Lesson 12
Return of the Americans

McArthur returned in September 1944 with the American forces. Learning about this,
Commander in Chief General Yamashita moved his government from Manila to Baguio.

It was on December when Laurel, his family and some cabinet members moved to Mansion
House Compound in Baguio. There they experienced poor sanitation and scarcity of foods. On
March Laurel and his cabinet were ordered to proceed to Japan. The cabinet rejected the order
so Laurel requested the Japanese to allow him to go alone. Ambassador Murata did not
approve the request and ordered that Laurel and the leaders of the cabinet should go to Japan.
Laurel with his family and some Filipino officials went to Tuguegarao where a plane was
prepared to take them to Formosa.

They stayed in Formosa for two months before they went to Japan. Learning about Japan’s
surrender he dissolved his government in August 1945.

Lesson 13
His Arrest

Laurel and some cabinet members were arrested in Japan and were taken to Yukohama then to

Sugamo Prison. Laurel assumed that they were charged of treason so he wrote his difense on
the blank pages of the book The Word in 2030 AD, the only thing he was allowed to bring with
him.

They stayed in prison for ten months. In July 1946 Laurel and the others returned to the
Philippines to be transferred to Bilibid in Muntinlupa. He learned that they were charged of 129
counts of treason and their prosecutor would be Lorenzo Tañada, his former student.

Laurel paid a bond of 50, 000 that allowed him his provisional release. He was eager that he
would win the case but it was dismissed when Proclamation no. 51 was approved, granting
acquittal of those charged with treason. When he was inside the prison, he wrote “The Ten
Basic Principles” or Pro deo et Patria

PRO DEO ET PATRIA (FOR GOD & COUNTRY)

1. I believe in one Eternal God, Creator and Sustainer of the universe.

2. There is no power but of God; the powers that be ordained of God
3. I am a Christian and as such hold that every man is man’s brother and equal. I am against
any discrimination on account of race creed or color.
4. Man lives in a triple world; physical, intellectual and moral. To live a purposive and fruitful
life we must abide by the laws that governed this triple world.
5. The foundation of good government is morality; the basis of morality is righteousness
which is divine.
6. Freedom is a divine endowment and is not a matter of grant of concession by the earthly
powers that be.
7. The fruitful enjoyment of freedom does not depend upon any fixed political formula but
upon the observance of freedom’s own inherent limitations.
8. The essence of republicanism is popular representation and control. Republicanism
vitalized by state socialism is the best form of government to the Filipinos in this epoch.
9. Until the unity of religion is achieved, the Church and the State must remain completely
apart and separate.
10. Not mere material prosperity or physical powers but intellectual development and moral
perfection should be the Goal. National Planning is essential if the Philippines is to extricate
herself from her present condition of helplessness and puppetry and if she is to play a more
effective role in the moral integration of the world and the establishment of universal peace.

Manuel Roxas died in Clark Airbase sometime in 1948 and was replaced by Elpidio Quirino who
also ran in the 1949 presidential elections. Seeing Quirino’s failure as president, Laurel got far
more motivated to run for the post against him. Laurel formally announced his candidacy with
running mate Manuel Briones.

Laurel and Briones campaigned in the provinces while Quirino and Lopez campaigned in the
cities. During the time, Laurel was charged of being a guerrilla and was accused of tax evasion
of about P536, 919.44. An amount Laurel couldn’t have earned in his lifetime.

Laurel and Briones lost to Quirino’s team in what was said to be the dirtiest election of all time.

September 1951 when he began his third senatorial campaign. He reiterated his favorite theme
that Asia is for Asians. The National Movement for Free Elections or (NAMFREL) was also
established to safeguard the integrity of elections under the supervision of the military force.
Laurel won against Gil J. Puyat and won all the senator candidates of the Partido Nacionalista.

Lesson 15
Life after Senate

Laurel’s fondest dream was finally realized in 1952 with Lyceum of the Philippines, the school
he established and called “university of the masses.” The following year Magsaysay won against
Quirino. 1954 Magsaysay gave Laurel the power to review the Trade Agreement of 1946, and
the two countries finally signed and ratified the Philippine-United States Trade Act of 1946
( Laurel-Langley Agreement) on December 15, 1954.

January 22, 1955 Laurel arrived and was greeted like a hero. He continued his reform agenda for

Education

Believing so much in the potential of education to uplift morality, Laurel submitted a bill
proposing the study of Rizal’s life in college and the study of his writings in high school (Noli Me
Tangere and El Filibusterismo Even before his retirement in 1957 he was asked to run once
again for Presidency but his wife did not agree to it since Laurel was already ailing.
The Committee of Citizens was also established in May 1, 1958 at Unity Movement for National
Survival on October that year as well.

However, in March 1959 he was awarded the Philippine Legion of Honor with the degree Chief
Commander by President Carlos P. Garcia.

After this, he established Philippine Banking Corporation a metropolitan offshoot of his

Tanauan loan facility, Square Deal Corporation.
