14.1. ASY shall have in force at all times an inspection contract or agreement with
an ASME and NB accredited Authorization Inspection Agency (AIA) to provide
services of Authorized Inspector (AI) / Repair Inspector and Authorized
Inspector Supervisor (AIS) as required by the Code. This AIA (herein identified
as the AIA of Record) shall be identified on the application submitted to ASME
and NB for a new issuance or renewal of Certificates of Authorization.
14.2. The AI is the Authorized Inspector as defined by the Code, who is regularly
employed by the AIA of Record and who holds a valid National Board
Commission Card with “AI” Commission. The AIS is the person who holds
National Board Commission Card with “B” endorsement and designated as
such by the AIA of Record. Repair Inspector for Repair & Alteration work is
defined in NBIC and he shall have “R” Endorsement on his National Board
Commission Card.
14.3. The AIA of Record shall perform all required inspections at the shop location
identified in the Certificate of Authorization and field site locations controlled
from the shop location and for the type of work listed in the scope of the
ASME Certificate of Authorization.
14.5. Whenever an AIA other than the AIA of Record is used for performing field
inspections, the following requirements shall be met.
a) Inspection agreement is signed with the second AIA for providing
specific inspection services.
b) The Code activities are performed in accordance with this Manual.
c) Controlled copy of this Manual is made available for AI of second
agency at field sites.

14.6. QSD shall be responsible to ensure that there is in force at all times an
inspection agreement with an AIA to provide inspection services. He shall
notify ASME & NB whenever the agreement is cancelled or changed to another
accredited AIA.
14.7. The QSD arranges for the AI to have free access to the shop, field sites and
sub-contractors’ facilities wherever Code work is being performed.
14.8. When requested by the AI, inspection points will be inserted in the ITP before
the start of fabrication for those operations he may wish to witness or verify.
14.9. The QSD in shop or Field QA/QC Inspector at Site is Company’s liaison with the AI,
and is responsible for keeping him informed of the progress of Code work so
that he may make his designated inspections.
14.10. The AI has access to and is provided with all drawings, calculations,
specifications, procedures, process sheets, repair records, test and
examination results, QC records or any other documents to perform his
duties.
14.11. NCRs for Code non-conformities are submitted to the AI together with
proposals for dispositions for his review and acceptance.
14.14. The final records, together with the completed MDR/MPDR certified by the
QSD are submitted to the AI for his review and acceptance. The application of
ASME Certificate Mark Stamp shall be done in the presence of AI.
14.15. A current controlled copy of the QC Manual is made available for use by the
AI in shop and at field site.
14.16. The AI will be given the opportunity to review all changes to the QC Manual,
before they are issued to Manual Holders or implemented.
14.17. The QSD will assist the AIS during his required audits, and the AI while
monitoring the QC system.
14.18. Only AIA of record is responsible for acceptance of the QC Manual and
changes to it.
