In a community, the smallest society is the family and that is the start of building

a relationship so the police personnel must be the first role model of their family in good

manners, mentally, physically and spiritually.

In an effort to reduce crime more effectively and efficiently, many law

enforcement agencies are establishing collaborative partnerships within their

communities. These relationships help to facilitate trust between community members

and police organizations (skogan, steiner, dubois, gudell, &fagan 2002a, p.10).

Partnerships may include police officers, business owners, community leaders, social

service and healthcare providers and other community members. In the past, the

community's involvement in law enforcement efforts has been limited. Many policing

agencies are learning, however, that community members can be a valuable source of

support and information. Citizens can provide the police with insight into the

specificcrime problems occurring within their neighbourhoods and can aid officers in

their investigations.

This study used different statistical tools to indicate and measure the relationship

of police performance and their community relations within the seven barangays of

seaside district Boac, Marinduque namely Cawit, Bunganay, Amoingon, Caganhao,

Balaring, Ihatub and Laylay.

It utilized the purposive sampling design to be able to get sufficient information

random because the respondents were chosen randomly which are mainly police

personnel and Barangay officials and other community personnel.

The researchers used related magazines, books, online resources and other

related reference in the library and thesis of criminology graduates of ESTI. The

materials or references are not enough in this study so we went to Boac Municipal

Police Station to ask help to the police personnel of the Police Community Relation

Section of the PNP.

The respondents of this study were the 10 police personnel and 40 barangay

officials in seaside district. All in all, the study will survey 50 respondents having

different perceptions about the police force’s performance and relationships with them.

From the data obtained, the frequency distribution, percentile ranking and weighted

mean were used as statistical tools in the interpretation and assessment of the results

which were presented in tabular forms.

Majority of the respondents were male, barangay officials, have 16 years and

above residency and are Roman Catholic.

Based on the results of the study, the hypothesis which states that there is no

effective relationship between the Boac MPS personnel and the community in the sea

side Barangays of the Municipality of Boac in terms of crime prevention is hereby

rejected.

The PNP personnel of Boac have “Competent” skills in their community relations

thus they were able to “Proficiently” establish a friendly relationship with the people of

the community and they were able to respond immediately to the people’s referrals

and it has drawn mutual respect and trust for the PNP Organization and the community,

thus it has lessened the incidence of the commission of crime and had bridged the

communication gap between the PNP organization and the public, to maintain harmony

and mutual support between the PNP organization and community, it had helped

maintain peace and order, and it was able to prevent the commission of crime.

The following recommendation were formulated:

1. Strengthen the linkages with other civic organizations in the community and ensure

that data gathering procedures were properly conducted.

2. The partnership of the community leaders and the PNP organization must always be

in consonance with existing law.

3. Police assets and information system muct be able to facilitate the early detection

and apprehension of law violators.

4. Police officers must also take in to consideration their roles as parents and they have

to make themselves visible in church works and in the promotion of the culture

and the traditions of the people specially those dealing with behaviour and

attitude.

5. The PNP organization must establish strong link with all sectors of the community

and be the guardians of peace and order, mutual and harmonious working

relationship and be the role model in the enforcement of laws and local

ordinances, restoring trust and confidence to the PNP Organization.

THE PROBLEM - ITS BACKGROUND

In an effort to reduce crime more effectively and efficiently, many law

enforcement agencies are establishing collaborative partnerships within their

communities. These relationships help to facilitate trust between community members

and police organizations (skogan, steiner, dubois, gudell, &fagan 2002a, p.10).

Partnerships may include police officers, business owners, community leaders, social

service and healthcare providers and other community members. In the past, the

community's involvement in law enforcement efforts has been limited. Many policing

agencies are learning, however, that community members can be a valuable source of

support and information. Citizens can provide the police with insight into the specific

crime problems occurring within their neighbourhoods and can aid officers in their

investigations. The collaborations are beneficial to both the police and the community.

To better understand community/police collaborations, this study researched several

different types of successful partnerships. Our objective was to learn why the

partnerships were formed and who was involved. Our research also sought to

determine the goals of the partnerships, and the methods used to achieve those goals.

The study also highlights several practices used by police agencies successfully to

solve community problems.

July was declared a red-letter month for the Police Community Relations and

also for the family.

The Philippine National Police in partnership with the different sectors of the

community had celebrated the Police Community Relation Month. Every year, the PCR

family organizes activities that deepen the bond between the law enforcer and the

community. This is in compliance to the provision of the Presidential Proclamation No.

764 dated January 24, 2005, declaring the month of July of every year as Police

Community Relations month.

In a community, every individual plays a big role in maintaining and promoting

peace and order, without the help of the community, every programs and plan of the

police personnel will never succeed.

As mandated by the Constitution, the State shall promote peace and order,

ensure public safety and further strengthen the local government capacity aimed

towards the effective delivery of services to the citizenry.

To achieve this purpose, peace officers such as the uniformed personnel are

given power and authority to suppress the emergence of violence and the commission

of crime by lawless elements in the society.

Police officers are organized, trained and equipped primarily for the performance

of police functions. The Philippine National Police (PNP) is national in scope but civilian

in nature. As provided for by RA 6975, otherwise known as the DILG Act of 1990 no

element of the police force shall be military nor shall any position thereof be occupied by

active members of the Armed Forces of the Philippines.

Being civilian in nature, police officers are assigned in localities where they are

put under the operational supervision and control of local chief executives. It is of vital

importance that police officers establish relationship within the community where they

are assigned and command respect and cooperation among the citizens.

Many issues confronting police personnel include among their behaviours,

attitudes, practice of their profession, bribery, corrupt practices, lifestyle, and abuse of

their power as law enforcers, marital infidelity, and their relationship with the community

where they serve.

As the nature of police works is within the confines of being civilian law enforces,

much is expected from them within the community. The participation of police personnel

in community activities not as law enforcers but as ordinary citizen had been looked up

to and welcomed by the people of the community.

The relationship of police officers with the people in the community is open to

critical evaluations. The personnel and professional relation of a police officer with the

people may lead to an effective delivery of services or in several occasions. It may also

affect his performance as a law enforcer.

The essence of the evaluation of the performance of the police in their relation in

their community is just one of the indications of their job and these reasons led the

researchers to conduct this study.

THEORETICAL/ CONCEPTUAL FRAMEWORK

Preventing crimes in a community needs a lot of things to be acquired. The

people involved in the community and the police officers as well are in.

According to Plato, the ideal was an ordered state, in which all players in the

stage of life has to fulfil their functions for the good of the whole, and in which education

will prepare the individual for his function and for the better citizenship.

The community which is the smallest political unit is structure of rigid control,

static social position, and there is the limitation in grasping the definitive body of

knowledge necessary in ruling.

The culture and traditions of the people in a community depicts the people

themselves. The people know each other and each event are treated with humane

relationships. Celebrations of the family affairs such as weddings, christening, birthdays,

mourning and others are expected to draw the people to a closer contact with each

other.

The conceptual framework shown in the next page depicts how the relations of

the police officers affect the community they serve and what does it have to do with the

maintenance of peace and order as to prevent crimes.

STATEMENT OF THE PROBLEM

Title: Effectiveness of Boac Police Community Relations Section in Terms of


Crime Prevention in the Seaside Barangays of Boac, Marinduque: An
Assessment

Main Problem: This study generally aims to assess the effectiveness of Boac Police
Community Relations Section in terms of crime prevention in the seaside
barangays of Boac, Marinduque. This research mainly focuses in the matters that
are involved in the prevention of crimes.

Specific Problem:This study generally aims to assess the effectiveness of Boac Police

HYPOTHESIS OF THE STUDY

This study hypothesized that there is no effective relationship between thePolice

Community Relation Section and the sea side Barangays of the Municipality of Boac

SIGNIFICANCE OF THE STUDY

The result of this study will identify if the police officers and the community have

strong and well built relationship with each other. The performance of the PNP officers

of the Boac Municipal Police Station in relation to their community relations will be

significantly interesting to the following: (1) development of relationship between the

Police Community Relation Section and the community.(2) enhance the performance of

our PCR’s in community relation.

To the PNP Administrators

Police personnel are part of the community where they serve as such they

become subject of the community where they are assigned. Their behaviour and

attitude are subjected to the people’s critical evaluation.

The result of this study will determine the things that can be improved and

enhance by the PNP personnel to be used in terms of communicating and building

harmonious relationship in the community.

To the PNP Personnel / Officers

Like in the ballistics said “The gun is not for our friend but in our enemy”. It can

be used to carry out effectively their duties and responsibilities with respect and

command using their people’s relationship.

The police officers carry out their firearms not to show fear to anyone but it is

used as lethal weapons to a person who have violated the law and to the person who

are not obeying the proper authority.

The establishment of good community relations will instill discipline and will serve

as the good example of a good leader.

As the Principle of Community Relation, Community support must be maintained.

Every police shall be worthy of the public high trust by doing his job and leaving nothing

undone through carelessness. He/ She shall make himself available and be willing to

serve everyone.

To Future Police Officers


The result of this study can serve as a guide to themselves where they may able

to identify themselves in situations that good community relationship maybe applied.

They must be aware with their behaviours and attitude so the integrity of law

enforcement officers are beyond question.

The Law enforcement must not only be good looking but with good attitude and

have “esprit de corps”. He or she must respect the constitutional rights of all men as the

police ethics or law enforcement code of ethics based on it.

To the future Researchers

Law Enforcement is not just a simple task to be done. It does not only care about

their personal feelings but it is widely understood the feelings and rights of all men.The

consideration of this subject to the next researcher is to have long enough

understanding about the functions and works of every police officer to carry out the

effective implementation of policies.

The result of this research may vary depending on how intensive this will be

undertaken. Researches must be focused on the performance of the police officers to

carry out the duties, responsibilities, functions and innovations to be implemented for

their effective performance.

SCOPE AND DELIMITATION

This particular study will deal only with community relations of police officers

within the Boac area specifically in the seaside Barangays of the municipality of Boac.

This study embodies only the police strength of the Police Community Relation section

of Boac Municipal police station in handling and rendering service within the mentioned

areas.

The respondents of this study are the 40 selected barangay officials including the

Punong Barangay and Barangay Kagawad of every purok in seaside district and

10selected police personnel in Boac Municipal Police Station.

All in all, the study there are fifty respondents having different perceptions about

the police force’s performance and relationships with them.

DEFINITION OF TERMS

Civic Activities.Refers to random social activities in the community preferably sports

competitions, fund raisings, various programs and community services et.al.

Community. Is an organization or society of group of people living in the same area

Community Relations.Refers to the manner by which police officers interact and

integrate with the people in the community

Crime. Is an illegal act for which someone can be punished by the government; an

activity against the law

Cultural Activities. Refer to the practices and/or celebrations being conducted by the

citizens of the community. This may include celebrations in fiestas, weddings, birthdays,

christening, and others

Performance. A state of an activity a person can do based on his level of skills and

knowledge; an execution of action

Police Officer. A person whose job is to enforce laws, investigate crimes, and make

arrests; a member of the police or PNP

REVIEW OF RELATED LITERATURE AND STUDIES

Local Literature

The Police Ethics and Community Relations mandates that every PNP units from

station level up to the national level up to the national level have a public relations office

to look after the public relation aspect of the organization. The mission of public relation

officer is to gain public support for police policies and to win citizens‘cooperation in the

program and procedure of the police station in order to facilitate the accomplishment of

police task. Every once in a year all of our police personnel celebrating what we called

‘’PNP ETHICS MONTH’’ which specifically recalling the meaning of true Ethics in the

duty and responsibility. It is celebrated on JANUARY 16, of the year.

The PNP Community Relation

Paul Whiselend, Cline and Felkenes (1974) defined community relation as the

attitude; an attitude of concern that needed government services are delivered to people

PCR (Police Community Relation) is development and retention of attitudes and

behaviour on the part of the police that create mutually supportive relationships between

their agency and the community.Empowering the community in peace keeping.The

Philippine National Police (PNP) recognizes the active and effective role of the

community in maintaining peace and order. The organization sustains its partnership

and collaboration through its various efforts in the establishment of police community

cooperation and a problem-solving approach responsive to the needs of the community.

Partnership becomes the keyword of Police Community Relation Group.

The partnership between the police and the community plays a truly critical role

in the total effort of the Philippine National Police to reduce the incidence of crime’’,

PCSUPT DAVID reiterates in all the PCGR’S Crime prevention and Awareness

Seminars/ Workshops being conducted.

Defines police–community relations; distinguishes it from public relations,

community service, and community participation; reviews the history of improving

police–community relations; and then analyzes the strategies of community policing and

problem-solving policing. The remaining portion examines how community policing can

be easily misused and what to do to put it back on course.

Definitional Issues There are a considerable number of definitions for police–

community relations. Nevertheless, this term generally refers to the sum total of

attitudes and behaviors between police and the communities they serve. They can

range from positive to negative in general or with respect to particular things police do.

One of the ways that police–community relations has been understood (and defined) is

by seeing it as part of a tripod, including public relations, community service, and

community participation (Radalet and Carter, 1994). Taken as a whole this

conceptualization makes sense.

“The police culture is notoriously resistant to change, and problem-oriented

policing represents a significant and fundamental shift in the police paradigm. Others

have argued that the typical rank and file officer does not have the necessary skill-set to

engage in the problem solving process” (White, 2007, pp. 101–102). White continues:

Experts recognize that the problem-solving process may produce solutions that are not

necessarily transferable to other problems and other jurisdictions (Reitzel et al., 2005).

In fact, a central element of problem-oriented policing is that the problem-solving

process should produce a solution that is specifically tailored to the identified problem

and underlying condition. (pp. 97–98) In addition, relatively recent research on the San

Diego Police Department (Cordner and Biebel, 2005) suggests that even in law

enforcement agencies that have gained a considerable amount of exposure to the POP

model, it may not be implemented entirely and in the same way throughout the entire

rank and file, and officers may be experiencing fatigue over its use. Problem-oriented

policing experts suggest that law enforcement agencies keep good records on the

situations in which they intervene and the strategies that worked and ones that failed.

This will become an important part of institutional knowledge that other officers and

police management can draw on in the future. Solutions: Community policing and

oriented policing, or community policing for short. This practice involves a cooperative

effort between police and the communities they serve where both work together to solve

crime and crime-related problems. It also includes a series of strategies that bring the

police closer to the community to reduce and solve crime and crime-related problems.

Community policing is often defined by the programs it subsumes, including bike patrol;

kobans; storefront or mini police stations; problem-oriented policing, “Policing by

Objectives”; neighborhood meetings with the police; crime prevention programs; foot

patrol by beat cops; and police getting more involved in community activities. In 1994

Congress passed the Crime Bill. Not only did it establish the Office of Community

Policing as a part of the Department of Justice,

CHAPTER II

METHOD OF STUDY

This chapter presents the research design, research locale, the respondents,

sampling method, the research instruments to be used and the statistical tools to be

employed. The selection of the sample, measuring instruments, procedure for data

collection and the statistical techniques utilized relating to the research are delineated.

This particular study will use statistical tools to indicate and measure the

relationship of police performance and their community relations within the seven

barangays of seaside district Boac, Marinduque namely Cawit, Bunganay, Amoingon,

Caganhao, Balaring, Ihatub and Laylay.

This study will use descriptive narrative survey method of research. It will provide

a detailed summary of the research methodology employed in the investigation of the

relationship between the performances of the police officers towards the community

relations in the seven barangays of seaside district.

This is designed to distinguish and measure the status of interaction and

relationship of police officers unto the community and the activities being conducted

within the community they are based.

It will attempt to show the Likert-scale type summated rating scales that will

measure the community activities and the interactions or relations of the police officers

participated in by the police officers.

Police-community relations have been thrust into the spotlight by the

"Waddington Inquiry" into the investigation of the Boy patong massacre. 1 Dr

Waddington's report is however, confirmation of the view of a number of writers on

policing that the problems experienced in the field of police-community relations in

South Africa are primarily the result of the legacy of apartheid. 2

The weakness of police-community relations in many parts of the country are

today perhaps the greatest obstacle to effective policing. An improvement in the

relationships between the police and the communities they are tasked with serving, is a

vital step towards the achievement of greater levels of affordable personal safety.

RESEARCH POPULATION

Huysmans (1994) defines a population as encompassing “the total collection of

all members, cases or elements about which the researcher wishes to draw

conclusions”. The population for this research includes the 10 police officers and 40

Barangay officials of Seaside Barangays.

According to Sekaran (2003), sampling is “the process of selecting a sufficient

number of elements from the population, so that a study of the sample and an

understanding of its properties or characteristics would make it possible for us to

generalize such properties or characteristics to the population elements”. Accordingly,

the sample consists of all the Barangay officials of Barangay Cawit, Bunganay,

Amoingon, Caganhao, Balaring, Ihatub and Laylay in Boacconveniently available to

participate.

SAMPLING TECHNIQUES

This will utilize Purposive sampling design used to be able to get sufficient

information random because the respondents will be chosen randomly which are mainly

police personnel and Barangay officials and other community personnelwhich is

according to the study about the effectiveness of the Boac Police community relation

section in terms of crime prevention in the Seaside Barangays of Boac, Marinduque.

RESEARCH LOCALE

The study was conducted in the Municipality of Boac, Marinduque in the year

2016.

Boac is a first class Municipality and capital of the Province of Marinduque. It is

located in the island province of Marinduque within Region IV-B and classified as within

the island of Luzon. It has a land area of about 959 square kilometers. As of 2015

census, it has a total population of 54,730 people. It is politically subdivided into 61

barangays. The researcher chose to conduct the study in the municipality of Boac

because of his deeply concern to her beloved municipal land.

However, this research is limited only to the seaside district of the municipality of

Boac. Those areBarangays ofCawit, Bunganay, Amoingon, Caganhao, Balaring, Ihatub,

and Laylay.

DATA GATHERING TECHNIQUE

The researchers used related magazines, books, online resources and other

related reference in the library and thesis graduates of criminology student of ESTI. The

materials or references are not enough in this study so we went to Boac Municipal

Police Station to asked help to the police personnel of the Police Community Relation

Section of the PNP.

THE RESPONDENTS

The respondents of this study are the 10 police personnel and 40 barangay

officials in seaside district for a total of 50 respondents.

RESEARCH INSTRUMENT

The primary data will be collected by means of questionnaires. The

questionnaires are presented in English and consisted of three parts: 1) The

demographic profile of the respondents in respective barangays in Seaside District in

terms of age, gender, civil status, occupation, year of residency and religion; 2) ways on

how the police officers interact with the people in the community in terms of civic

activities, school activities and cultural activities; 3) performance of the police officer in

relation to their community relations.

STATISTICAL TREATMENT

The statistical tools used are frequency distribution, mean, ranking and

percentage and the Pearson’s Rho Coefficient Correlation. A number of scales were

developed that will measure the attitude of the respondents towards certain issues.

Percentage is used to determine the different variables in part 1. The formula used was:

Weighted Mean

Weighted mean was used in the determination of weight relative to the

importance of each quantity in average. Each quantity were taken an average and

corresponding weights were given. In this study, weighted mean was used to analyze

the respondents’ response on the stated problem.

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

The chapter presents the results, analysis and interpretation of data gathered

from the respondents in the Sea Side Barangays of Municipality of Boac, Marinduque.

The respondents are the selected Barangay Officials and selected Police Personnel of

Boac Municipal Police Station.

For Question No. 1, the percentile and ranking were used as statistical tools:

Table 1.a shows that fifty four percent (54%) of the respondents are 43 and

above years old, followed by 34– 42 years old which is thirty two percent (32%) of the

respondents. Third in rank is 26 – 33 years old that gets ten percent (10%) of the

respondents and the last is 18 – 25 years old having four percent (4%) of them.

percentage of eighty two percent (82%), followed by single which have the percentage

Roman Catholic is the primarily Religion in the seaside barangay in the municipality of

Religion in the seaside barangay gets 2 nd rank and a percentage of 4% while Protestant

have 2% of percentage with 1 respondent and the last is Iglesia ni Cristo getting the

lowest rank. It means our Barangay officials and Police officers are commonly Roman

Catholics.

Table 2.A showed that the PNP personnel “usually” interact with the community

in terms of civic activities. Police personnel “always” respond immediately to people’s

referrals; they “usually”participate in sport activities in the community; “usually”

participate in the community clean-up drive ; “usually” assist in medical, dental, blood-

letting activity in the community; and “sometimes” assist in the gift giving/relief operation

in the community, and visit, invite, gather and make dialogue with out of school youth.

The Community relation of the PNP personnel can be summed up with the

activities they had participated in and with the civic activities the PNP personnel had

engaged to having earned the general weighted value and rating of “usually”, the police

officers had shown great dealings with the people in the community and they had

earned high esteem from the people.

As the PNP journal has described Police community relations paved the road

for law enforcers directly touching the heart of the community, “being there when they

were needed most”. Projects like the Medical and Dental Operations, the blood-letting

activity; the blood donation program; the gift-giving/relief operations; Alay-lakad; The

Ugnayan sa Punong Barangay; Camp visit; valuable sustained networking; and

complaints and referrals action center form parts of the police community relations.

It can be said that based on the respondents’ responses, the PNP personnel of

Boac had interacted with the people in the community well especially with the civic

activities aspect.

Table 2.B showed that the interaction of the police officers relative to school

activities had earned a General Weighted Value of “Usually” which denotes that police

officers function not only as law enforcers but also as parents to their children.

PNP personnel “usually” discuss the topics of juvenile delinquency in school;

“usually hold information campaign on drug abuse; and “usually” become resource

speaker on child welfare law. These functions of the police officers were applied to the

in-school youth/children and this is the venue where police officers have the opportunity

to campaign to the youth that juvenile delinquency can be stopped if and when parents,

teachers, and the community have to work together for the betterment of the lives of

the young people. They must add more information about the other law against woman

and children so that it will not happened to them or to anyone.

Also pertains to PTA meetings and the participation to school programs had

earned “usually” rating, it means that our police officers in the Boac Police Community

Relation Section (PCRS) perform well in the school setting. These can be attributed to

the facts that as they perform their duties and functions as law enforcers, they can

attend to the said PTCA meetings and participate in the school programs.

It is of vital importance that the people in the community has acknowledge that

police officers perform their duties and functions in the school setting well, as

manifested in their responses to the relations of the PNP with the school which is rated

“Usually”.

Table 2.C revealed that the General Weighted Value of the PNP personnel’s

interaction with the community in culture aspects is “Usually”. The options that pertain to

the display of good behaviour and attitude and the respect and courtesy for the elders

and the people in the community showed the PNP personnel “Usually” manifest it to the

people. They “Usually” engage in worthwhile activities in the community; and assist in

the promotion of culture and traditions.

Police officers are “Usually” seen in social gatherings in the community which

mean that police officers usually engage themselves in drinking sessions, and they

engage themselves in lavish celebrations and gatherings.

The results further showed that police officers in Boac are courteous and

respectful and these attitudes and behaviour had won the equal trust and respect of the

people for the police officers. As far as the conduct of police officers is concerned, it can

be said that the police officers in Boac had displayed such behaviours and attitudes in

conformity with the ethical code of conduct of police officers.

The results conformed with what Corpuz (2000) has stated that employees

including therein police officers are normally expected to handle personal problems on

their own without letting them interfere with work performance. Temporary difficulties

due to family problems are not an common. An employee whose performance is due to

the factors directly attributed to work is theoretically easies to work with, one of the

factors of which is a good public relation.

Competent rating is described as the personnel having sufficient knowledge and

skill / applies concepts and skills consistently and performs work on his/her own using

the competency area to produce quality output.

It can be said that the police personnel of Boac were able to establish good

community relations with the people. As they had earned the over–all “Competent”

performance, it showed that the Community Relation Section of the Boac Municipal

Police Station was in the right direction.

The result conformed with what Gen. Bartolome has stated that in effecting the

statutory powers of police personnel,community relations play a vital role. It is their

interaction with the people in the community that they may be able to integrate in the

community and become part of it. Through integration and interaction with the

community and the people, they may have access of vital information that will assist

them in crime prevention and apprehension of law offenders.

Police Community Relation (PCR) is the essence of law enforcement in the

context of democratic reforms. While all groups of Police Community Relations, it is

ultimately the police force which is responsible for the management of the relationship.

The results also found substantial meaning and consonance with Aleman’s

(2012), study and whose findings manifested that crime prevention and community

satisfaction with police services, while linked the number of officers on the streets, does

not depend entirely on the visibility of patrol officer. The decrease of crime rate was

attributed to community engagement, targeted initiative, strategic use of resources, and

data-driven decision making. A complementary statistical analysis the community

survey will obtain the opinions of residents and business owners regarding priority

issues on policing.

The need to identify community problems, unique needs, crime data and special

population will allow strategic deployment of resources in a proactive manner, rather

than in response to incidents, and this is when the community relations of the police

officers is of vital importance and be of use to the police works.

Nothing will be achieved, however without the process of reflection on the effects

of the post. The history of policing offers important pointers to the future. They should

not be ignored. The foundation of good community relation is efficiency or poor public

service. No amount of public service of the police. In summing up, the requirements for

good community relations are: sincerity in serving the public; full knowledge of the job,

deep conviction in the mobility of his work as a necessary service to promote individual

or national welfare; found police ethics; and high standards of management and

operation.

For Question No. 4: Is there significant relationship of the PNP officer’s community

relations to their performance and in the prevention of crime?

Answer: Yes there is a significant relationship between the community and the PNP

according to their performance and as we can read on the result of the survey about the

performance of the police officers they earned “COMPETENT” and it also means that

there is significant relationship between police officers and the community.

CHAPTER IV
SUMMARY OF FINDINGS, CONCLUSION, RECOMMENDATION

This chapter presents the results gathered from the 50 respondents who are

Barangay Officials, Police officers and other concerned personnel of Seaside Barangay

in the Municipality of Boac. The data gathered answered the questions formulated in

Chapter I under the Statement of the Problem. The statistical tools used to measure the

responses are: the frequency rating, percentile, ranking, weighted mean and the

competency rating for their performance.

The demographic profile of the respondents showed that:

a. Age

Fifty four percent (54%) of the respondents who are 43 and above years old got

the first rank, followed by the 2 nd rank which is 35 – 42 years old which is thirty two

percent (32%). The 3rd rank is 26 – 34 years old that gets ten percent (10%) and the last

is 18 – 25 years old having four percent (4%) of the respondents.

b.Gender

The male gets the percentage of 52% with the respondents of 26, and female

with the percentage of 48% with the respondents of 24. In general, majority of the

respondents were male.

c. Occupation

Eighty percent(80%) of the respondents are 40 barangay officials while ten of

them are police officers.

d. Number of years of Residency


The distribution of respondents as to year of residency are 16 years and above

having a percentage of eighty percent (80%) which got the highest rank of 1; followed

by 6 – 10 years of residency having a percentage of twelve percent (12%) which gets

the 2nd rank; next is 1 – 5 years of residency with the percentage of six percent (6%)

which gets the 3rd rank and last is 11 – 15 years of residency with the percentage of two

percent (2%).

e. Religion
Roman Catholic is the primary Religion in the seaside barangay in the

municipality of Boac which got the highest percentage of 94% and a 1 st rank in the

Rating. Other Religion in the seaside barangay gets 2 nd rank and a percentage of 4%

while Protestant have 2% of percentage with 1 respondent. It means our Barangay

officials and Police officers are mostly a Roman Catholic.

CONCLUSIONS

Based on the results of the study, the hypothesis which states that there is no

Effective Relationship between the Boac police personnel in the sea side Barangays of

the Municipality of Boac in terms of crime prevention is hereby rejected.

The results of the study also revealed that: the PNP personnel of Boac have

“Competent” skills in their community relations thus they were able to “Proficiently”

establish a friendly relationship with the people of the community and they were able to

respond immediately to the people’s referrals and it has drawn mutual respect and trust

for the PNP Organization and the community, thus it has lessened the incidence of the

commission of crime and had bridged the communication gap between the PNP

organization and the public, to maintain harmony and mutual support between the PNP

organization and community, it had helped maintain peace and order, and it was able to

prevent the commission of crime.

RECOMMENDATIONS

Based on the results of this study, the researchers formulated the following

recommendations:

1. Strengthen the linkages with other civic organizations in the community and

ensure that data gathering procedures where properly conducted;

2. The partnership of the community leaders and the PNP organization must always

be in consonance with existing law; and

3. Police assets and information system muct be able to facilitates the early

detection and apprehension of law violators;

4. Police officers must also take in to consideration their roles as parents and they

have to make visible themselves in church works and in the promotion of the

culture and the traditions of the people specially those dealing with behaviour

and attitude.

5. The PNP organization must establish strong link with all sectors of the

community and be the guardians of peace and order, mutual and harmonious

working relationship and be the role model in the enforcement of laws and local

ordinances, restoring trust and confidence to the PNP Organization.
