Chapter 1
Marbon National High School is located at Purok 5, Marbon, Talacogon, Agusan del
Sur.
It is about 9 kilometers away from the Municipal proper and 9.5 kilometers away from the
district office. Travel time from the Municipal proper to the school would take about 20-30
minutes through multicab, motorcycle and other four wheels vehicles.
Two buildings located on top of the hill which is very ideal, since it is free from noise
and other disturbances coming from the community. The school is very much environment
friendly considering that everywhere is green, likewise it is a child-friendly too. There are
four (4) school buildings used as instructional classrooms. Only one (1) classroom
(TechVoc.building) has its own comfort room. One room is used as the principal’s office and
the Library. The school has 8 Teachers, (7 are regular and 1 probationary) 1 head Teacher
and 1 Administrative Assistant. This year’s enrolment is 203 . Male is 105 and Female is
98.
The school is equipped with some amenities such as Herbal Garden, playground and
school vegetable garden. With regards to donations from private individuals and
organizations, the school has never run out of stakeholders, benefactors and donors. Marbon
National High School is implementing the K-12 Curriculum. Grade 7 to Grade 12. It has
special programs and projects such as Brigada Eskwela,SDRRM.

Based on the historical timeline workshop in municipal level, a magnitude 6.8 earthquake
struck eastern Mindanao in May 1920. During the 1976 Moro Gulf earthquake, residents felt
a strong earthquake. Community members describe the earthquake as the sudden movement
of land. There is no available warning system yet for earthquakes. It was also during 2000s
and 2011 where combination of earthquake and flood happened. Earthquakes and associated
fault lines increases risks for occurrence of landslides.
Landslides
A high portion of Marbon National High School is prone to landslides, during the MGB
survey in the area 2013, a tension crack is observed and identified. MGB recommendation is
to abandon the DPWH project classroom where a tension crack was identified. Scraping off
the ridge where the classroom unit is located is also recommended.
Soil Erosion
Soil erosion and scouring is evident at the back of Grade 8 classroom. MGB
recommendation is to re-channel of the creek that traverses at the school site is recommended
to mitigate further scouring towards the school. Conduct regular maintenance on the existing
canals at the purok. If necessary, concreting of the said drainage canals is recommended to
facilitate surface run-off more sufficiently.

Worst Case Scenario
Based on disaster assessment of the school, the teachers and personnel of Marbon
National High School agreed that a strong earthquake that may trigger landslide is the
possible worst case scenario that the school should prepare for. Anticipated effects will be:

General Objective
The community (teachers, students and others) of Marbon National High School have
increased awareness and preparedness to respond to a strong earthquake that may trigger
landslide.
The Head Teacher of Marbon National High School shall at all times be the command and
authority in school. She will be responsible in the over-all management of the school
during emergency situations. In her absence, the SDRRM Coordinator will take her place.
Shared leadership with the barangay should also so be observed in relation to local
community responsibility.
2. During emergency situations, teachers should first and foremost ensure the safety and
security of own class. Vulnerable groups such weak, ill, students with __or teachers should
also give top priority.
3. In evacuation process, “buddy” system must be implemented with the vice-president on the
lead, the class president on the middle and class teacher, last. To ensure that no one was
left behind, all teachers should have a complete list of students ready at all times and a
head counting should be conducted at the evacuation site. No students will be permitted to
leave the school premises without the company of parent/guardian and the parent/guardian
will be asked to sign a waiver.
4. All teachers, students, and other school community should participate in regular drill
especially earthquake drills.
5. The Parents and Teachers Association (PTA) should allocate funds for first-aid supplies
and equipment.

7. Accountability and transparency.
School officials particularly teachers shall at all times observe accountability and
transparency particularly during emergency situation.
8. Do no harm.
9. Operational expenses should not exceed 20% of the total emergency costs. 80% of the total
resources should go to direct services to beneficiaries. All relief goods/ donations shall be
reported and submitted to SDRRMC.
10. All SDRRM Committees should report issues and concerns to SDRRMC Head who will
then report to the higher office of the Department of education, and/or to the Barangay and
Municipal Disaster Risk Reduction and Management Councils.
11. After every drill and actual emergency situation, an assessment/evaluation should be
conducted to draw out lessons for the benefit of improving the quality of response.

Concept of Operations
Marbon National High School is located in disaster-prone community has seen the
importance of organizing and establishing an SDRRMC shall function primarily to reduce
the risks of a disaster and respond to emergency situations that may happen during school
days.
Tasks:
Ensures the health needs of the students, teachers and staff are attended immediately
Provides first aid and facilities referrals and transfer to nearest hospital/ health unit, if
needed
Organizes training on first-aid training
Prepares and maintains first-aid supplies and equipment’

Tasks:
Ensures safety and security of all students, teachers and staff
Inspect buildings and other facilities to determine if they are in good condition, the
damages incurred after an earthquake (or other hazards), and recommends appropriate
action
Ensures that all members of the school community are accounted for
Conducts search and rescue of missing community members
Ensures that all students, teachers and staff are back to their respective locations
safely
Implements rules and regulation on safety and security
Evacuation Committee
Receives and records warning and other advisories from all sources
Forwards notice of evacuation to SDRRMC Head who will advise all members of the
school community to evacuate
Disseminates the evacuation plan including warning signals to all members of the
school community
Ensures that all members of the community are adequately informed of the warning
signals and appropriate actions prior to the drill
Ensures that the evacuation plan is fully disseminated and understood by all members
of the school community

Warning System
While it is no longer necessary that the bell be rung after an earthquake to call for
evacuation, the bell will still be used during earthquake drill as a “signal” that there is a
strong earthquake. In an actual earthquake, the shaking in itself will serve as the signal for
everyone to duck, cover, and hold and evacuation will automatically follow after the shaking
or when it slowed down.

Before coming up with an evacuation plan, the SDRRMC was recognized and
convene to ensure that all of its members will be involve in the planning process. Below is
