Department of Hospital Engineering is headed by Chief Engineer, under whom Executive Engineers of
different wings execute construction works and provide round the clock service/support (maintenance)
for the patient care activities by various Divisions which are as under:

Civil Engineering Division


Executive Engineer: Zahoor Ahmad Pandit
The Civil Engineering Wing of Hospital Engineering is meant to look after the maintenance and other
related up-gradation of the Institution. SKIMS is first of its kind of hospital comprising of high rise
buildings having planned building road network ,other amenities based on modern scientific grounds.
These are under constant need of modernization and changes etc. and that form part of Civil
Engineering assignments which are as under:-
i) Creation of Day Care Ward.
ii) Modernization of OT’s.
iii) Construction of Brach therapy.
iv) Museum for Pathology department.
v) Creation of separate Dialysis Units.
vi) Complete renovation of all Hostels/Quarters.
vii) Construction of parking for hostellers.
In addition to above some major works of following nature are complete and few are under way:-
1) Additional blocks of Married Doctors Hostel.
2) Construction of Married Nursing Quarters.
3) Construction of Advanced Centre for Human Genetics.
4) Construction of Nursing College.
There are 2 Saraies and OPD etc. of 100 Bedded Maternity Hospital, work of which is also in progress.
The 7 storeyed IPD Block and multilevel parking is in offing which shall be taken up during 2013-14.

Electrical Engineering Division


Executive Engineer: Javaid Ahmad Dar
The power supply to whole of the hospital is presently being fed by 33/11 KV (6.3 + 4.0) MVA receiving
station.
This Engineering wing has to ensure smooth operation of power supply for patient care and major
activities involved for the same areas under:-
1. Up keep of receiving stations.
2. Regular maintenance of 11 KV lines feeding various distribution transformers installed at different
areas.
3. Up keep of various distributions of transformers of different capacities.
4. To ensure smooth functioning of main sub stations feeding power supply to main hospital where
presence of the technical staff is ensured round the clock to ensure smooth operation of power
supply.
5. A standby power supply is being regularly maintained during power interruptions or shut down
through various Diesel Generators of different capacities installed at SKIMS Soura. The same are to
be regularly maintained to achieve the best results.
6. Also over all wiring and function of electrical system within while of the hospital faculty etc, Trust
Hospital, hostels is being looked after by this wing.
7. Street lights within the hospital premises are being taken care of by this wing and there lights are
regularly being checked so that these areas where these lights are installed is illuminated during
night hours.
8. All the new Electrical works i.e., Electrification of newly coming up units, installations of Distribu -
tion transformers, commissioning of voltage stabilizers and 11 KV lines are being extended by this
wing.

Mechanical Engineering Division


Executive Engineer: Mohammad Afzal Bhat
The Mechanical Engineering Division is vital for keeping the extensive patient care facilities available in
the SKIMS as well as in the SKIMS Medical College and Hospital Bemina. This division is rendering
services round the clock for the whole year. The division is looking after the works pertaining to the
following units/sections;
1. Central Heating & Air conditioning:-
This facility is provided to the Main hospital, Gynae & Obst Hospital, and
 Hostel blocks at SKIMS Soura & also at SKIMS Medical College & Hospital Bemina.
 The old coal fired Central Heating System in Trust Hospital has been replaced with new efficient
THERMAX Diesal fired system.
 Also three New ACCEL make AC units have been provided in central air conditioning plant at SKIMS
Soura.
2. Elevators:-
There are 17 lifts being looked after in SKIMS Soura and 01 lift at SKIMS Medical College and Hospital
Bemina.
3. Potable water:-
(Generation, Storage, Treatment & Lifting by pumps to over head tanks)
The potable water is provided round the clock for drinking purposes, machine use, labs, kitchens,
laundery, Boiler houses, conveniences, and irrigation purposes. Around 20 lakh litres of potable water
are generated, stored and treated before distribution for consumption.
4. Medical Gas Supply System:-
New Oxygen, Vacuum , Nitrous Oxide system ahs been fitted in new DAY CARE WARD (Ward 2P), Ward
6, accident emergency area, ward 3P, VIP rooms, Post Operative Ward, Ward 7, WARD 2 etc;
5. Steam supply system;-
The stream is used in the Hospital Kitchen for maintaining highest hygiene in cooking the patient Diet.
The Laundry & Linen machinery is using steam washing only to keep infections away from the linen for
patient & doctors. The successful functioning of all the Operation Theatres is based only on steam
supplies to CSSD and TSSU.
6. Laboratory gas supply system:-
The petroleum gas plant is functioning for the day shift and provides gas for lab burners for Diagnostic
investigations.
7. Biomedical waster management system:-
The solid biomedical waste of SKIMS Soura is disposed off as per environmental legislations
administered by the state pollution control board under the over all purview of J&K High Court.
8. STP (Sewage Treatment Plant):-
The sewage treatment plant at SKIMS Soura is processing about 1.5 to 2.0 million litres of sewage per
day.
 The state pollution control Board monitors the working of the STP and reports the same to J&K High
Court on regular basis. The surprise tests are conducted almost weekly by the SPCB.
 In-house Monitoring Cell has been set up under the convenership of Medical Superintendent to as-
sess the working of the STP.
9. Maintenance of Equipment & Machinery:- The mechanical division in addition to above jobs also carries
out maintenance of Autoclaves’, Window ACs, Refrigerators, Bottle coolers, walk in coolers, pumps, tube
wells etc.
Information Technology Division
Executive Engineer: Farooq Ahmad Wani
Abstract: Today we have come a long way ahead in implementation of the envisaged system
(Computerization and Campus Wide LAN at SKIMS) for achieving fully computerized hospital with all
services automated. After successful implementation and operation of the modules for Inpatient and
Outpatient Registration, Ward Management and Labs Services developed by M/S Napier Healthcare
System Hyderabad (erstwhile M/S Karishma Software), the newly recruited Computer Associates have
jointly designed and developed in-house the modules for Blood Bank, Drug & Pharmacy, Stores and all
supportive Services and the modules have been put into operation successfully. We are in the process of
implementing e-Tendering & e-procurement for Material Management & Engineering and the digital
Signatures to the officers concerned have already been issued for starting the process at earliest. The
team also implemented software for automation of various tasks at Administration section. Soon we will
enable SKIMS to offer online patient services like appointment system and online patient’s reports over
the internet by accessing our website www.skims.ac.in. By this we are now ahead of AIIMS Delhi, and PGI
Chandigarh where this facility has not been created so far.
Currently the existing IT infrastructure comprising of state of art Hardware and Application Software at
SKIMS consists of the following:
1. Network:
The network is capable of interconnecting more than 450 Computers across the Institute for Patient
Data Sharing, Patient Management, Employee Management, Drug & Stores Management,
Administration and Engineering.
2. Servers (4 in number):
 One for National Knowledge Network (NKN) which acts as a super highway for integrating e-
Governance infrastructure such as Government Data Centers and Networks and also provides bulk
data transfer facility required for e-Governance applications.
 One for Library (LIBSYS) software which is a web based library management solution to enhance the
total library experience through value added features and services like Automated Acquisition,
Cataloging, Circulation, Serials, Web-OPAC and Federated search.
 Two for Hospital Information System (HIS) where one is allocated for production while second is
used as backup server and both are connected to more than 450 nodes by a central switch and
allied circuitry in place supporting internet and HIS services.
3. Structured cabling with multi-core optical back bone for 16 segments extended by high quality UTP
cabling for individual stations where each segment is capable of getting configured as sub-LAN (sub
network) itself for individual sections and departments.
Application Software that include:
a) Hospital Information System (HIS),
The Software has been designed and developed by M/S Karishma Softwares – Hyderabad, which enables
complete automation of patient treatment cycle providing an integrated health record keeping system
for the patient and ensures efficient and optimal performance of the hospital. Being a modular system,
HIS at SKIMS ensures sustained benefits through changes in technology thereby, protecting and
providing optimal returns from the investment. HIS also provides for an accurate, electronically stored
medical record of the patient. A data warehouse of such records can be utilized for statistical purposes
and for Research. Major modules of HIS are deployed at all the sub-networks mentioned above.
b) LIBSYS with Web OPAC
It gives end to end manageability of the library operations through its comprehensive modules. As a
total web-based solution, it provides platform independence.

IT MANPOWER RECRUITMENT AND UTILIZATION THEREOF:
SKIMS has recruited 48 number of Computer Associates during the year 2011 against the available
vacancies for successful and smooth operations of the IT infrastructure created in its premises which
includes Networking backbone, workstations for running internet and HIS applications etc.
Through the time, the Computer Associates (CAs) have been attending to various IT related activities and
divided into three groups catering to three aspects of the IT activities at SKIMS viz. Network &
Maintenance, Operations & Services and Development & Training.
So far the teams have been successful in operating and maintaining the system at the platform vis-à-vis
activation of the following additional services:
1. SERVICES, SUPPORT AND MAINTENANCE:
A dedicated team of professionals operate, support and optimize the computer hardware services,
network resources and internet service provided to different areas of the institute through appropriate
channels of communication. The team also provides on-spot services to computers, printers and
networking infrastructure 24*7.
Internet Services:
Presently SKIMS has internet services provided via:
 NKN (100 Mbps Leased Line) which interconnects all institutions of higher learning and research
with a high speed data communication network to facilitate knowledge sharing and
collaborative research. It bridges the existing knowledge gap in the country and helps the
country to evolve as a Knowledge Society.
 Broadband (2 Mbps Phone Line) [44 in number]
 WI-FI (54Mbps) [10 Sites and 6 active site and 4 Sites ready to get operational] has been
implemented where existing wired network was not established and feasibility of the same was
not available. To extend the reach of Wi-Fi, 33 Wireless Gini Routers are installed in the interiors
and hard to reach areas of SKIMS like Radiology, Anesthesia and administrative block etc.
 To provide internet facility to Trust Hospital which is not connected with SKIMS intranet and
where wired connectivity is not available at present, Radio Link has been established between
Library and the said Hospital. The same is used to extend Hospital Information System (HIS) and
share applications like Immunization (Child Health Clinic) to the said hospital.
2. OPERATION AND MAINTENANCE OF HIS. Highlights of the progress made during the year:
a) Pharmacy counters successfully automated.
b) Drug store and 2 more pharmacy counters automated.
c) 5 nodes added to MRD.
d) Diet Ordering have been started from Nursing Stations
e) Lab Ordering & Report Viewing from Nursing Stations have been started
f) The Bed Board chart are now maintained even more accurately
g) The Lab Reports are now being accessed through Nursing stations.
h) Training has been provided to the Nursing Staff on Diet Ordering, Lab ordering & Report
viewing.
i) The dietary service of HIS is running parallel to the manual service and 70-75% of Nursing Staff is
trained in placing diet orders.
j) In the D&T Department, the Junior Dieticians are fully trained in Dietary Service of HIS.
3. IN HOUSE DEVELOPMENT WORK DONE AT SKIMS
1. New dynamic website (Operational). Some of the features are as follows:
1. Site can have multiple content editors (access control) who can manage website through a web
browser.
2. Website content is well organized and searchable, can be Archived for future reuse.
3. It supports Multiple Languages.
4. It has built-in functionality like Print page, PDF, newsfeeds, site search and email. It is browser
compliant with having optional functions of changing text and layout sizes.
5. It has also a built-in private area for members if required.
6. Individuals who have natural responsibility for content can maintain that content themselves
even archiving / backup / recovery thus thecontent more likely to be kept up-to-date
2. Child Health Clinic Software(Operational). Basic features of the software include:
ii. Registration of the Child.
iii. Immunization record of the child from birth to 16 years of age.
iv. Developmental milestones of Child.
v. Heath record of Child.
vi. Growth Monitoring Card
3. All Analyzers integrated with existing HIS (Ready and Operational).
4. Pharmacy Counter (Operational)
5. Drug stores automated (Currently in training phase)
6. File Tracking System (Ready for implementation). The system primarily has following objectives:
 Replace the manual record keeping system for files / letters with a more efficient automated
system.
 Availability of the information about any file from anywhere anytime (liable to privileges given).
 Provide helping hand to the dealing officials in locating any File / Paper.
Features Include:
 Extremely powerful search capabilities
 Facility of setting the priority of certain file by respective controlling officers
 Acknowledgment to the sender about physical receipt of file
 Text Conversation Facility
7. Complaint Register System [Ticket System] (Ready for implementation)
 A Complaint System is a computer software package that manages and maintains list of issues, as
needed by an organization like our SKIMS.
 Complaint Systems are commonly used in an organization to create, update, and resolve issues
reported by that organization's other employees.
8. Electronic record keeping system of publication and research work of faculty.
9. Electronic management of APRs.

e-TENDERING/e-PROCUREMENT
It is intended to serve as a single window for all the procurement needs for all departments of institute.
Procurement of service and goods shall be carried out through this e-tendering system. It can be used
for contracts to achieve benefits such as increased efficiency and cost savings (faster and cheaper) in
government procurement and improved transparency (to reduce corruption) in procurement services.
EDUCATION AND HUMAN CAPACITY DEVELOPMENT:
Capacity building is the first and foremost step in automation leading to e-Governance of services. It is
especially vital so that the users take full advantage of the system so that maximum throughput is
achieved and computers installed are not used as merely electronic type writers. Capacity building is
carried out in parallel with the automation process to prevent the user from technical shock, concurrent
training is provided to all the stake holders involved in the process of computerization.
For continuing improvement a training cell at SKIMS is in place carrying out capacity building. Training
has already been given to 75% of the staff including nursing staff which in itself is a milestone in the
process of capacity building.
STATE RESOURCE CENTRE FOR TELEMEDICINE AND e-HEALTH AT SKIMS IN J&K
During the 5th meeting of the task force for Health Sector Reforms in J&K held under the Chairmanship
of Hon’ble Chief Minister and attended by the top bureaucracy as well as the experts from across the
country, it was agreed that SKIMS telemedicine centre shall be upgraded as State Resource Centre for
capacity building in Telemedicine and e-governance in health in J&K and as such the detailed project
report submitted has been phased out for implementation.
CURRENT PROJECTS
We have initiated the first phase of up-gradation and maintenance of e-governance system practices at
SKIMS since SKIMS already has the right capacity in place including the human resource and
infrastructure. In view of the developments already made in IT activities especially on software
development side, use of current resources to develop e-health solutions in-house is encouraged so that
dependence on 3rd party software vendors is minimized and maintenance / up gradation cost of
software as well as capacity building of the same is eliminated.

Refinement and maintenance of information systems is critical and such systems should be consistently
updated with new and innovative features, SKIMS is in process of updating its other services like:
 Hospital Security and Surveillance System.
 RFID for Library Management System.
 IP based Public Address System.
 Fire Alarm and Suppression System.
Need for full utilizations of the project with the cooperation of user departments clinical as well as
non-clinical.
Since now the computerization project has been completed in respect of computer networking of all
Clinical and Non-Clinical department vis-à-vis operationalization of HIS and activating of Internet services
etc. Therefore the main goal of optimal utilization of the infrastructure-created including manpower and
machinery equipment put in place, it is required that all the user departments shall put forward their full
cooperation for making use of the computer systems and thereby automation of patient records and
other data handling process at SKIMS. Though the high level of inertia faced by the IT department in the
beginning has been minimize a lot but still more needs to be done on this context to deploy technology
fully for the services of the patients and the staff at SKIMS.
