GOALS OF HUMAN RESOURCES:

• The goals of H.R. are: to hire, retain,


develop, and motivate personnel.
• This is accomplished through: H.R.
planning, recruitment, selection, placement,
and evaluation of personnel, staff
development, and collective negotiations
• This goals are carried out by the school’s
governing and coordination bodies

ORGANISATIONAL STRUCTURE: HUMAN RESOURCES

The management of human resources is an essential factor for


the effectiveness of the school’s functioning. It contributes to
taking advantage of the potential and initiative of each
person/teacher with the aim of achieving the school’s vision and
mission.

In the analysis of HR we can take into consideration the


following perspectives:

HUMAN RESOURCES STRUCTURE :

Vertical Constituted of individual officers (unipersonal


bodies) and collegiate governing bodies
Structure which can take executive decisions

Horizontal Constituted of coordination bodies which


support the operativisation of central tasks

1. Public schools must have, at least, the following
governing bodies:

a) The headteacher.
b) The teachers’ assembly.
c) The management team.
d) The school council

The school council and teachers assembly are collegiate


bodies of participation in the school government.

SCHOOL COUNCIL (ART. 148 LEC)

The School Council is the main body of


community participation in school governance.

Members:
• representatives of Parents’ Associations
• Teachers representatives
• Students representatives
• headmaster
• head of studies
• secretary
• a representative of the town council
• a representative of the non-teaching staff.

SCHOOL COUNCIL (ART. 148 LEC)


- To approve and assess PEC, management project ,
Rules and Regulations and School Annual Plan.
- To be informed of the list of candidates for the post of
headteacher and the projects they submit.
- To participate in the selection process of the school’s
headteacher
- To be notified of the appointment and dismissal of
other members of the management team.
- To decide upon pupils’ admission in accordance with
the corresponding regulations.
- To write proposals and reports, initiated by the
school council or at the request of the educational
authority, about the functioning of the institution

SCHOOL COUNCIL (ART. 148 LEC)
- To be informed of the resolution of disciplinary conflicts and
guarantee that they comply with the current regulations.
- To propose measures and initiatives favouring coexistence in the
school, gender equality and the peaceful resolution of conflicts in all
areas of personal, family and social life.
- To appoint one person in charge of encouraging educational
measures promoting real and effective equality between men and
women.
- To promote the maintenance and renewal of both school facilities
and equipment, and approve the acquisition of additional resources.
- To determine the guidelines for the collaboration, for educational and
cultural purposes, with local authorities, other schools, institutions
and bodies.
- To analyse and assess the general running of the school, the
evolution of academic performance and the results of the internal
and external evaluations.

TEACHER‘S ASSEMBLY (ART. 146 LEC)


• To draw up the proposals of the school projects including the annual
planning and to establish criteria regarding student’s guidance, academic
supervision and assessment.
• To promote initiatives in the fields of pedagogical innovation and research
and teacher training.
• To choose their representatives in the School Council and participate in the
selection of the headteacher.
• To be informed of the list of candidates for the post of headteacher and
the projects they have submitted.
• To analyse and assess the general running of the school, the evolution of
academic performance and the results of both internal and external
evaluations.
• To be informed about the school rules and regulations, the resolution of
disciplinary conflicts and the imposition of sanctions, as well as
guaranteeing that they follow the regulations in force.

- To call and preside over the official functions and meetings


of the School Council and the Teachers’ Assembly, and
implement the agreements reached by such bodies.

- To hire works, services and supplies, as well as authorise


expenses in accordance to the school budget, order
payments, and endorse the official school certifications
and documents, as laid down by the education authorities.

- To formulate proposals to the education authority as


regards the appointment and dismissal of members of the
management team, subsequent to notification to both the
Teachers’ Assembly and the School Council.
