2.0 STATEMENT OF POLICY AND AUTHORITY

The management of ASY is fully committed to meet all ASME Boiler and Pressure
Vessel Code requirements for shop Construction and/ or field assembly of Pressure
vessels, and Parts in accordance with ASME BPV Code, Section VIII Division-1 and
for Shop and/or Field Repairs and/or Alterations to Metallic Pressure Retaining Item
(PRI) in accordance with the National Board Inspection Code as a minimum and the
quality control system described and procedures referred to in this Manual.

The QSD is hereby given the authority and responsibility for the administration and
implementation of system described in this Manual and has the authority and
organizational freedom to identify Quality Control problems, control further
processing, provide corrective action, verify resolution of Quality Control problems,
establish, maintain and audit various system described in this Manual.

Some of the functions like design, forming, heat treatment, NDE etc. may be
performed by others as detailed in this Manual. However, the concerned person in
ASY as described in this Manual will be responsible for ensuring that all work
performed by sub-contractors comply with Code requirements.

At present certifications, authorizations and approvals are indicated by written dated

signatures. Wherever in future if any other method will be employed, controls and
safeguards shall be provided and described to ensure the integrity of certifications,
authorizations and approvals.

Employees are responsible for their assigned activities. They may delegate the
performance of their assigned duties to qualified and when required certified
individuals, but they shall retain the responsibility for their assigned activities.

When problems cannot be resolved between the QSD and other management
personnel, they shall be presented to me for resolution in accordance with Code this
Manual and Good Engineering Practice.
