EXPLAIN WITH EXAMPLES THE METHOD MILITARY USES IN CONDUCTING A
MISSION WITH CIVILIAN AUTHORITIES
There method uses by the military in conducting liaising with government,
international organisation, and other civil actors for examples United Nations
Peacekeeping Operations. It is cooperation with international organisation, United
Nations (UN) and the military, armed forces of the member of United Nations. The
main objective of these operations to prevent any conflict and making peace in the
nation with the presence of UN military and cooperative with civilian actors. These
civil actors can be the local police or humanitarian agencies who giving essentials
aid like foods water and clothes. The military can conduct training towards local
police because it is one of the tasks in providing a secure environment with
becoming independent in maintain the internal peace of the nation. The military
should provide the physical protection towards the humanitarian aid agencies in
giving the aid towards civilian in need because many rebels want the aid for their
own and do not want the civilian to receive it.
There next method is conducting joint planning at the strategic and
operational level. The cooperation between the military and civilian can be see
during safety issues in internal affairs of the states like nature disasters. For
examples, during the Covid-19 pandemic, the Malaysian Armed Forces (MAF), Polis
Diraja Malaysia (PDRM) and Malaysia Ministry of Health (MOE) plan for the
countermeasures in avoiding the spread of the virus among the civilian because to
avoid overwhelming the hospital and other health institution. The ratio of patient and
medical staff increasing day by day because many people is infected with the death
count of the pandemic also increasing rapidly. The joint planning came with a
countermeasure to reduce the amount of infected civilian by applying roadblock,
movement control order and continuous patrol in public spaces to reduce human
interaction, the main cause of virus spreading.
The next method is providing continuous assessment towards the local civil
dimension. This assessment can be led by the military towards any parts of civilian
like civilian authorities, students even all civilian adults. The assessment towards
civilian authorities mainly the police and civil defence. The police by conducting
military training to increase effectiveness and professionalism in the police itself
because to make the police more independent in handling internal security issues
like common crimes, gangsterism and narcotics crimes. In civil defence, the military
can conduct training in search and rescue missions, management of shelters and
providing accommodation and supplies. It is increasing the efficiency of civil defence
in handling internal safety issues like in Malaysia flash flood and major flood during
the monsoon season. It can avoid any death because of nature disasters and prompt
evacuation of people from dangerous zone or common areas of floods like places
near river or bad sewers quality. In context of civilian adults, the military and
government can conduct compulsory military service like South Korea and
Singapore. It can strengthen the nation total defence and security of the nation
during wartime. It can increase the military capacity because of civilian have
experience in handling firearms and combat wise.
