Objective of Visit:
1. Meeting with TPL Sr. Management and other concerned dept. (i.e.- Contracts ,
Supply Chain Management , Projects etc.) at TPL –Hyderabad office (dtd. 15.09.2021)
regarding project progress review , releasing of outstanding payment , releasing of
40% payment of extra works carried out i.e- 1.74 Cr., Reimbursement of expenses &
losses during COVID-19 lockdown period, Reduction of Advance Bank Guarantee
(ABG) & CPBG, Interest on delayed payment etc.
2. Site visit for physical progress review and meet with project team for preparing a
schedule for balance work completion.
3. Meet with TPL & NTPC project team members regarding project progress.

Output of the visit:
A) Meeting With TPL Hyderabad Office :-
i) Regarding project progress review :-
a) CT-1:-TPL express regarding readiness of CT and water circulation ,in this regard
PCTL asked to TPL for providing the power for conducting the no-load trial of CT
equipment, in this regard TPL informed that the same will be provided by 22 nd
Sep’21for conducting the same. TPL showing some punch points ( i.e.- balance
drift eliminator erection, cage ladder erection from Fandeck level to HW duct
area etc. ) , in this regard PCTL informed that these points not related to CT
commissioning , however PCTL will do the same simultaneously after
successfully conducted water circulation along with no load trial of CT
equipment .
b) CT-2:- TPL asked for mobilizing of additional manpower for expediting the
balance civil work. PCTL express the difficulties faced in labour force mobilization
and retaining of the same. However PCTL try to mobilize additional 80-100 nos.
workforce simultaneously (1st Lot -40- 50 nos. by Sep’21 end and balance 40-50
nos. by Oct’21 accordingly). PCTL pressed upon regarding completion of 26
working cells (leaving 4 standby cells) of CT-2 by April-2022. The balance 4
standby cells and other works of CT-2 not related to CT operation shall be
completed by July-2022.
c) Outstanding Payment: - PCTL asked for releasing the balance payable amount at
the earliest, in this regard TPL informed that they have already initiated for
releasing INR-1.2-1.5 Cr. And the same shall be disbursed next 03-04 working
days.
d) Release of 40% amount from the extra works carried out in CT-1 footings :-
i) PCTL insisted on release of the 40% amount (to the tune of 1.74
Cr. based on certified rates & quantities) but TPL cited emails
dated 14.03.2018 from PCTL HO stating that the said payment
can only be released after NTPC’s approval.
ii) PCTL insisted that the said amount is a cost burden on PCTL and
same should be released. TPL reiterated that the payment will
depend on the outcome of the Arbitration between TPL and
NTPC.
iii) PCTL showed Cl. 21.3 of Amendment-1 dated 13-07-2018 stating
as per revised terms of payment, there shall be no retention on
the extra works (till the amount for which amendment was
issued). TPL agreed to release the 20% retention and requested
PCTL to raise a formal request through letter for this purpose.
e) Reimbursement of expenses & losses during COVID-19 lockdown period:- PCTL
asked TPL to look into reimbursement of expenses & losses during COVID-19
lockdown period. TPL said that except the agreed reimbursement of labour
wages during Lockdown, they will not be able to pass on anything more.
However, TPL informed that NTPC has agreed for releasing the wages payment
of idling labour during lock down period ( i.e. – 24.03.21 to 03.05.2021) – INR 60-
65 lakhs ( approx.) subject to submission of back up doc.
f) Interest on delayed payment :-
i) PCTL insisted to pay the interest on delayed payment. TPL suggested that the
payment of interest can’t be done directly as such matters are processed at
Courts only.
ii) PCTL showed Contract (W.O./ P.O., GCC & SCC) provisions. PCTL’s interpretation of
the terms were not agreed by TPL directly. PCTL insisted that the Contract provision
of GCC for Services is overridden by the provisions of SCC (Services).
iii) TPL has pointed out that there is no delay to make payment from the respective
certification dates of the invoices. PCTL cited few MOMs from 2019 & 2020 against
that.
iv) TPL & PCTL agreed to work out the dates on which submission of necessary
protocols & PF compliance papers were made against each RA Bill.
v) PCTL requested TPL to look into the matter.

B) Meeting With Project team:-


Meeting with project concerned team members and preparing a schedule of
balance works of both CT’s (CT-1:- All balance work including pavement, drain, misc.
work , excluding outer paint by 30.12.2021 & CT-2 :- Major Civil work by 30.03.2021
excluding outer side paint and mechanical work by 30.05.2021).
However, asked to project team for incorporating the qty. break up of Concreting,
shuttering, reinforcement, painting in the schedule format for better monitoring of
the ongoing project progress in line with resource allocation and utilization and cost
incurred details. It will be helping us for executing the balance work in smoothly with
assessment of risk analysis in prior.

C) Project Progress Status:


CT-1:
1) 30 Cell Fan deck & 30 cell Fan cylinder RCC work completed.
2) 30 Cells – V-Bar, 17 Cell- Eliminator, 28 Cell – Riser erection work completed
Next three months programme-
1. Completing balance 21 cells backfilling and 30 cells pavement work
2. 30 Cell - HW Duct hydro test
3. Mechanical equipment trial run.
4. Outer painting work to commence from 1 st week of Nov’21 after conducting the
HW duct hydro test successfully.
5. CW Outlet and both side sludge pit completed.
6. Balance painting of CW basin (Karaikot Paint)
7. Area Cleaning.
CT-2:
1) 16 Cells Fan deck and 13 cells fan cylinder RCC work completed.
2) 30 cells Header pipe with encasing work completed.
3) PC Block work – 03 Cell completed.
Next three months programme-
1. Additional 80-100 manpower (Civil) to be mobilized.
2. Internal painting shall be started from1st week of Oct’21.
3. Internal erection work shall start from 3rd week of Oct’21.
4. Fan deck programme- Oct’21- 02 Cell, Nov’21- 02 Cell, Dec’21- 03 Cell.
5. Fan Cylinder programme- Oct’21- 02 Cell, Nov’21- 03 Cell, Dec’21- 03 Cell.
