Good morning Mr. Slack,


When DSD received Mrs. McVea’s concerns with the status of her property, we first reached out to the
Engineer on Record who provided the foundation letter, Mr. Chris Hewitt. During our conversation, Mr. Hewitt
confirmed that the letter he issued was for only the pre-pour of the repairs and that no one from his office
performed a final assessment of the foundation. Based on this, the full scope of work was not checked by the
Engineer on Record. This requirement is stated in Mr. Hewitt’s Assumption as Engineer of Record Letter dated
November 20, 2019.
Per Information Bulletin 172, inspections of the foundation work are to be performed by a professional
engineer licensed by the State of Texas. As such, this is the difference between a foundation repair permit and a
plumbing permit.
Many of the issues documented by Mrs. McVea appear to be items that would have been observed after the
concrete piers were poured and not seen by the engineer on record. This includes over shimming, over poured
sono tubes, and sono tubes that extended above the bottom of a beam. During a site visit, DSD observed
significant bowing of the floor along the center beam. Here are pictures that we received from Mrs. McVea.
Please let me know if these pictures are not accurate for the property and DSD will investigate.
The option to have the engineer return to the property to create a list of code deficiencies was requested by GL
Hunt in our phone conversation on April 5th. DSD agreed with this option and offered to assist as mediator
between Mr. Hewitt, GL Hunt, and Mrs. McVea. When Mr. Hewitt declined to return to the property, the goal
of my email on Friday the 23rd was to provide additional options for addressing any deficiencies. DSD is willing
to perform an inspection to provide a list of items that need to be changed to bring the foundation up to code.
These items will be based on the prescriptive nature of the codes.
When DSD receives a complaint from a citizen that has contracted a company registered to perform work
within the City of San Antonio, the department works to communicate with all parties involved to find a
solution. That has been the procedure and steps followed for this project.

One. McDonald,
I am confused.
We have an engineer Signoff.
Isn’t it the cities responsibility to give notice as to what defects exist with our work?
For example, if we were a plumbing company and we installed a water heater. Under what scenario
would the city ask the plumbing company to identify its own deficiencies for installation.
We maintain that our work is satisfactory considering the engineer signed off.
If evidence is presented to us otherwise then I will rectify it, but I don’t believe the burden lies on G.L.
Hunt to identify this.
This is not to be combative, I just believe this is not normal operating procedure and it’s being driven by
our collective desire to appease Ms. Mcvea.

visit, is there another means of providing status of the foundation to him via pictures or
remote video. If so, would he be able to create a list of items to correct through these
means? DSD can be present for any efforts to provide this documentation.

2) The engineer on record, Chris Hewitt, does not have to be the individual to produce the
list of corrections for review. If GL Hunt is able and/or willing to contract with another
structural engineering firm, then DSD would accept the recommendations form this
organization as well. As before, DSD can be present for any onsite inspection performed.

3) If GL Hunt has any other recommendations or suggestions, DSD is willing to vet the
options and discuss with the property owner to help find a resolution.

We do appreciate GL Hunt’s commitment to finding a resolution to this project and DSD is available
to discuss any option.

suggested that perhaps you could have another engineering company visit 1006 Wyoming and have
them provide you with a repair list based on your original contracted scope of work. The city will be

Christopher Hewitt. Chris states that because of previous actuations & threats from homeowner his
HR Department will not be allowing anyone from his office to revisit this site. At this point I will wait

Mr. Lehman,
I believe we spoke a few weeks ago regarding Ms. McVea. You referred me to Jeremy McDonald
who is in charge of the strike force.
Jeremy and I spoke and I communicated to him that G.L. Hunt is more than willing to rectify any
issues that remain within our original scope of work. I recounted our experience with Ms. McVae
including the numerous times she has accused us of working on behalf of some shadowy
organization that is determined to harm her. I also told him that she harassed an existing staff
member via text message. As a result of her actions, we will not be communicating with her directly
ever again.
We discussed how to move forward in a way that would allow me to keep my staff safe.
I recommended to Mr. McDonald that we would like the city to have the engineer of record (G.L.
Hunt will pay the fee) revisit the property, identify any issues and provide a line item list of
recommended repairs for issues that fall within our original scope of work.
We would then schedule a date to make those repairs.
