School Risk Assessment: General Situation and Scenario

Background and Rationale/Socio-Economic Context

School: MARBON NATIONAL HIGH SCHOOL


Address: Purok 5, Marbon Talacogon, Agusan del Sur

Marbon National High School is located at Purok 5, Marbon, Talacogon, Agusan del
Sur.
It is about 9 kilometers away from the Municipal proper and 9.5 kilometers away from the
district office. Travel time from the Municipal proper to the school would take about 20-30
minutes through multicab, motorcycle and other four wheels vehicles.

Marbon National High School was constructed in an estimsted area of 3 hectares of


land.

Two buildings located on top of the hill which is very ideal, since it is free from noise
and other disturbances coming from the community. The school is very much environment
friendly considering that everywhere is green, likewise it is a child-friendly too. There are
four (4) school buildings used as instructional classrooms. Only one (1) classroom
(TechVoc.building) has its own comfort room. One room is used as the principal’s office and
the Library. The school has 8 Teachers, (7 are regular and 1 probationary) 1 head Teacher
and 1 Administrative Assistant. This year’s enrolment is 203 . Male is 105 and Female is
98.
The school is equipped with some amenities such as Herbal Garden, playground and
school vegetable garden. With regards to donations from private individuals and
organizations, the school has never run out of stakeholders, benefactors and donors. Marbon
National High School is implementing the K-12 Curriculum. Grade 7 to Grade 12. It has
special programs and projects such as Brigada Eskwela,SDRRM.

Hazards and Disasters


Earthquake
Talacogon Municipality lies along Philippine Fault Zone (PFZ), PFZ is a left lateral strike-
slip fault that transects the whole archipelago along a general strike of N30◦–40◦W from
northwestern Luzon to southern Mindanao (PHIVOLCS, 2000; Barrier et al., 1991).

Based on the historical timeline workshop in municipal level, a magnitude 6.8 earthquake
struck eastern Mindanao in May 1920. During the 1976 Moro Gulf earthquake, residents felt
a strong earthquake. Community members describe the earthquake as the sudden movement
of land. There is no available warning system yet for earthquakes. It was also during 2000s
and 2011 where combination of earthquake and flood happened. Earthquakes and associated
fault lines increases risks for occurrence of landslides.

Landslides
A high portion of Marbon National High School is prone to landslides, during the MGB
survey in the area 2013, a tension crack is observed and identified. MGB recommendation is
to abandon the DPWH project classroom where a tension crack was identified. Scraping off
the ridge where the classroom unit is located is also recommended.

Soil Erosion
Soil erosion and scouring is evident at the back of Grade 8 classroom. MGB
recommendation is to re-channel of the creek that traverses at the school site is recommended
to mitigate further scouring towards the school. Conduct regular maintenance on the existing
canals at the purok. If necessary, concreting of the said drainage canals is recommended to
facilitate surface run-off more sufficiently.

Worst Case Scenario
Based on disaster assessment of the school, the teachers and personnel of Marbon
National High School agreed that a strong earthquake that may trigger landslide is the
possible worst case scenario that the school should prepare for. Anticipated effects will be:

 An emergency situation that would require immediate evacuation of teachers


personnel students to evacuate to an open and safe area.
 High casualty count of at least 30% of the school population
 Loss of properties of school
 All school buildings including school facilities will be damaged.
 Students, teachers and personnel will panic.
 Trees maybe uprooted and may cause accidents to school children

Based on the worst-case scenario, needs were anticipated and available resources
mentioned. Gaps identified are as follows:

 Handheld radio for communication


 No drills on landslides.
 Additional exits for landslide
 Evacuation plan for exit mapping
 Limited medicines and equipment like stretchers and spine board

Risk Reduction Measures

To address the gaps and to reduce the risks, the following measures must be
undertaken:

 Continued strengthening of SDRRC and BDRRMCs’capacities on preparedness and


specific emergency response requirements
 Continued strengthening of SDRRMCs’, parents and students capacities
 Integration of disaster risk management sessions in classes particularly regarding
earthquake.
 Information drive about Disaster Preparedness for the students
 Regular conduct of earthquake drill and landslide drill
 Improve the community linkage and strengthen tie-up with BDRRMC and SDRRMC
 Conduct of school building inspection to identify safe and unsafe areas in the school,
especially the classroom
 Strengthen school buildings and rehabilitate the grade 7 classroom.
 Provision of preparedness and emergency equipment
 Improve exit points and evacuation route for earthquake and landslide

Chapter 2
Objective and Policies

General Objective
The community (teachers, students and others) of Marbon National High School have
increased awareness and preparedness to respond to a strong earthquake that may trigger
landslide.

Emergency Policies and Standard Operating Procedures

1. Local school authority as command.

The Head Teacher of Marbon National High School shall at all times be the command and
authority in school. She will be responsible in the over-all management of the school
during emergency situations. In her absence, the SDRRM Coordinator will take her place.
Shared leadership with the barangay should also so be observed in relation to local
community responsibility.

2. During emergency situations, teachers should first and foremost ensure the safety and
security of own class. Vulnerable groups such weak, ill, students with __or teachers should
also give top priority.

3. In evacuation process, “buddy” system must be implemented with the vice-president on the
lead, the class president on the middle and class teacher, last. To ensure that no one was
left behind, all teachers should have a complete list of students ready at all times and a
head counting should be conducted at the evacuation site. No students will be permitted to
leave the school premises without the company of parent/guardian and the parent/guardian
will be asked to sign a waiver.

4. All teachers, students, and other school community should participate in regular drill
especially earthquake drills.

5. The Parents and Teachers Association (PTA) should allocate funds for first-aid supplies
and equipment.

6. Regular inspection and monitoring of school facilities should be conducted.

7. Accountability and transparency.

School officials particularly teachers shall at all times observe accountability and
transparency particularly during emergency situation.

8. Do no harm.

Emergency assistance will enhance existing capacities of target beneficiaries. A damage,


needs and capacities assessment’ (DNCA) of the specific target area will be conducted to
check appropriateness of responses and to ensure participation of the school community.

9. Operational expenses should not exceed 20% of the total emergency costs. 80% of the total
resources should go to direct services to beneficiaries. All relief goods/ donations shall be
reported and submitted to SDRRMC.

10. All SDRRM Committees should report issues and concerns to SDRRMC Head who will
then report to the higher office of the Department of education, and/or to the Barangay and
Municipal Disaster Risk Reduction and Management Councils.

11. After every drill and actual emergency situation, an assessment/evaluation should be
conducted to draw out lessons for the benefit of improving the quality of response.

12. Cash assistance maybe accepted with strict observance of transparency.

Concept of Operations

The School Disaster Risk Reduction Committee (SDRRC)

Marbon National High School is located in disaster-prone community has seen the
importance of organizing and establishing an SDRRMC shall function primarily to reduce
the risks of a disaster and respond to emergency situations that may happen during school
days.

Tasks:

 Prepares information on total number of students, teachers and non-teaching


personnel, average number occupying each room, total number of rooms, total
number of rooms per building, total number of students occupying each floor,
total number of students, teachers or staff with special needs: sick, pregnant,
disabled, nursing, etc.
 Determines the risks that the school is exposed to and draws up measures to
address/reduce these risk
 Acquires the most recent school ground’s lay-out and / or location plan or map
and ensures there are enough emergency exits and route
 Determines open spaces which can be considered as safe areas for earthquake
 Maps out the evacuation plan or who will go where and ensures that all
students, teachers and staff can be accommodated in the safe areas
 Conduct awareness activities on disaster risk reduction for students and
parents.
 Coordinates with the Barangay and Municipal Disaster Risk reduction

 Ensures safety and security of all students, teachers and staff
 Inspect buildings and other facilities to determine if they are in good condition, the
damages incurred after an earthquake (or other hazards), and recommends appropriate

 Ensures that all students, teachers and staff are back to their respective locations

candle, matches, tissue papers, tools like wrench, pliers, hammer, etc.)
 Acts as the over-all-in-charge of the conduct of evacuation drills in school
 Works with the evacuation committee of the Barangay Disaster Risk reduction and
Management Committee if the school serves as an evacuation center

Tasks:

 Receives and records warning and other advisories from all sources
 Forwards notice of evacuation to SDRRMC Head who will advise all members of the
school community to evacuate
 Disseminates the evacuation plan including warning signals to all members of the
school community

signals and appropriate actions prior to the drill
 Ensures that the evacuation plan is fully disseminated and understood by all members
of the school community

Warning System
While it is no longer necessary that the bell be rung after an earthquake to call for
evacuation, the bell will still be used during earthquake drill as a “signal” that there is a
strong earthquake. In an actual earthquake, the shaking in itself will serve as the signal for
everyone to duck, cover, and hold and evacuation will automatically follow after the shaking
or when it slowed down.

Before coming up with an evacuation plan, the SDRRMC was recognized and
convene to ensure that all of its members will be involve in the planning process. Below is
