PROJECT PROPOSAL
In order to understand the situation in Afghanistan, we have to look the background the country.
Afghanistan is descending toward one of the world’s worst humanitarian crises with an economy in free-
fall. As the harsh winter season is going on, aid agencies have warned that over half the country’s
population — a staggering 22.8 million people — will face acute food insecurity, including 3.2 million
children under five.
The country is already facing a double-digit decline in GDP, rising prices of food and other necessities, and
increasing unemployment, poverty, hunger and potential starvation. But if nothing is done the situation
will get even worse, especially with the approach of winter.
In the absence of action, major parts of the Afghan economy will remain in free-fall and the urban sector
will completely collapse. As a result, hunger and privation will increase further, already large humanitarian
aid needs will multiply, and millions of desperate Afghans will be forced to try to leave the country.
While the access of the people of the country to food is limited by the effects of factors such as conflicts,
economic difficulties and insecurity, combined with the situation created by the cold, people in many
provinces of Afghanistan are in serious need of basic things like blankets, shelter, food etc.
Balkh Province:
Balkh is one of the 34 provinces of Afghanistan, located in the north of the country. It is divided into
15 districts and has a population of about 1,509,183, which is multi-ethnic and mostly a Persian-speaking
society. The city of Mazar-i-Sharif serves as the capital of the province. The Mazar-e Sharif International
Airport and Camp Marmal sit on the eastern edge of Mazar-i-Sharif. The province serves today
as Afghanistan's second but main gateway to Central Asia, the other being Sherkhan Bandar in the Kunduz
Province. Balkh Province borders Jowzjan, Sar-e Pol, Samangan and Kunduz provinces, and the Surxondaryo
Region of Uzbekistan to the north.
Mazar-i-Sharif:
Mazār-i-Sharīf, is the fourth-largest city of Afghanistan, with a population estimate of 500,207 people. It
is the capital of Balkh province and is linked by highways with Kunduz in the east, Kabul in the
southeast, Herat in the southwest and Termez, Uzbekistan in the north. It is about 55 km (34 mi) from
the Uzbek border. The city is also a tourist attraction because of its famous shrines as well as
the Islamic and Hellenistic archeological sites. The ancient city of Balkh is also nearby. Mazar-i-Sharif is the
regional hub of northern Afghanistan, located in close proximity to both Uzbekistan and Tajikistan.

In this Project:
We will purchase the 910 food packets and deliver it to the 910 poor, needy and deserving families of
Aqcha, Afghanistan. KF Head office and field officer at Afghanistan will be responsible to implement this
project and taking pictures and videos of the food packets distribution with monitoring and evaluation.
Project Proposal:
Writing and submitting the project proposal to the donor.
Getting approval e-mail from the donor.
Project Implementation:
After receipt of fund from Al Imdaad Foundation, purchasing committee is asked to purchase the
items as per requirement of various areas
Items are packed and loaded in the truck to transport to Afghanistan
Banners for the packet’s distribution will send to our field staff in Afghanistan to use in the
distribution
Instructions for photography and videography are issued to all concerned for good result
Items will be distributed as per the plan
Packets are issued to the most deserving people of the selected area which is the aim and objective
of the donor.
3.2 Please describe the necessary skills & experience your organisation has to ensure completion
of the project and its success. Please let us know if you implemented a similar project in the past:

Khubaib Foundation is implementing the project according to Program Management Procedures. This
project is one the project that a serial number of the projects have been implemented before in
collaboration with the local authorities and some donor as well.
KF has a field staff in Afghanistan. The staff is belonging to KF itself. The staff is implementing;

Monitoring and Evaluation (with supervision of Afghanistan Country Director)
Collection the data, pictures and videos
Reporting the feedback reports and closing the file as per request the donor organization.
3.3 Please outline the process by which you seek to supervise the implementation of the project and
to monitor whether the aims and objectives have been achieved:
Procurement manager of the KF will ensure the quality and quantity of the items according to the project
proposal. Administration of the KF will ensure that these items will reach to our site office in Afghanistan.
Our field staff in Afghanistan will be responsible to deliver these items to the deserving families of Mazar-i-
Sharif city and ensure to achieve the specific objectives and completion of the project. Our media team in
Afghanistan will take high resolution pictures and videos of the distribution

Bank, etc.), and for this reason we require publicity materials which demonstrate that projects are carried out satisfactorily. The
