-Abstract:
There is no doubt that one of the most important elements of scientific research and development
is to provide academic freedom. This latter addresses the variuous problems of a society.
Undoubtedly, Scientific research requires financial and moral support. It also requires the
necessary models of modern technologies, laboratories, appropriate scientific centers and
supportive administrative services. The developed scientific research participated in making
the universities of the West a successful model of educational programs, and their
administrative, economic and social systems.
However, in the Arab region there are many obstacles and difficulties hindering the scientific
research and limiting its performance, and thus affected its development in this part of the world.
