Government scheme for handicraft

Artisans face challenges such as inaccessibility of funds, low penetration of technology,


absence of market intelligence, and poor institutional framework of artisan groups. To
address these challenges and to develop and promote the sector, the government's
National Handicraft Development Programme is being implemented by the Office of the
Development Commissioner (Handicrafts).

 Rajiv Gandhi Shilpi Swasthya Bima Yojana


Rajiv Gandhi Shilpi Swasthya Bima Yojana aims at financially enabling the artisans’
community to access to the best of healthcare facilities in the country. This scheme covers
not only the artisans but his wife and two children also.
ELIGIBILITY TO GET THE COVERAGE

All Craft persons whether male or female, between the age group of one day to 80 years will
be eligible to be covered under the Rajiv Gandhi Shilpi Swasthya Bima Yojana.
The insurance company shall pay/reimburse expenses incurred by the artisans in course of
medical treatment availed of in any hospital or nursing home within the country, subject to
limits/sub-limits
Mode of application
The artisans seeking enrollment under the scheme has to register with the Office of the
Development Commissioner (Handicrafts) for issuance of Identity Card. If not yet registered,
then the artisan can file an application for issuance of i-Card to the nearest Handicrafts
Marketing & Service Extension Centre and can mention “Applied For” in the application for
enrollment under the Scheme. Registration fee is Rs 30.
Insurance company shall submit periodical reports on 15th of every month indicating the
details of coverage and settlement of claims to the Development Commissioner for
Handicrafts, Ministry of Textiles.

Claim procedure

A patient can go to any empanelled hospital/nursing homes of his/her choice. A list of such
hospitals will be provided by insurance company.
b) The name of the patient/policy No./nature of ailment /the name of the hospital is to be
communicated to insurance company or its representatives by the concerned empanelled
hospitals/nursing homes. A list of insurance company's representatives (TPA)/ contact
persons shall be provided by the insurance company.
c) ID Cards to the artisans will be issued by the insurance company to the insured persons
to avail the cashless facility. The details of insurance company or its representatives, phone
numbers, help line numbers shall also be mentioned in the I.D. cards for ease of reference
d) Patient would take the treatment, sign the bill and get discharged. No payment is to be
made.

FUNDING PATTERN
Contribution by the Govt. of India: Rs.697/- or Rs. 797/- per annum
ii. Contribution by the handicraft artisans: Rs.200/- or Rs. 100/-per annum
Total premium- Rs. 897/- per annum
Contribution by the Handicraft artisan Rs.200/- in case of General Category Artisans and
Rs.100/- from artisans belonging to North Eastern Region and SC/ST communities/Below
Poverty Line (BPL) families

The motive of AHVY is supporting the group of handicrafts artisans.
The AHVY project launched to gather the craft artisans via the self help groups and help
them to improve their skills with the latest technological trend through the specific designs.
They also guide the artisans on how to use the highest quality raw material and its designing
equipments in order to add more value for the products and make it as a user-friendly. By
creating the innovative designs and development of products, they can gain much profit
even than before.
Moreover the AHVY is mainly concentrated on poor economic condition artisans and greatly
support them to update their advanced skills based on technology.
 It also creates more awareness for people who are physically challenged, minorities,
handicapped and also the women who live down the poverty line. However, the Ambedkar
Hastshilp Vikas Yojana can create awareness to the handicraft arts to enhance the overall
development. They also provide efficient training to the artisans who want to expose their
talents in the market. However, these artisans can gain proper education and enough
knowledge to sell their handicraft items in the market as well as obtaining the best results.

JANSHREE BIMA YOJANA


Janashree Bima Yojana. This plan was launched in the year 2000 by the Government of India
and Life Insurance Corporation (LIC) of India and provides cover to people who are below
poverty line and marginally above the poverty line. The plan covers 45 occupation groups
currently.

Eligibility Criteria for Janashree Bima Yojana


In order to be eligible to avail the Janashree Bima Yojana policy, the person should
satisfy the following criteria:
 Individuals should be aged between 18 to 59 years
 Should be a member of any of the nodal agency approved occupation or vocational
group
 Should be marginally above or below the poverty line
 Minimum membership size should be 25

Benefits of Janashree Bima Yojana


This insurance policy comes with a number of added benefits. A few of them have
been mentioned as under:
 In the event of natural death, the nominee will be paid Rs 30,000 as death benefit.
 On total permanent disability or death caused due to accident, the beneficiary of the
life assured will receive Rs 75,000 as compensation.
 If the life assured suffers partial permanent disability due to an accident, then Rs
37,500 will be paid as compensation.
The Yojana also offers a social security scheme, Shiksha Sahyog Yojana (SSY), for children of
parents covered under the JBY. A scholarship amount of Rs 600 is paid every 6 months to
students studying in IX to XII (this also includes ITI students). This benefit can be availed by
only two children in every family. Student in classes 9th to 12th are given Rs.300/- per
quarter per child as educational allowance for a maximum period of 4 years or till they
complete XII standard,
