 Coordination with all 34 Provinces top management, (governors, deputies, mastofies and provincial directors) about budget
plan, preparation and other assessment of the different reforms.
 Analyzing the TOWN Hall Meetings Projects
 Support capacity assessments in terms of promoting provincial/program budgeting;
 Identify institution and policy gaps and make recommendations to MOF for their work plan & action;
 Ensure that Provincial Development Plan is developed based on ANDS priorities and Sector Strategies;
 Assist the MoF staff in supporting line ministries in developing provincial strategies and objectives and reflecting those
strategies and objectives in their budget submissions;
 Analyze line ministries’ expenditures in provinces and provide guidelines in line with provincial budgeting policy and
objectives;
 Facilitate increased participation of provincial representatives in the budget hearing process;
 Assist the MoF staff to support pilot ministries in the preparation of the Budget Submissions;

 Design and provide training to line ministries and provincial directorate on all aspects of provincial budgeting e.g. budget
types, criterions for budget allocation to provinces, procurement, costing, project management, planning and execution;
 Based on the initial findings from the pilot phase of provincial resource allocation and in close consultation with the pilot
provinces, assist the MoF staff in examining current processes related to provincial budgeting to prepare recommendations
to improve the engagement of provinces in budget formulation, execution and reporting;
 In consultation with the relevant sector focal point, assist ministries in developing benchmarks at the provincial level to
measure outputs and outcomes of programs and to assess programs’ impact on the economic environment;
 Maintain close consultation and coordination with other stakeholders e.g. USAID or its agencies, DFID, WB, IDGL,
parliament budget office and others.
 In consultation with stakeholders, provide guidelines and concept papers on sub-national governance issues where
appropriate;
Take part in all meetings of MoF Provincial Budgeting Team and assist the team in aspects of integration related to
provincial budget.
