SUPPLEMENTAL GUIDELINES FOR SINING BAYANIHAN 2022

Refer to Memorandum from TDPCR re: Intensification of Youth Participation against Illegal Drugs and
Terrorism dated May 26, 2022 through the guidance of OIC, PLTGEN VICENTE D DANAO JR.,
during NHQ Staff Conference held on May 25, 2022, Executive Order 70, and Executive Order 66.

The Sining Bayanihan 2022 competition aims to promote the KKDAT values of youth
empowerment against drugs and terrorism, active citizenry and participation in nation-
building towards unity and progress, patronage of Philippine cultural heritage and
passion for what is indigenous and local, and the Filipino core values of
pakikipagkapwa, pagiging maka-Diyos, pagpamahal sa pamilya at pangangalaga sa
kalikasan.
The theme for this year is, “Kabataan Tayo Mismo: Pwersa ng Pagkakaisa at
Bagong Pag-asa (We the youth – the force of unity and new hope)”.

A. PERFORMING ARTS

ORIGINAL SONG COMPOSITION


Theme: “Kabataan Tayo Mismo: Pwersa ng Pagkakaisa at Bagong Pag-asa (We the
youth – the force of unity and new hope).

1. Songs should be written in English, Filipino or Local Dialect, and lyrics and
tune must be ORIGINAL.
2. The song should be played with a BAND (can be FULL or ACOUSTIC) in
collaboration with bona fide KKDAT members and the PNP Combo, or at
least, one PNP musician. Indigenous and tribal instruments are also
encouraged to be used.
3. Lyrics should not include any profanities, inappropriate sexual innuendos,
and/or any culturally-inappropriate and conflict-insensitive lyrics, and should
generally be youth-friendly.
4. Choice of the genre is up to the competitors however, upbeat with a fast
tempo is encouraged.
5. Total Running Time (TRT) should be a minimum of 3 minutes up to 5
minutes maximum.
6. Lyrics should be provided with proper translation in English or Filipino and
should be saved in PDF file format. The file should also include the names
of the composer, writer, and band members and roles. The font should be
in Arial, size 12. Spacing should also be 1.5 with normal margination. The
paper size shall be A4.
7. Lyrics should be included in the MTV in a form of subtitles.
8. Logos of Chapter/Council and the PNP Office who supported must be
reflected either at the start of the MTV or in the end. Credits and names
should be reflected at the end of the video.
9. Files for submission should include (1) MTV in MP4 Format, (2) Original
MP3 recording, and (3) PDF file of Lyrics. Files should be renamed,
“ORIGINAL SONG COMPOSITION_Region_MTV/RECORDING/LYRICS
Entry A/B”. Please label A or B since there will be TWO (2) Entries per
Region.
10. Should there be NO PROPER RECORDING, please extract audio from
video or convert the video to MP3 and save it (e.g. uploading MTV to
Youtube and downloading it as MP3).

CULTURAL DANCE
Theme: “Kabataan Tayo Mismo: Pwersa ng Pagkakaisa at Bagong Pag-asa (We the
youth – the force of unity and new hope)

1. Entries should be any legend, folk story, cultural practice or a documentary


of important socio-cultural and even political event of an indigenous
community in your respective Region/Province or locality.
2. Dances to be performed shall be cultural and freely interpretative in nature
with dancers only up to 15 members.
3. Contingents can choose any songs they choose so long as they have
cultural elements. Local songs are highly encouraged to be used with proper
credits to the composer or artist. It could be a remix or can be only one
piece.
4. Contingents can also choose to have live instruments instead of any
recorded songs.
5. Cultural appropriation is strictly prohibited. Costumes, choreography, and
gestures should at least be close to what is accurate and should not be
inappropriate or offensive to any cultural tribe in the Philippines. Dance and
tribal inspiration should be stated at the start of the video (e.g. "Inspired by
the Higaonon People of Agusan del Sur" or can be as broad as "Inspired by
the tribes of Northern Luzon").
6. The use of flammable, sharp, and live animals as props is strictly prohibited.
7. If music or song of choice has lyrics, please translate them into English or
Filipino and include them as video subtitles.
8. The performance will be at least three (3) minutes long, and will not exceed
five (5) minutes from the entrance to the exit of dancers. Video and/or
performances should not exceed five (5) minutes.
9. Excessive effects and transitions are also discouraged. Videos should be in
landscape form and should include proper credits in the end.
10. Logos of Chapter/Council and the PNP Office who supported must be
reflected either at the start of the video or at the end. Credits and names
should be reflected at the end of the video.
11. The file for submission should be in MP4 Format. Files should be renamed,
“CULTURAL DANCE_Region Entry A/B”. Please label A or B since there
will be TWO (2) Entries per Region.

SHORT FILM
Theme: Unity and expression of Filipino Cultural Heritage

1. Short Films should be in line with the given theme, not the general theme.
2. The film Title should be stated at the start.
3. Languages to be used can be English, Filipino or local Dialect. Should
dialects be used, kindly include translated subtitles in English or Filipino.
4. Total Running Time will be 10-15 minutes, including credits and
preliminaries.
5. The script should not include any profanities, inappropriate sexual
innuendos, and/or any culturally-inappropriate and conflict-insensitive lines,
and should generally be youth-friendly.
6. Cultural appropriation is strictly prohibited. Costumes, languages and
gestures to be showcased should at least be close to what is accurate and
should not be inappropriate or offensive to any cultural tribe in the
Philippines. Tribal inspiration should be stated at the start of the video (e.g.
"Inspired by the Higaonon People of Agusan del Sur" or can be as broad as
"Inspired by the tribes of Northern Luzon").

- The quality of cinematography or videography demonstrated in the work.

B. VISUAL ARTS
VIBER STICKERS
Theme: KKDAT life and community organizing for the fight against illegal drugs and
terrorism.

1. The sticker pack should be in line with the given theme, not the general
theme.
2. Stickers should be in .PNG file format and will therefore be in a form of
DIGITAL ART. Forms are not limited to regular shapes and can be shaped
irregularly, as long as the background is set to transparent.
3. Sticker packs shall be composed of 10 stickers each which amounts to one
entry.
4. Watermarks are highly encouraged but should be subtle.
5. Sticker packs should be uploaded in a Google Drive Folder labeled "VIBER
STICKERS_Region Entry A/B". Individual stickers shall be renamed,
"REGION_Entry A/B_#" (e.g. REGION1_Entry A_1, REGION1_Entry A_2,
and so on). Please label with Film Title since there will be TWO (2) Entries
per Region.

EDITORIAL CARTOONING
Theme: Featuring any KKDAT Hugot

1. Editorial Cartooning should be in line with the given theme, not the general
theme.
2. Cartooning should be drawn traditionally on an A4-sized bond paper and
should occupy half of the paper. Observe cleanliness of work and proper
shading.
3. Details should be placed directly under the drawn cartoon in this format:

COMIC STRIP
Theme: The KKDAT’s fight against the Use of Prohibited Drugs and Terrorism

1. Comic Strip should be in line with the given theme, not the general theme.
2. Comic strips can be drawn traditionally on an A4-sized bond paper and
should occupy half of the paper or be drawn digitally. Ensure lines and
details are clear, cleaned, and well-defined.
3. Comic strips can only have four (4) frames.
4. Details should be placed directly under the drawn cartoon in this format:

C. LITERARY ARTS
SPOKEN POETRY
Theme: “Kabataan Tayo Mismo: Pwersa ng Pagkakaisa at Bagong Pag-asa (We the
youth – the force of unity and new hope).”

1. Literary pieces should be written and performed in English, Filipino or


Local Dialect, and should be ORIGINALLY WRITTEN. Plagiarism is
STRICTLY PROHIBITED.
2. The poetic piece should be performed with a group of at least two KKDAT
members and more. Make sure that words are clearly enunciated. Pre-
recordings are also allowed.
3. The poetic piece should not include any profanities, inappropriate sexual
innuendos, and/or any culturally-inappropriate and conflict-insensitive
lyrics, and should generally be youth-friendly.
4. The performance will be at least three (3) minutes long, and will not
exceed five (5) minutes, including credits.
5. Should the performance include any cultural elements, cultural
appropriation is strictly prohibited. Costumes, languages, and gestures to
be showcased should at least be close to what is accurate and should not
be inappropriate or offensive to any cultural tribe in the Philippines. Tribal

1. The essay should be encoded and saved in PDF format for submissions
and should be written in English. Plagiarism is STRICTLY PROHIBITED.
2. The Word count should be at least 500 words and not more than 2000.
Observe proper grammar, punctuation, and wording.
3. The essay should not include any profanities, inappropriate sexual
innuendos and/or any culturally-inappropriate and conflict-insensitive lyrics,
and should generally be youth-friendly.
4. The font should be in Arial, size 12. Spacing should also be 1.5 with normal
margination (1” each side). The paper size shall be A4.
