LEARNING ELEMENTS
1. In your own opinion, how do you assess the services given by your Barangay?
➢ “Go to the People, Live Among the People” One cannot help the community towards its
development if the organizers stay and work within the comforts of an office/ school and do not
integrate with the people.
➢ “Learn, Plan and Work with the People” The people know better than any other outsider what
their needs and problems are. The community members, with the assistance of the community
organizer, must be the one to determine the program appropriate to answer their needs/
problems.
➢ “Start With and Build on What the People Know” Community organizers must begin with the
indigenous resources, technologies and structures that the community has. Improve on their
strengths!
➢ “Teach By Showing, Learn by Doing” For the community to learn effectively, the worker must
demonstrate different procedures or techniques and not merely give instructions.
➢ “Not Piecemeal but an Integrated Approach” Community organizing is an inter-relationship of
various elements and factors.
➢ “Not Relief, But Release” Community organizing is a process that liberates a community from
its identified problems.

2. If given an opportunity that someday you became a Barangay Official, what are your plans for the
betterment of your Barangay and constituent in general?
➢ The empowerment of the locals is dependent on barangay governance.
In the country's government units This is tied to the leader's responsibility, justice, and
transparency in carrying out his responsibilities and obligations as a community servant. I have
always thought that the barangay system, if properly harnessed, can provide great benefits to
the country in molding the desired cultural and social character of the Filipino.
➢ If I will become a Barangay Captain, this are my plans for the betterment of my Barangay as
well as constituent. Everyone would benefit from improving educational and classroom
experiences. It would make school more enjoyable and facilitate the application of learning in
real-life circumstances. This would entail holding classrooms outside, making volunteer and
hands-on activities accessible to all, and incorporating technology into lessons. Students could
participate in community cleanups or get access to labs or computers after school to experiment
and build new things. Your future will be brighter if you get a good education. Creating a
mentorship program at local schools could be quite beneficial. Older pupils could mentor
younger students to help them gain confidence and self-esteem. Mentors could assist their
mentees with schoolwork and studying, or simply provide emotional support during difficult
times in their lives.
➢ Students who did not have someone to aid them at home would have someone to help them
achieve their academic goals. Mentors would be more responsible as a result of knowing that
someone was looking up to them and relied on them. Mentors may be crucial in assisting
students in realizing their full potential. No one should be put at a disadvantage in the classroom
due to a lack of encouragement or assistance.
➢ My barangay may benefit significantly from the construction of a local green space. A
community garden or park could provide a lovely setting for families and enjoyment, as well as
an expansion of the school and the distribution of fresh vegetables to people who cannot buy
them.
➢ Students might learn about plants, how to grow them, how the environment works, and so on by
working in the garden. The addition of fresh veggies to the county food bank would be
immensely beneficial. Locally farmed, organic food would be readily available to low-income
residents who might not otherwise have access to it. A park would also be a lovely area for
families to relax and children to play. A community green space could provide nutrition to those
in need, hands-on education for neighborhood children, and aesthetic appeal to all.

3. Do you agree that Sangguniang Barangay (SK) Officials be exempted to take NSTP? Please
elaborate your answer.
➢ Sangguniang Barangay (SK) officials, in my opinion, should not be excused from taking the NSTP.
That is because, as government employees, SKs should be the ones to take the NSTP. This will help
them learn what they need to know for the NSTP. It is essential that SK's have the expertise to make
strategies for the benefit of their communities when serving them. NSTP is critical because it teaches
us how to survive and contribute to our community. Sangguniang Barangay (SK) officials play an
important role in our communities, which is why the NSTP was created.
➢ However, RA 10742 or the Sangguniang Kabataan Reform Act of 2015 exempts all incumbent SK
officials in good standing, whether elected or appointed, from attending the National Service Training
Program-Civic Welfare in acknowledgment of their contribution in local governance and nation-
building.
