and Certificate Issuance System

INTRODUCTION

In an effort to help the barangay makes a good and systematic

governance. A simple issuance of barangay clearance, business permits,

and indigence can be considered as a good governance of a barangays

for the officials will be monitoring what the residents of a barangay was

into. We know that the barangays has a record of every residents

already, but in a manual recording system. Whereas, there can be a

many conflicts in implementing the manual recording of information of

every residents of the barangay.

During regular days, every request made by the resident would

take minutes, but there is a possibility of longer waiting time for the

resident in order to process because of the tedious search on the records

found in their cabinets which paralyze resident’s service. The monitoring

system of a barangay rely on papers. All of the relevant information are

encoded and placed in a long folder.

Whereas, it can be just in an easiest way. We are aware of the

proliferation of integrating information and communication technology

around the world. So why we’d make use of it to make all the data of

every residents secured and making the process of getting a papers

(clearances and certificates) easy and hassle-free. The proponents are

planning to make a Barangay Gimaga Residents’ Record and Certificates

Issuance System and it will be called Gime-Sys or Gimaga e-System,

wherein it’s a multipurpose systems applied in managing and

maintaining the data of every residents.

SIGNIFICANCE OF THE PROPOSED PROJECT

Generally, these proposed projects benefits in the barangay and

its residents is that they will make a less and hassle-free recording and

in managing the data of every residents. The proposed system will have

a significant effect on both the residents of the barangay and the

sangguniang barangay in able to make their work efficient, wherein who

manage the system including the barangay itself. The implementation

of this system will make the methods of keeping the files change

wherein the barangay is accustomed of. The system will ensure that all

the data/records of the barangay will be true, updated and will make no

redundancy of data for an accurate information of every resident.

Furthermore, all the records of every residents will be sort out orderly

and it will make a census-type system that will determine the whole

population of the barangay in a click-away. The system will be ensured

that it is safe and secured in way that it will require an administrator’s

authorization before accessing all the files of the barangay, wherein you

will input first the administrator’s username and password itself.

Specifically the benefits of this system are the following:

1. Organize and monitor barangay records in an easy way.

 2. Reduced paper works and eliminate redundancy of work and

records of the residents.

3. Generate barangay records

4. Generate barangay certificate based on resident information

stored in the system.

5. Monitor and manage all the recorded blotters and its status.

DIFFERENCE WITHOUT THE SYSTEM

The following are the difference of having the system (Barangay Gimaga

Resident Records Management System and Certificate Issuance

System) to the old method system wherein paper works are given:

1. Difficulties in finding documents.

2. Unsecured storage.

3. Time consuming in processing barangay permits, clearances,

certificates etc.

4. Forgotten log in records of a resident who’d transacts to the office

of the sangguniang barangay.

5. Difficulties in finding a blotter reports.

6. Redundant information of the resident resulting in loss of accuracy

of every information.

PRESENTATION OF THE SYSTEM

Gime-Sys ’’hi-me-sîs (Gimaga e-System) - is a database management

system wherein it will able to make the management, issuance of a

certificates, permits, and clearances effortless. It can be considered as

an all-in-one system for the barangay.

The barangay officials (Chairman and the Kagawad), each

of them has the capability to access and run the system (Gime-Sys),

they just need to log-in as administrator with a same password for

everyone to secure the management and maintenance of the

barangay’s information

Security futures, the Gime-Sys implicit the security and

safeness of all the files and records, wherein it will be stored to a secured

storage called the repository. This will help their barangays keeping
important files where it was sorted orderly. There will be a log-in form

interface before you can access the system (Gime-Sys).

Registered residents and their information, monitoring of

every household in the barangay takes time to record all every year.

Gime-Sys will enable them (residents) to register to the system, wherein

there will be a provided form for the residents that will ask for all their

information needed in managing their (barangay officials) barangay.

Issuance of permits, clearances and certificates, the Gime-

Sys allows the administrator to print and issue permits, clearances, and

certificates and will record the date and time of the resident where

he/she requested a permits, clearances, and certificates.

Deleting, updating, saving, searching and printing of

data/information of the barangays, the Gime-Sys will allow the

administrator to update any information from the residents and also to

delete it. Whereas, it will also allow the administrator to print all the

list of household residents of the barangay.

Records blotter reports and its situation, the Gime-sys will

allow the administrator to record any blotter reports wherein you can

also determine if the blotter was settled already or not.

Census-like Feature, the administrator can view the over-all

population of the barangay also the population in every zone and can
also determine those who are the Senior Citizen and PWDs in their

barangay.

SAMPLE PLAN

The plan of implementing of the proposed system which is the

Gime-Sys or Gimaga e-System will be tackled in this section. The table

below will include the date, the work to be implemented during that

day.

EXPECTED OUTPUT

The following images that will be shown below will be the

expected output of the system. It will show all the function of every

sections and what you’ll be expecting from the system as it was

implemented in the barangay. You will also understand how the

system will be working.

 Image I. The image shows the interface of the system when the
administrator is not yet logged on the system.

Image II. The image shows the log in form where the administrator is
the only one who can access the system.
 Image III. The image shows the interface after you provided the
username and password at the log in form of the system.

Image IV. The image shows the interface when you click the New
Resident. The system will provide you the New Resident Form in able
to register new resident.
 Image V. The image shows the example of an interface wherein a
resident want to request a barangay clearance. The other request
(barangay indigence or business permit) has a similarities with this in
requesting such a documents. At first the system will request your full
name, your birthday, the community tax certificate number and when
it was issued and the amount you’d paid depending on the documents
you are requesting of. Whereas, the system will have you also the
section for purpose where you will provide the system in getting a
documents.

Image VI. The image shows the interface after you click the generate
documents in the form. It will redirect to a pdf file where the content
of it is the document where the resident is requesting and also it will
provide automatically the residents’ information needed. And after you
can see the documents appear you can print also.
