more secure payment systems". European consumers, who are used to using PINs with their

But America' s reluctance to adopt the new technology is about more than just upfront costs. After
all, European companies faced the same obstacles. There are two main reasons for the split.
The first is technological. During the 1990s, American credit card companies got much better at
detecting potentially fraudu lent purchases and stopping them at the point of sale. Their European
competitors didn't quite keep up. That meant Europe had a disproportionate incentive to switch
to chip-a nd-P IN. The second difference is regu latory. Since European credit-card companies are
responsible for paying most of the costs of fraud, they have a sign ificant incentive to reduce it.
American cred it-ca rd companies, whi ch operate under looser regu lations, have been able to pass
on much of the cost of fraud to reta ilers and even consumers, and thus have had little incentive to
spend money to reduce the costs of fraud.

Since retai lers are responsible for a good chunk of the costs of fraud in America, they are now
leading the way in making the switch to chip-and-PIN. Home Depot, Target, Walgreens and

Fans of James Currie's successfu l television show, Aerial Assassins, will be delighted to learn
that he has published a book detailing his lifelong study of birds around the world . While a faculty
member at University of Cape Town, Dr. Currie stud ied hundreds of birds, catalog ing their physica l
characteristics, feeding habits, and travel patterns. All of th is information is neatly captured in the
book's intricate charts and thorough appendices.

However, much of th e pleasure lies in the author's recou nting of his personal experiences as he
observed these magnificent creatures, as well as from the stunn ing color photographs by the skillful
Joel Sartore . Overall, the book should appeal to the casual reader, although the section by Charles
Bend ire seems out of place and too technical for non-special ists.

I frequently travel for business, often carrying frag ile samples with me on flight. Most carry-on s these
days are soft-sided, so it was a relief to find something that offers adequate protection. I've been
mostly happy with the carry-on, but the larger bags have cau sed some problems. My black cases look
so similar to everyone else's that other travelers have almost mistaken mine for the irs! More variety
would be nice.

I also have some reservations about the mechan ical elements of this set. In particular, the retraction
mechanism of the wheels appears so delicate ly constructed as to be in danger of co llapse .
