 CHAPTER 1
THE PROBLEM AND ITS BACKGROUND

INTRODUCTION

The Police Community Relation is a successful partnership of community volunteers,

Police and government officials, working collaboratively to identify and deal with crime and

quality of life within our neighborhood. We are the “eyes” and “ears” of the community replying

to citizen’s concerns relating to crime and public safety, applying crime prevention initiatives,

and keeping the quality of life we expect in our community. Community relies on police

departments to “protect and serve” and the police, in turn, rely on community support and

cooperation, but the relationship is not always harmonious. World researchers have examined the

relationships between law enforcement agencies and their communities in several countries.

Police Community Relations in Los Angeles, one of United States most multicultural and

multiracial urban states, is undeniably a difficult and challenging task. The Los Angeles Police

officially adopted principles of community policing in 1988. Basically, community policing

strategy focused on police community partnerships and problem solving in order to address

problems of crime and social disorder in communities (Griffiths et al., 2001:38). An important

underlying assumption of these cooperative efforts between the police and the community, one

clearly pointed out by Friedmann (2017), is that such cooperation rests on, and in turn shapes,

the attitudes that citizens hold toward the police. These attitudes will inevitably influence the

character of the relationships between citizens, either to further or hinder cooperation {Mikael

Friedmann, 2017}.
 In Russia, the last centuries show that these relations were not simple. The increase of

crimes after the Second World War, fear of crime, and moral panic activated a search for

effective methods of social control over crime. But a partnership between police and the

community remains improbable in contemporary Russia. This paper presents the result of the

fourth stage of the study, {Daavid Schurtz, 2018}.

Police Community Relationship in India is still in a nascent stage owing to the assorted

attribute of the Indian society. Caste, communal and religious discords act as a barrier in

developing a widespread awareness of the common interests of the community. Community

relation in India operates to explore the people’s perception of police-community relations in the

north eastern states of India {Arpita MITRA, KIIT University, Bhubaneswar, India 2018}.

To raise awareness among Filipinos overseas that they can coordinate directly and partner

with the Philippine National Police (PNP) in all law enforcement, security, and safety-related

concerns, involving their families and relatives back in the Philippines, the PNP launched its

Global Police Community Relations program dubbed as “Pulis Global PCR” in the Bay Area. 

The launch on 27 September 2018 coincided with the partnership commitment signing between

the PNP-Police Community Relations Group (PNP-PCRG) and the Philippine Consulate General

in San Francisco in support a movement that seeks to develop love and passion for Filipino

culture and heritage, especially among Filipino-American millennials, in building an empowered

Filipino-American Community in the Bay Area and beyond.

The agreement was signed by Consul General Henry S. Bensurto Jr. on behalf of the Consulate

General, and PNP Police Community Relations Group Head Chief Superintendent Rhodel
Sermonia. Consul General Bensurto welcomed the launch of the “Pulis Global PCR” in the Bay

Area and the partnership with the PNP-PCRG to empower and maximize the capabilities of the

Filipino-American Communities in Northern California, Northern Nevada, Washington State,

Oregon, Montana, Colorado, Idaho, Utah, Wyoming, and Alaska as force multipliers in the

promotion and protection of the rights and welfare of the Filipinos overseas, which is one of the

three pillars of Philippine foreign policy. Chief Superintendent Sermonia provided updates on

law enforcement related issues as well as information on best practices in the PNP. He added that

establishing global police-community relations has helped open the doors for other international

law enforcement agencies to do partnerships with the PNP {Doris Brigonia, September 2018}.

Converting the Philippine National Police into a more competent, effective and worthy Police

force is one of the major trusts of the organization for the next several years. Police community

relations effort will play a vital role in the transformation of the PNP into a credible institution.

The PNP Dumalinao, as local police authority is always guided by its objective to always

ensure that the community is safe against the threat of lawless elements. Local police composed

of its trained personnel is ready in all call of duties despite of the risky job as protector and

enforcer of laws. Community participation in Municipality of Dumalinao which many people are

educated is truly remarkable. Encouraging them to coordinate in local police program for

community safety is supported by the barangay officials as well the community concern. The

Dumalinao Police Station, despite of lack of new technology like radios, patrol car and motors

and other devices that can help the police operations, the police force is motivated to do other
efforts and strategies to make the services more effective and efficient for the people in the

community.

If this research study never conducted, the future researchers cannot easily find a good

reference and literature because it is best example as an effective local study. It is very useful to

the police reader because it will give an idea to them to implement the same programs being

executed in Dumalinao Police Station, and most especially if it is not conducted, majority of the

people does not understand how police officer strive hard just to win the public trust of the

community.

The purpose of this research study is to determine the efficiency and effectiveness of

police community relations by Dumalinao Police Station to the community as well as its impact

to crime prevention, when the public is satisfied with and has confidence to the police, they are

more likely to contribute information that may assist the police in solving crimes. Aside from

that, this study helps to the future researcher because it serves as a guidelines and references if

they want to take similar title of the study.

SIGNIFICANCE OF THE STUDY

The Police Community Relations in the Municipality of Dumalinao must be evaluated in

order to find out which programs would most appropriately respond to the needs of the

community.

The findings of this study will benefit the following:

Police Community Relations. They will know what programs and seminars they

conducted to improve relation in the community.

Local Government Unit Officials. They will be aware of what is the level of police

visibility of Police Community Relations in the locality.

Dumalinao Police Officers. They will be aware of what is the level of perception of the

residents of Municipality of Dumalinao on police community relationship and effectiveness of

Dumalinao Police Station. They would conceive other ways to improve it and make it more

strong, effective and efficient in community safety, community information, police institutional

information and community organization and mobilization.

Community. They will have the opportunity to participate in these police community

relations through this study, their level of perception, feedback, opinions, suggestions and

comments will be great help to improve it.

 Future Researchers. This would be a great help to future researchers for it will serve as

reference in taking the same concept of study.

SCOPE AND DELIMITATION

This study endeavor to know the opinion of the respondents of Municipality of

Dumalinao and the effectiveness of Police Community Relations in Municipality of Dumalinao

for the year 2021-2022.

The research will determine the level of perception of the respondent on the effectiveness

of PNP-Dumalinao on community programs such as community sports program, community

drug symposium and seminar, and community environmental programs.

The 40 residents of Municipality of Dumalinao and the 10 Local Police Force were

considered as respondents of the study, a total of 50 respondents. The results of this research are

applicable only to the respondents of this study.

ASSUMPTION OF THE STUDY

In doing this research, the researchers of these study assume that:

1. The respondents are suitable with their knowledge to respond the corresponding

questions and inquiries regarding the police community relations adopted by Dumalinao

Police Station in Municipality of Dumalinao.

2. The formulated information given by the respondents to the survey is accurate base in

their personal knowledge and experienced.

3. The respondents are highly accommodated and compatible to answer the question given

by through survey.

4. The respondents willing to participate an orientation and seminar about Police

Community Relations implemented, that anybody will know and aware of how police

officer strive hard just to win the public trust which are truly correct and acceptable in the

community.
STATEMENT OF THE PROBLEM

The point of the study is to develop police community relations and to determine the

police community programs implemented by Dumalinao Police Station, it intends to answer the

following inquiries:

1. What are the Police Community Relation Programs implemented in the Municipality

of Dumalinao?

2. How effective are the Police Community Relation Programs implemented in the

Municipality of Dumalinao?

3. Is there a significant correlation between Police Community Relation Programs

implemented in the Municipality of Dumalinao to the effective crime prevention?

HYPOTHESIS
 There is no significant correlation between Police Community Relation Programs

implemented in the Municipality of Dumalinao to the effective crime prevention.

THEORETICAL FRAMEWORK

This study of Police Community Relation Programs adopted by PNP-Dumalinao Police

Station and its Impact to Effective Crime Prevention can be considered a variety of theoretical

and conceptual framework including sports program, drug symposium lectures/seminars, and

environmental program.

PNP Operation Order No. 50-2018. Enhancing the effectiveness of Police Community

Relationship as a significant cooperation between police and the public and to prevent miscreants

from committing crimes and delinquency all over the country. In the light of the foregoing and

endeavor to prevent miscreants from committing misdeeds, Police will up a special enhancement

of Police Community Relation programs of this end of three years period. Through effective

police community relations, the citizen can learn about their roles in crime prevention and what

to expect from the police. In the same way, the police can better understand the people they serve

and execute strategies to better address peace and order issues.

 The study is focused on the Enforcement, Service, and Community Model as mentioned

in the book of Ross and barns (2009) viewed that the police organization as “cooperative

system” of individuals embodying three essential elements: first, establishing and maintaining

police community relations, second securing public safety, and the last one establishing police

community relation purposes and objectives.

The aim of the Enforcement, Service, and Community Models (2009) is to decide how policing

intelligence has been practice and what social variables are most useful in enhancing police

community relation. This information is important to police as lawful agent and the community

because it provides ideas to improve relationship and leadership status. This model objective is

to direct the researcher in focusing on how variable factors affect both parties {i.e., police and

the public} with regards to police community programs being implemented {Hans Abarry,

1990}. The philosophy here is that the police and the public have a responsibility for keeping the

society safe in order to guarantee security of lives and property.

The Presidential Proclamation No. 764 signed on January 24, 2005 declares the month of

July every year as Police Community Relations Month. PCR Month celebration aims to develop

closer interaction between the police and the community in handling peace and order concerns.

The PCR Month celebration is an opportune time to strengthen community participation in crime

prevention and it also forges stronger partnership and community support in peacekeeping and

public safety programs of the PNP. The support of the community is vital in increasing the

PNP’s effectiveness in enforcing the law, reducing crime and maintaining peace which remain

the priority order under CPNP’s Intensified Cleanliness Policy.

 The PNP Operation Order No. 50-2018 offers several programs that provide insights and

tools to help those who may be required to handle aggressive individuals or who may attend to

emotionally escalated, and even dangerous situations. Some of the programs to improve police

community relations include:

Community Sports Program. The PNP Community-based sports programs are essential

part of Creating Chances Youth Development Pathway. Implementing sports program for youth

help gain self-esteem, stronger connections with their school, better peer relationships, and fewer

behavioral problems. They provide an additional opportunity for the practical activation of the

life skills taught by police officer to change their bad habits and behavior into sports in order to

develop successful adults.

Community Drug Symposium Lectures/Seminars. This activity discusses the effects

of abuse and misuse of drugs on the person, workplace, family, community, and steps to take

when intervention is needed and it aims to heighten awareness on the current situation of illegal

drugs in the Philippines and in the respective localities and to present the unified campaign of the

government to fight illegal drugs.

Community Environmental Programs. With the partnership of the DENR, the PNP as

well as the community should conduct a tree planting activity on the first week of the month of

July and to plant a minimum of 300 seedlings of fruit and non-fruit bearing trees in the

environment protected area of Municipality of Dumalinao in order to continuously empower the

relation of Police Personnel and the public in preserving and protecting the environment.
 The researchers adopted this theory because currently, the study talks about those police

community relation programs that affect the relationship between police and community, which

means it will help us to understand better the reasons behind the perception and opinion of the

community to the police force and to what extent does the enhancing of relationship programs

between the parties is being implemented.

CONCEPTUAL FRAMEWORK

This study is focused on police community relations implemented by Municipality of

Dumalinao: Its impact to effective crime prevention.

The researchers of this study use these variables to determine if there is an effective

impact of Police Community Relation Programs implemented by Dumalinao Police Station as

mandated by PNP.

The schematic diagram shows the relationship between the Police Community Relations

implemented by Municipality of Dumalinao as independent variable and sports program, drug

symposium lectures and seminars, and environmental programs as sub-independent variables

while its impact to effective crime prevention is the dependent variable

DEFINITION OF TERMS

For the purpose of understanding some terminologies used in the study were defined

conceptually and or operationally.

Drug Prevention. Is a process that attempts to prevent the onset of substance use or limit the

development of problems associated with using psychoactive substances. It begins with

education, spreading the word regarding the dangers of drugs to oneself and to the community.

Drug Symposium. This activity discusses the effects of abuse and misuse of drugs on the

person, workplace, family, community, and steps to take when intervention is needed and it aims

to heighten awareness on the current situation of illegal drugs in the Philippines and in the

respective localities and to present the unified campaign of the government to fight illegal drugs.

Efficiency. It can be defined as the ability to achieve an end goal with little to no waste, effort, or

energy or you can achieve your results by putting the resources you have in the best way

possible.

Effectiveness. Is the capability of producing a desired result or the ability to produce desired

output.

Occupation. Referring to a job or profession.

Perception. The state of being or process of becoming aware of something through the senses.
