PROJECT BRIEF DESCRIPTION:


The Manila Metro Rail Transit System (MRT Line 3 or MRT-3) runs on 16.9-km route with
13 stations following the Epifanio de los Santos Avenue (EDSA) in Metro Manila,
Philippines.
As part of the MRT3 maintenance activities the following activities will be required for
MRT3 structures
1) Destructive or non-destructive test over the structures.
2) Local survey of the investigated structures.
3) Report of the analysis results.
4) Detailed topographic surveys.
5) Monitoring plan.
The Department of Transportation – Metro Rail Transit Line 3 (DOTr – MRT3) intends to

FOREWORD
This Topographic Survey Report is prepared in accordance with the requirement for
the CONSULTANCY SERVICES FOR URGENT REQUIREMENTS FOR STRUCTURAL
TESTING, TOPOGRAPHIC SURVEY AND MONITORING PLAN FOR MRT3 STRUCTURES
to enable all the people concerned with the project to know the qualitative and
quantitative conditions of the various MRT3 structures in connection with the
activities, performance, progress and the issues to be resolved, if any, during the
course of the field activities on the structural testing, topographic survey, and the
monitoring plan of the MRT3 structures.
Furthermore, this Topographic Survey Report covers the general observations and
findings as to the physical conditions of the structures of the various MRT3 structures
and preliminary recommendations on the “as-found” condition of the various MRT3
structures, specifically RETAINING WALL FROM BUENDIA STATION TO AYALA
STATION.

1 THE PROJECT
1.1 BACKGROUND OF THE PROJECT
The Government of the Republic of the Philippines through the DEPARTMENT OF
TRANSPORTATION – METRO RAIL TRANSIT - LINE 3 (DOTr – MRT3) intends to engage
the services of Local Consultancy firms for the CONSULTANCY SERVICES FOR URGENT
REQUIREMENTS FOR STRUCTURAL TESTING, TOPOGRAPHIC SURVEY AND MONITORING
PLAN FOR MRT3 STRUCTURES. These structures include
(a) All stations along MRT3 line;
(b) Guadalupe Bridge crossing;
(c) Access ramps to the MRT3 depot;
(d) Retaining walls from Buendia Station to Ayala Station; and
(e) Buendia Tunnel.
Shown in Figure 1.1 is the plan of the existing Line 3 of Metro Rail Transit (MRT3) along
EDSA from North Avenue, Quezon City to Taft Avenue, Pasay City:

1.2 PROJECT DESCRIPTION
The Manila Metro Rail Transit System (MRT Line 3 or MRT-3) runs on 16.9-kilometer route

The Department of Transportation – Metro Rail Transit Line 3 (DOTr – MRT3) intends to
engage the services of the consultants for the for structural testing, topographic survey
and monitoring plan for MRT3 structures.
These structures include:

i. All stations along MRT3 line. Structural tests over all the MRT3 stations destructive
and non-destructive coring, compressive tests on concrete, ultrasonic pacometer
test, etc.) need to be carried on as soon as possible to check the quality and the
strength of the materials and the number of reinforcements.
ii. Access ramps to the MRT3 depot. Structural tests (destructive and nondestructive
coring, compressive test on concrete, ultrasonic pacometer test, etc.) are required
over the ramp to access to depot to check the quality and the strength of the
materials and the amount of reinforcement.
iii. Guadalupe Bridge Crossing. The activities to be carried on Guadalupe bridge are
the followings:
 Conduct a theoretical dynamic analysis of the bridge to check the dynamic
behavior of the same. It must be done with 3D finite element software.
 Conduct a dynamic test with accelerometers along the span of the bridge. The
purpose of this test is to identify experimentally the free frequencies of
vibration and the vibration shape to be compared with the theoretical ones
obtained from numerical modelling. The experimental results obtained are
linked to all the geometrical and mechanical elements of the structure, and
represent a valid instrument for the control of the global behavior of the bridge
including the substructures and the foundations.
 Conduct a static load test over the bridge with optical measurements or
inclinometer. Optical measurements or inclinometers are necessary because
there is another bridge under the railway bridge, and it is not possible to use
classic displacement transducers applied on telescopic poles. The static load
tests are for the verification of the experimental deformation with the
theoretical one. The loads represented by trains are positioned accordingly
over the deck. The displacements deriving from the application of the loads
are carried out by level and optical micrometer. The deformations are reported
on paper.
 Conduct structural tests on the deck of the bridge (welding test, tensile test on
the materials, Brinell or Vickers test).
 Conduct structural tests on the sub-structures of the bridge (coring,
compression test, carbonation test, pacometer test, ultrasonic test, etc.).

iv. Buendia Tunnel and Retaining walls from Buendia Station to Ayala Station.
v. Detailed topographic-survey of the structures to determine the geometry of the
structures.
 Monitoring plan to check if there are displacements or rotations of the
structures. The monitoring activities will enable the DOTr-MRT3 Management
to determine if there are unusual movements in the structures.
 Tests on the materials (coring, compressive test on concrete, ultrasonic
pacometer test, etc.), in order to determine the quality of all adopted materials.
 Chemical test on concrete: Chlorides, carbonation, sulfates tests to determine
if the concrete is damaged by chemical agents.
 Local disruption of small part of the retaining wall to determine and obtain the
depth of the cracks, and visually check if the rebars are corroded.

1.3 OBJECTIVES OF UNDERTAKING IN THIS REPORT
This report discusses the topographic survey required per Terms of Reference (TOR) for
the facility RETAINING WALL FROM BUENDIA STATION TO AYALA STATION.

The objectives of the undertaking performed in this facility are to:
(a) Conduct the topographic survey using laser scanning to obtain actual data of the
“as-found” condition of the RETAINING WALL FROM BUENDIA STATION TO AYALA
STATION based on the test plans provided.

(b) Evaluate the topographic map and prepare conclusions with preliminary
recommendations for the next phase of detailed evaluation and rehabilitation of
the structural members of RETAINING WALL FROM BUENDIA STATION TO AYALA
STATION.

2 RETAINING WALL FROM BUENDIA STATION TO AYALA STATION
2.1 TOPOGRAPHIC SURVEY REQUIRED PER TOR
The following tabulation shows the screenshot of the recommended tests and
corresponding quantities as stipulated in Annex 2 of TOR List of Structural Tests
prepared by DOTr-MRT3 structural engineer Fabrizio Tuccari. Likewise, this report
covers the RETAINING WALL FROM BUENDIA STATION TO AYALA STATION.

2.2 TOPOGRAPHIC SURVEY


2.2.1 Field work activities
Survey works are conducted between Guadalupe and Magallanes Stations from
July 2019 to October of 2019. The required activities are conducted every after
operating hours during the night time where operations of the MRT-3 are
temporarily halted.
2.2.2 Scope of Survey Works
The detailed engineering survey includes the following scope of works:
a) Establishment of Project Controls and Benchmarks
b) Centerline Survey
c) Profile Survey
d) Cross-section Survey
e) Topographic Survey
f) Preparation of Survey Plans and Reports
Project control or Benchmarks shall be established at any acceptable vicinity of
the project area using at least secondary traverse precision and accuracy.
Previously established and or existing BLLM’s shall be made part of the project
control.
Laser scans are conducted at 10m intervals for the entire length of the survey
location, which is about 2 kilometers in length. This would be reflected or
visualized at each cross-section plan shown in the As-Built drawings.
2.2.3 Survey Area Information
a) Start and End Points - the start and end points of the survey area is
approximately 2 kilometers apart. Station 1 is the first station where the laser

scans are located. It is located below the flyover from Epifanio de los Santos
Avenue going to Ayala Avenue. Station 201 is the last station for the field
works and it is located below Antonio Arnaiz Avenue. It is also in the middle of
EDSA-Ayala Tunnel, where the right side is southbound going to Taft Avenue
and the left side is northbound, going to North Avenue.

b) Survey Area Description – this is the portion of the MRT-3 where the railroad
line is mainly underground. The first portion is the underground tunnel which
houses the Buendia Station. The next portion is the railroad with the retaining
walls on both sides, with the Epifanio de los Santos Avenue located above the
retaining wall on both sides. This location houses the Ayala Station before the
railroad gradually rises to its conventional above ground form going to
Magallanes Station.
2.2.4 Survey Control Accuracies
Required control accuracies as per Terms of Reference were strictly observed with
the following tolerance:
a) Accuracy of GPS observation: 100 mm – 2 ppm x 𝐿𝐿 (where 𝐿𝐿 = length of
baseline in m)
b) Precision for Horizontal Control: 1:5000
2.2.5 Survey Methodology
a) Primary Site Inspection – ocular inspection of the site for determining the
suitable control points to serve as reference stations.
b) Securing of site – conducted before every data acquisition to ensure that the
scanning site is safe. This is done by placing the necessary hazard markers,
traffic cones, traffic signs, and assigning a field personnel to manage
incoming traffic.
c) Data Acquisition/Field Works – where all lasers scan per station are
accomplished using the survey points marked during the site inspection
phase. Multiple scans are conducted to produce an accurate and high-
definition 2D drawings although out the survey area.
d) Preparation of preliminary drawings – finished scans are then processed into
a cloud file (.rcp) and then finally digitized using Autodesk Recap and Civil3D.
e) Preparation of final drawings –checking, revisions, and preparation of the final
plans are accomplished during this stage, so the drawings are acceptable to
the client before printing and delivering.
In summary, the following highlights of the topographic survey conducted at the
survey sites along MRT-3 route between Guadalupe and Magallanes Stations are:
a) Establishment of Control Points - there are 2 benchmarks established with
both horizontal and vertical data within the project area. It would also be the
basis of where the scans would be located.
b) Laser scanning - total length of the area surveyed is approximately 2
kilometers in length, and scans are conducted at 10m intervals using the latest
scanning devices such as FARO, REIGL, and RTK.

2.2.6 Photos of Actual Survey
a) Actual pictures during the survey works are shown along with all the surveying
equipment and laser scanners used. Positioning of these devices according to
the limits of the actual survey site are also shown.

b) After the data acquisition, the process of digitizing the laser scans (conversion
into .rcp file) and then plotting them into As-Build drawings using Autodesk
programs (Recap, Civil3D).
