BANISHMENT OF THE PATRIOTS

A lot of Ilustrados were allegedly already collaborating with the enemy even before the fall of
the Aguinaldo Government. However, patriots like Mabini refused to collaborate with the
enemy. He urged the Filipinos to continue the struggle for the Philippine independence. And so,
this were the very reason why the Americans decided to banish Filipino leaders who refused to
collaborate with them. Patriots like Mabini, Ricarte, Hizon, Gerona, Ocampo, Aquino and many
more were consequently banished.
THE PHILIPPINE BILL OF 1902
This law which was also known as the Cooper Law of Henry A. Cooper was actually boosted
Governor Taft’s Administration. This law approved all the acts of the President of the United
States relative to the Philippines. It provided a bill of rights for the Filipinos that protected their
rights.
This law authorized two Filipino resident commissioners to represent the Philippine
government in the US congress but they couldn’t vote. One of the most important provisions
of the Cooper Act was the establishment of a Philippine Assembly to be run by Filipinos two
years after peace and order had been proclaimed throughout the Philippines by the
President of the United States.
THE CENSUS OF 1903
The very first scientific census ever taken in the Philippines was in the year of 1903. Census day
was declared in the exact date of march 2, 1903 after the proclamation of the peace and order
that was being recommended by Governor Taft to President Theodore Roosevelt. A reliable
census of the country was necessary before elections for the Philippine Assembly could
take place. This census is a kind of inventory of the human population as well as housing units
in the Philippines. A four-volume description of 1905 published results of the said census and as
of march 2, 1903 there was 7, 635, 426 population in the phil.
POLITICAL PARTIES
As long as their platform was not based on independence, Filipinos were allowed to form such
political parties. This were some of the measure of freedom that was given to them. One of
them was Trinidad H. Pardo de Tavera. He founded the FEDERAL PARTY which later became the
Progresista Party whose platform was based on the annexation of the Philippines as one of the
states of the United States of America. Filipinos who opposed this platform founded the first
Nacionalista Party (1901) , the Liberal Party (1902), the first Democrata Party(1902), and others.
These parties ran on the platform of independence.
In 1907 the second Nationalista Party was made and was led by young lawyers like Sergio
Osmena of Cebu and Manuel L. Quezon of Tayabas.
THE ELECTION OF 1907
The very important provisions of the Cooper Act or the Philippine Bill was the establishment of
a Philippine Assembly to be run by Filipinos two years after peace and order had been
proclaimed throughout the Philippines by the President of the United States.
The first Philippine Assembly elections were held across the Philippines on July 30, 1907.
The Nacionalista Party as proclaimed by the Progresista Party announced an issue presented for
the people onto whether or not they wanted an immediate independence.
The people were in favor of an immediate independence in accordance to their verdict.
