SCHOOL DISASTER MANAGEMENT PLAN


I. INTRODUCTION

A. Purpose of the Plan

This plan aims to:

a. Prepare teachers, learners, and their parents to respond proactively to any


hazard, calamity or disaster which may strike anytime
b. Minimize, avoid injuries and/or casualties at a time of a disaster
c. Organize response after the occurrence of a disaster to prevent more
injuries and damages and/or mitigate it.

B. DepEd's Internal Policies on Disaster Preparedness and Response

The creation and upgrading of the DRRM service in DepEd (DO 50 s 2011 and
DM 112 s. 2015) institutionalized DRRM within the basic education system. Plantilla
positions for DRRM Coordinators were created from national to division level offices
to fully integrate DRRM policies
and programs at all levels.

With this, Cacawan High


School has established DRRM
policies and programs in support
of the national, regional and
divisions directions (RA 9155:
Basic Education Governance Act of 2001). Specific interventions to address the effects
of hazards and risks are determined by the School Planning Team (SPT) and the
School DRRM.

Cacawan High School Faculty and Staff will undertake the following:

1. Ensure the establishment of an Early Warning System (i.e. bulletin board for
weather advisories, bell/siren emergency signal and the like);

2. Conduct an annual student-led risk identification and mapping within and around
the school premises to ensure a safe environment that is conducive to teaching
and learning;

3. Maintain close coordination with local DRRM Council on the conduct of


preparedness activities and on response needs, among others;

4. Provide capacity building activities for teachers, non-teaching staff and learners
on DRRM;

5. Maintain, disseminate, and post relevant and updated emergency hotlines in


strategic locations throughout the school;

6. Post safety and preparedness measures and evacuation plans;

7. Conduct disaster preparedness measures, including but not limited to quarterly


multi-hazard drills applicable to the school’s identified hazard such as earthquake,
fire and flood;

8. Maintain the safekeeping of vital school records and learning materials;

9. Ensure the availability of updated baseline education data of the school;

10. Integrate DRRM in regular school programs and activities(modular, virtual or face
to face classes) following minimum public health standards of the DOH IATF and
school improvement plan (SIP);

11. Pre-identify possible Temporary Learning Spaces (TLS) and alternative delivery
modes of education;

12. Monitor the effects of hazards, including the use of the school as evacuation
center;

13. Track all school personnel during disasters and/or emergencies;

14. Prepare and submit reports on the effects of any hazard;

15. Implementation of Contingency Plan in the Emergence of Covid-19 Pandemic;

16. Ensure implementation of DepEd Order No. 43, s. 2012 or the “Guidelines on the
Implementation of Executive Order No. 66 s. 2012 (Prescribing Rules on the
Cancellation or Suspension of Classes and Work in Government Offices Due to
Typhoons, Flooding, Other Weather Disturbances, and Calamities)”as follows:

1. a. Automatic Cancellation/Suspension of Classes

All personnel of Cacawan High School are directed to observe the weather
bulletins of the Philippine Atmospheric Geophysical and Astronomical
Services Administration (PAGASA) announced through various media outlets
(radio, television, and internet).

When Signal No. 1 is raised by PAGASA, Cacawan High School as a secondary


public school, faculty and staff are still onsite unless there is municipal
ordinance on the suspension of classes.

When Signal No. 2 is raised by PAGASA, Cacawan High School-Junior and


Senior High School classes, shall be automatically cancelled or suspended.

When Signal No. 3 is raised by PAGASA, work in all DepEd offices which
include Cacawan High School in the affected areas shall be automatically
cancelled or suspended.

Henceforth, forecast, number 2 raised at 10:00 PM for the following day and
4:30 AM of the current day, classes are deemed automatically
cancelled/suspended.

Afternoon classes in the grade 7 to grade 11 at Cacawan HS with signal


number 2 declared at 11:00 AM is automatically cancelled/suspended.

Cacawan High School personnel handling cancelled or suspended classes are


likewise allowed to leave their stations rest assured they have prepared
materials or activities for the precedent make-up classes.

b.

Localized Cancellation/Suspension of Classes and Work

In the absence of typhoon signal warnings from PAGASA, localized


cancellation/suspension of classes in Cacawan High School may be
implemented by the School head guided by the local chief executives in their
capacity as chairpersons of the Local Disaster Risk Reduction and
Management (LDRRMC).

Concerned school officials are directed to establish effective lines of


communications with their respective local government units (LGUs).

Any decision to cancel or suspend classes must come from the local
government. A school head (SH) may only cancel or suspend classes in cases
where urgent action is needed to prevent loss of life or bodily harm.

As stated in Section 2 of EO No. 66, LGU officials are expected to announce


cancellation or suspension not later than 4:30 AM for whole day cancellation
or suspension, or not later than 11:00 AM for afternoon cancellation or
suspension.

For this purpose, division and school officials are hereby directed to
communicate local situation with their respective counterpart local chief
executive.

c. Cancellation/Suspension of Classes and Work During Other Calamities


Decisions on and subsequent announcement of cancellation/suspension of
classes in Cacawan High School affected by disasters or calamities and other
than typhoons, such as but not limited to floods, earthquakes, tsunamis and
conflagration, shall be made by the local government executive as
chairperson of the LDRRMC, in coordination with the National Disaster Risk
Reduction Management Council (NDRRMC), through all forms of mass media
available under the circumstances.

d. Maintenance of Work Force


Cacawan High School shall activate the School DRRM Team to monitor the
situation and keep lines of communications open.

e. Reporting
Standard reporting procedures of the School SDRRMOs applies.

f. Announcements
The school thought its DRRM Office shall always refer to the official
announcement made by appropriate agencies and follow according what
needs to be done.

g. Absences of Tropical Cyclones/Storm Signal Warning


In cases where PAGASA has not raised any storm signal warning or declared
the presence of a tropical cyclone, Cacawan High School is directed to

communicate with their counterpart RDRRMC and LDRRMC for any decision
to cancel or suspend classes in their respective locality.

h. Responsibility of Parents
Cacawan High School still maintains that parents have the ultimate
responsibility for determining whether their children should go to school,
even if no order for cancellation/suspension of classes has been issued, if
they feel that traveling to or from school will place their children at risks.

Thus, parents are advised to check for media advisories coming from PAGASA
NDRRMC, RDRRMCs, LDRRMCs or the Office of the President itself.

2. Parents and teachers are reminded that the required number of school days
for the school year shall be considered especially in holding make-up classes
to offset the days when classes are cancelled/suspended. These make-up
classes shall be held on Saturdays or on weekdays beyond the originally set
school calendar in public schools.

3. Faculty and Staff in schools designated as evacuation centers are requested to


render service even when classes are suspended. They shall coordinate with
the local government official on rules, orders, and guidelines prescribed for
evacuation centers.

If an earthquake has occurred or stricken Cacawan High School, the following actions
should be implemented:

1. If 5% to 10% of school properties have been damaged, relocate or transfer specific


class or classes affected by the earthquake to classroom or places in the school that
are safe to students and teachers. This should be observed in face to face scenario.
2. If 11% to 20% of school properties have been damaged, the School Head should
declare temporary suspension or cancellation of classes for one day.
3. If 21% or more of the school buildings or properties have been damaged -
cancellation of classes for two or more days must take effect.
4. Conduct rapid assessment of damages after every hazard and submit RADaR (See
Annex A and B) within 72 hours via SMS.

5. Facilitate immediate resumption of classes


to track learners.

6. Monitor recovery and rehabilitation

Evacuation Process/Steps:

1. When 5 beats of bell are heard, all the students are instructed
by their class advisers to go out from their respective classrooms and
stay in the assembly area.

2. The School Head will inform the barangay captain and/or


Municipal mayor of the evacuation of the students and teachers.

3. When students and teachers are gathered in the designated assembly area, the
school head upon arriving at a final decision, will instruct all the students and the
teachers to begin moving out from the area using the entrance gate as exit point.

School Continqency Plan Manual for COVID-19 Resurqences
Purpose of the Manual
This manual shall serve as a guide for schools in crafting and activating their
contingency plan to minimize the impact of a COVID-19 resurgence to the
school community. This shall ensure continuity of leaming in the event that a
member of the school community becomes a close contact, suspect, probable,
or confirmed COVID-19 case or if a a school lockdown is needed due to a
resurgence of COVID-19 cases within or outside the school.
The manual contains case scenarios that may affect school operations, and
the necessary response of each stakeholder to Prevent, Detect, Isolate, and
Treat COVID-19. It also contains strategies to reintegrate school operations
to ensure the safe resumption to face-to-face classes. The response and
strategies in this manual are the minimum requirements for each school but
may be enhanced to be culturally and geographically responsive to the needs
of the community.
It is recommended to review and update the contingency plan regularly, and as
need arises, according to the most recent risks associated with COVID-19
and the latest guidelines from the Department of Health (DOH).
Note: All the contents of the manual were designed to respond to the
enmplex and tapidly changing COVID-19 situation at the school setting.
However, this may be used as a basis to craft contingency plans to
respond to health-related crises, ifin case a similarscenaHo occurs in the
future.

General Guidelines for Initial Response


In the event that an individual in the school shows symptoms, becomes a close
contact of a confirmed case, or tests positive for COVID-19, it is critical to
have a timely initial response to ensure little to no spread of the virus among
other members of the school community. There are 3C's that stakeholders
must remember in responding to any school situation related to COVID-19.
1. Coordinate Tasks
Other members of the school community may feel womied and become
uneasy if any situation related to COVID-19 arises in the school. As a
means of preparation, the school head must clearly idenüfy the role of each
teaching and non-teaching personnel, and provide necessary training for
their actions to be wellcoordinated. The following are the tasks for

a. Maintaining safety and health protocols, and order in the classrooms
b. Engaging the parent / guardian on the home-school arrangement,
including the designated time of pick-up of thejr child/ren, if a need

etc.) to prevent the transmission of covib-19
2. Collect
To assist health authorities and the local govemment unit in contact
tracing, the immediate responding healtl personnel or designated clinic

symptoms or is reported to be:a close contact of a confirmed case:

3. Contact authorities, other school personnel and families


All cofigemed stakeholders must be well-informed to avoid the possible
tansmission of the virus, and to guide the school community in the
necessary actions in case there will be a need to transition to distance
teaming modality.

a. Contact the identified health authority (e.g. barangay health station,


rural health unit) to cooperate regarding the appropriate measures such
as tracing and quarantine, or referral to a hospital if needed.
b. Contact other school personnel (from the different set of classes
per week) in case there will be a need to shift to distance learning
modality. A teacher must also be informed and guided if he/she shall be
a substitute teacher in case a fellow teacher becomes unable to
physically report to school for a long period due to being infected with
COVID-19 or other acceptable reasons.
c. Contact the family of the individual who showed symptoms or
identified to be a close contact of a confirmed case of COVID-19. The
family must also be informed regarding the actions that will be
undertaken by the school, as well as the protocols that must be observed
at home as advised by health authorities.
d. Contact the families of individuals from the same class as the person
who showed symptoms of COVID-19 and inform them of the protocols
that must be observed, as well as the possible shift to distance learning
modality.
e. Contact families from other classes from the set of classes in the
same week as the person who showed symptoms of COVID-19, as well as
those from the set of classes in the other week to inform them of the
current school situation.
Specific Scenarios
The scenarios specify those that may affect the school setting. Recognizing
the shared responsibility of each stakeholder in preventing the transmission
of the virus, the actions that must be undertaken by the school to coordinate
with each stakeholder are listed in each scenario.
Scenario 1 A household member of a learner or school personnel shows symptoms of
COVID-19 but has not been tested. The learner or personnel is not showing
symptoms of COVID-19.
Scenario 2 A household member of a learner or school personnel is a confirmed case of
COVID-19. The learner or personnel is not showing symptoms of COVID-19.
Scenario 3 A learner or school personnel is identified to be a close contact of confirmed
case of COVID-19 outside of their household. The learner or personnel is not
showing symptoms of COVID-19.
Scenario 4 A learner or school personnel shows symptoms of COVID-19 but is not known
to be a close contact with a confirmed case.
Scenario 5 A learner or school personnel shows symptoms of COVID-19 and is a close
contact of a confirmed case.
Scenariogb A learner or school personnel who has symptoms tests negative for COVID-19
and is not known to be In close contact with a confirmed case.
Scenario A learner or school personnel who has symptoms tests negative for COVID-19
but is known to be in close contact with a confirmed case.
Scenario 8 A learner or school personnel tests positive for COVID-19.
Scenario 9 There are confirmed cases of COVID-19 outside the school. There are no
known close contacts in the school. A granular lockdown in the barangay was
announced by the LGU.
Scenario There is a high resurgence of COVID-19 in an adjacent barangay. The
10 affected barangay is known to be frequented by members of the barangay
where the school is located.
Scenario There is a resurgence of COVID-19 in multiple barangays in the municipality
11 where the school is located, and there is a change in the risk classification of
the municipality. The barangay where the school is located is not adjacent to
the barangays with COVID-19 resurgence. There are no known cases in the
specific barangay of the school.

Scenario 1. A household member of a learner or school personnel shows


symptoms of COVID-19 but has not beeh tested. The learner or personnel is
not showinq symptoms of COVID-19.

members experience COVID-19 symptoms. They shall then be

from BHERT.

Strategies to Transition back to Face-to-Face Learning Modality
During a school lockdown, it is important to continue engaging teamers in
meaningful activities to ensure the continuity of teaming. However, some
leamers or school personnel may need additional support in transitioning back
to distance leaming and managing their emotions after leaming about the
situation in the school or in the community. During this period, the support
from the family and other school personnel shall play a critical role in
adapting to the change in environment and coping with the resurgence of
COVID-19 cases.
1 . The school local hotline/help desk shall remain open for parents/guardians
in need of assistance in the distance leaming of their child/ren. Teachers
may utilize this platform to encourage parents/ guardians in their role as
leaming facilitators at home and to provide additional support to learners
in their independent study.
2. The school shall establish a cleaning and maintenance routine to
ensure that all school facilities are organized and functional until the
resumption of face-to-face classes.
3. The school may perform critical administrative tasks on-site
provided that they are given permission by the LGU.
4. The schooi shall provide the required personai protective equipment
to non-teaching personnel who shall weekly conduct the cleaning and
maintenance routine of the school, and those who will need to perform
administrative duties whenever necessary. The school shall ensure that
they will be properly compensated for physicalty reporting to school
during the school lockdown.

5. The guidance ofice shall remain operational to ensure that


psychosocial support and services shall be made available for all the
members of the school community. In the absence of a guidance office,
affected leamers and school personnel shall be provided with Psychological
First Aid (PFA) by trained teaching ang nonteaching personnel in schools.
They shall also be assisted for referral to the counselling seMces
provided by the Schools Division Office, if further interventions are
needed.
6. The ±bool shall provide the appropriate support needed by the non-
teaching personnel while they are unable to phy*bally report to school on a
daily basis.
7. Aftert school tockdown, the school shall seek the consent of
parents/guardians through a written form for the pa •pation of their
child/ren in the resumption of face-to-face classes.
8. For the first five school days, the first hour shall be devoted to
