facility through ESS on dated
10.02.22.

Earlier Undersigned was sharing the Official Vehicle with Mr. Rajesh Kumar Singh (Emp.
No.21906), but from 1.2.2022 it got stopped. Copy of current sharing of official Vehicle of Mr.
Rajesh Kumar Singh is attached for kind information please.

Therefore it is requested that to cancel DMRC official vehicle facility of undersigned w.r.t.
1.2.2022.
