Hiring of Individual Consultants
- In accordance with Section VII - paras. 7.34 to
7.39 of the WB Procurement Regulations
- Individual consultants are selected when: i) a
team of experts is not required; ii) no additional
home office professional support is required;
and iii) the experience and qualifications of the
individual are of paramount requirements
- Open competitive selection
- Limited competitive selection
- Direct selection

Open Competitive Selection (IC)

- Advertisement through REOI is encouraged,


particularly when the IA does not have
knowledge of experienced and qualified
individuals
- REOI shall include complete TOR
- The IC is selected from those that expressed
interest in response to the REOI

Limited Competitive Selection (IC)
- When the IA has knowledge of experienced
and qualified individuals and their availability
- No need to advertise an REOI
- Invite individual consultants that the IA deems
qualified to provide the required Consulting
Services
- The complete TOR shall be sent with the
invitation
- The IC is selected from those that expressed
interest in response to the invitation

Direct Selection (IC)
Individual Consultants may be selected with due
justifications under the ffg circumstances:
- Tasks that are a continuation of previous work that
the IC has carried out after being selected
competitively;
- Assignments with a total expected duration of less
than six months;
- Urgent situations; or
- When an IC has relevant experience and
qualifications of exceptional worth to the assignment

Project Implementation Support Personnel

- In accordance with Section VII - para. 7.32 of


the WB Procurement Regulations
- Project implementation staff, individuals to be
contracted to support project implementation,
other than individual consulting positions
identified in the legal agreement (or PP) may
be selected according to its own personnel
hiring procedures for such activities; as
reviewed and found acceptable by the Bank
- Treated as IOC instead of CS

Request for Bids (RFB) for Goods & NCS

- In accordance with Section VI - paras. 6.5 to


6.6 and paras.6.13 to 6.18 of the WB
Procurement Regulations
- RFB is a competitive method for the solicitation
of Bids used when detailed requirement to
which bidders respond in offering bids are
clearly specified
- Procurement under this method is conducted in
a single-stage process
- Evaluation on a pass/fail basis

Request for Bids (RFB) – International Market

- Market approach could either be international


or national, depending on the value of the
contract
- International market is appropriate when the
participation of foreign firms will increase
competition and may assure the achievement
of best VfM and fit-for-purpose results
- Preferred approach for complex, high-risk,
and/or high-value contracts
- Use of Bank’s SPD is mandatory

National market may be appropriate when the


procurement is unlikely to attract foreign
competition because of:
- size and conditions of the market;
- value of the contract;
- are labor-intensive and activities are scattered
geographically, spread over time; and
- goods are available locally at prices below the
international market

Request for Bids (RFB) – National Market

- If foreign firms wish to participate, they are


allowed to do so on the terms and conditions
that apply to national firms
- When approaching the national market, the
country’s own procurement procedures may be
used, as specified in paras. 5.3 to 5.6 of the
Procurement Regulations
- Use of the Harmonized Philippine Bidding
Documents is allowed

Request for Bids (RFB) – National Market

- For survey works, which is considered as non-


consulting services, Bank’s SPD will be used
as there is no harmonized PBD for this
category

Request for Quotations (RFQ)

- In accordance with Section VI - para. 6.7 and


Annex XII - paras. 5.1 to 5.3 of the WB
Procurement Regulations
- Quotations should be obtained through
advertisement or, when limited competition is
justified, through a request for quotations to a
limited number of firms/suppliers
- Quotations should be requested from not fewer
that three (3) firms/suppliers to ensure
competition

Request for Quotations (RFQ)

- Firms/suppliers should be given sufficient time


to prepare and submit their quotations
- RFQs shall include the description, quantity,
specifications, delivery period, location of
delivery, and terms and conditions of the
contract
- The request shall also indicate the deadline for
submission of quotations and specify that
quotations may be submitted by letter, facsimile
of by electronic means

- The evaluation of the quotations and contract


award shall be carried out according to the
criteria specified in the RFQ
- The terms of the accepted quotation shall be
incorporated in a contractually binding
document
- The procuring entity shall keep records of all
proceedings regarding RFQs

Procurement Plan

- In accordance with Section IV of the


Procurement Regulations
- Output of the PPSD
- Normally covers at least the first 18 months of
the project implementation
- Training- and IOC-related costs not included
- Approved by the Bank at loan negotiations
- Eventually submitted in STEP and cleared by
the Bank to initiate the procurement activities

- A brief description of the activities/contracts;
- The selection method to be applied;
- Cost estimates;
- Time schedules;
- The Bank’s review requirements; and
- Any other relevant procurement information

Action Items for Field Offices

- Prepare a Procurement Plan (PP)


- Submit the PP to the Special BAC at the
Central Office
- PP from the Field Offices will be included as
part of the overall Project PP submitted by the
Central Office in STEP
- Prepare appropriate bidding documents for
RFB and RFQ
- Commence the procurement process

What is STEP?

- it is the World Bank’s online system for


procurement planning and tracking
- it is a comprehensive and mandatory end-to-
end procurement processing system applicable
to all IPF operations
- it allows the Bank and the Client to track and
manage all procurement-related exchanges
throughout the procurement cycle
- all activities funded by the Project must be in
the Procurement Plan in STEP (prior/post review)
