Objective 2

 Establish a checklist of the elements and operations of the


lifeboat that will be inspected during the recertification of the
lifeboat (2 Day)

IMO resolution MSC.404 (96) amends SOLAS regulation III/20.11, which


contains equip for periodic servicing of launching appliances and release gears to
mandate the requirements included in Resolution MSC.402 (96). . (News Hound,
Dec.16.2019). Requirements for maintenance, thorough examination, operation
testing, overhaul and repair of life boats and rescue boats, launching appliances
and release gear. IMO resolution MSC.402 (96) effectively supersedes and
mandates the requirements previously included in MSC. 1/Circular.1206/Rev.1 and
also MSC.1/Circular 1277. (News Hound, Dec.16.2019)

The resolutions introduced new requirements for:


- Lifeboats (including free-fall lifeboats), rescue boats, and quick rescue boats
are all thoroughly examined and operationally tested.

– Thorough investigation and operational testing of off-load release gear for


lifeboats, rescue boats, and quick rescue boats (including main and
secondary methods of launching equipment for free-fall lifeboats).

– Manufacturers (including OEMs) who do service must adhere to the IMO


Res. MSC.402(96) Authorization of Service Providers regulations.

– The level of qualification and scope of certification issued by service


suppliers/providers to their personnel must include the level of qualification
and scope of certification (i.e. makes, types, and models of equipment, as
well as specifically stated activities such as annual or five-yearly
inspections).

– Inspections and routine maintenance on a weekly and monthly basis, as


described in the equipment maintenance manual (s). These must be carried
out by approved service providers or onboard staff under the supervision of
the senior ship's officer, and in line with the maintenance manuals.

SOLAS Regulations III/20.11 has also been revised to demand a


comprehensive evaluation of launching appliances during yearly surveys for the
Cargo Ship Safety Equipment Certificate and the Passenger Ship Safety
Certificate. The launching equipment must be subjected to a dynamic test of the
winch brake at maximum lowering speed after completing the full evaluation. The
load to be applied in the test is the mass of the lifeboat without people on board,
except that the test must be carried out at intervals of not more than 5 years with a
proof load of 1.1 times the winch's maximum working load. A complete
assessment is necessary before the modification at intervals of not more than 5

Mark V Lifeboat

Back in 2018, a Mark V Lifeboat was donated from BP to UTT


Chaguaramas for the use of training purposes in the STCW shorts
course. From since, there has been little maintenance being carried out
on the lifeboat. From our recent inspection, we found that the lifeboat is
in bad condition. Harmful fumes were inside the boat from paint
canisters, corrosion on the electrical wiring, rusty winches and cabling,
etc. It clearly shows that this boat hasn’t been maintained and shouldn’t
be used in its current state.

In the table below, is a checklist of what is being maintained on the


lifeboat. It will also indicate the status of the component (Good/Bad).
