Project Scope Report
1. Ajman International Airport
The New airport development is to be planned in the state of Ajman with name of Ajman
International Airport which is the third largest state of UAE. Although the population is
very low approximately 500,000 people but the aim for the construction is to provide a
hub for the transit flights to the rest of the world and to share the load of Dubai
International Airport. The state shares the border with Sharjah and Oman and will
provide the gateway for number of flights to far end regions of western and North-
western and South-western states. The new airport will provide the technological
runway, taxiways, cargo and the other related facilities that support the airport
operations. The infrastructure will provide the world class hotel facility, food and relaxing
services with high level of safety measures and environmental sustainable operations.
The nearby vicinity will also be upgraded with the world class brand outlets. The airport
will have the capacity to handle 10 million people per annum and the cargo handling
capacity of 3 million metric tons annually (Ajman International Airport New Airport
Profile | CAPA, no date).

2. Project Overview
The project is for the construction of new airport in the state of Ajman, UAE for the
successful flight operations and the technological efficient facilities for the passengers.
The project will continue till the period of 20 months. It has many components that
include planning, team selection and building, designing of the plan, construction,
inspection and the environmental sustainable measures and the project closure
(McConnell, no date). The construction of the terminals and the cargo handlers will be
done. This will all help in controlling the air traffic and the loads of flights during the peak
seasons and off seasons. The aim of the project is to construction a new, highly
technological airport which keeps the capacity to be named as world finest airport. This
new development will reduce the environmental pollution through Carbon controlling
measures, the infrastructure will provide a seating for more than 500 passengers at a
time, and the floor construction will provide the food and the relaxing spaces with the

6. Project Constraints
There are number of constraints related to the project

 The construction equipment will run on fuel that will produce the pollution and
harm the environment of the beautiful state. People will create the issue of

12
excessive carbon emission and which may possible crate the noise pollution too.
 The incubation of the IT in new construction will be the hurdle for the labour force
as they are used too with the manual operations.
 The timeline of the work is not consistent with construction and installation which
be a threat that project will lack in time constraints.
 The nearby technological airports will face the low business because of the
shared values.
 The new terminals and the baggage handling had to be formulated with the
prevailing systems, new apparatus and the new reasoning. Continuous check
and balance and strict monitoring is needed to mitigate with the constraints and
difficulties.

7. Project Appraisal of New Airport

The project appraisal includes the project objectives, a brief outline some benefits and
the approval plan (Alnasseri, Osborne and Steel, 2013).

7.1. Project objective

In order to achieve the complete construction of Ajman International Airport (Project
Management for Aviation Planning, Design & Construction | WSP, no date), the project
will complete the following:

 Integrated terminal system which provides integrated make-up facilities for direct
flight landing and transfer out-bound baggage.
 Automated baggage transfer facility.
 Cargo handling services.
 Transit documentations and the service requirements
 Manual handling aids to be fitted to build laterals (where practicable)
7.2. Project brief

The new construction of Ajman International Airport which was a £376 million project
positions the whole airport are area into a single provision. It includes widespread
forthcoming space for the development of retail space and security search zones. The
project manager has been granted £1.6 million Apron Pavement Quality Slab package.

13
Around a period of 20 weeks, it covers the positioning of nearly 26,000 m 2 of secure
concrete. This consists of a sum of small concrete bays created on the Ground Level
underneath the central frame, structured to a very elevated BAA concrete Specification.
The order follows the preserving and construction of the leading frame slabs.

The phase 2 of the project includes the manufacture of the main building. It is divided
into three levels namely 10, 20 & 30. The interface among other contractors was
particularly tight hence pour areas are maximized in order to decrease the total amount
of concrete pours and reduces the site disruption. This nature of the location positioned
in the center of airport presents a critical logistical test for the construction team. The
works cannot hinder on the airport activity therefore the material distributions and
concrete pours are on times which are limited to night shift. Working shift is between the
hours of 22:30 and 04:00am. Project manager has been presented the Apron Slab
Pavement Quality (PQ) concrete package during the programmed. This was created to
encounter the conditions of a challenging Concrete Specification postulated by BAA.
The zone is fragmented into a number of minute concrete bays and poured in a hit and
miss manner.

7.3. Project benefits

The following the significant benefits that will be attained by this project:

 This programme improves the flexibility and capacity

 It improves the effective stakeholder management.
 An improvement in resource utilization is observed during the development of
this project.
 This project enhances customer facility and airport experience for passengers to
improve the overall expedition.
 This venture also incorporates technology to facilitate the passengers and
improve the management.
 New jobs will be created for aviation staff and the flight handlers.
 Over a period of 12 months, this will aid the airlines and their flights and
stakeholders to detect the main challenges and concerns at each phase.
Eventually this will facilitate them to be fixed before succeeding.

14
 In addition to other services, the usage of automation improved effectively all
over the terminal.
 Centralized baggage control and command is a new and advanced method
which is used to ease the customers.
 There will be timelier and more efficient loading of luggage in Terminal 3
Integrated Baggage.
 A reduction in rates of misconnection of bags is observed.
 Electronic tracking keeps the passengers and the bags connected together.

8. Recommendations and suggestions

The project is aim for the construction of the new airport in the State of Ajman UAE.
There are some recommendations which will be beneficial for the future and are as
under:

 This project will further help in the expansion of the newly build airport in terms of
terminal expansions.
 It will cater more business for the international brands. The airport will provide the
transit to the connecting flights from all over the world so when people spend

15
time they will spend in shopping.
 It will open gates for the food industry as the airport also provide the dining
facilities and the menu focus on the international cuisine.
 The automated baggage transfer facilities will help the passengers to get more
relaxed.

9. Conclusion
Concluding the whole assignment that is the development of the Project scope report
for the construction of new airport in Ajman UAE. The city is the small state with very
little native population. The project is not to support the locals but to provide a hub for
the international flight traffic. The aim is to develop a highly technological airport with the
services that are need of time. This assignment has discussed about the project and its
deliverables. Then there is a development of work breakdown structure. The time line of
the project is of 20 months and therefor the WBS will be depending on the 20 months’
timeline. In the later section of this paper there is a project appraisal which defines the
project objectives, a brief outline, project benefits and the project approval document.
Finally there are some future recommendation that this new project will provide.

16
Answer 2: The project management tool that this assignment use for the time
management is CPM- critical path method.

A) Network path diagram

B). Early Start, Early Finish, Late Start, Late Finish

Early Start and Early Finish

For Early start and Early Finish of the activities, the following formulas needs to be
followed

Early start of an activity = Early Finish of the preceding activity + 1

Early Finish of an activity = Activity duration + Early start of an activity -1

17
For all the parts Early Start and Early Finish for all the paths we use forward pass, are
calculated as under:

Late Start and Late Finish

The formula to calculate the late start and the late finish are as under:

Late Start of an activity = Late finishing of an activity – activity duration +1

Late Finish of an activity = late start of the succession activity – 1

For all the paths the late start and the late finish are mentioned below.

18
C. Critical Path

19
Critical path is the longest path from the start of the project till the end.

The Paths are

A---C---H-----K = 3+6+8+6 = 23 months

A---D---K = 3+7+6 = 16 months

A—C—H—L = 3+6+8+5 = 22 months

A—D—L = 3+7+5 = 15 months

A—E—I = 3+6+3 = 12 months

B—F—I = 5+4+3 = 12 months

B—G = 5+2 = 7 months

So the path marked with red arrow is the critical path A—C—H—K = 23 months.
