Special Requirements for Site Work
The Subcontractor shall, at its own risk and cost, be responsible for all requirements
hereunder without limitation, which are necessary for performance of the Work.

Unless otherwise specified herein, all Work shall be performed, supervised, monitored,
inspected and tested in accordance with the requirements of the Contractor and/or the Owner
and the related latest codes, standards and regulations.

The Subcontractor shall cover all Work specified in this specification, Subcontract, Contract
document and others.

1 GENERAL

1.1 Documentation

a) The Subcontractor shall provide the method statement and/or procedure for approval such as
temporary access road plan, earthwork plan, dewatering plan, concrete work plan, mass
concrete plan etc. within thirty (30) days prior to executing the work.

b) The Subcontractor shall submit casting plan for concrete work at least fourteen (14) days
before casting and casting plan shall include concrete pump car location, concrete mixer
trucks access plan, casting quantity, lighting and signal man arrangement plan.

c) Prior to commencing the super structures, the Subcontractor shall submit the structure
analysis by third party for scaffolding, support, and form work for the Contractor’s and/or the
Owner’s approval.

1.2 Construction Power and Water

a) Construction power source point shall be provided by the Contractor (Refer to Appendix AE3
(Construction Power), and the Subcontractor shall prepare connection line and measuring
device. Cost for the Subcontractor's consumption shall be measured based on each metering
device and/or the proportion of the Subcontract Price, and such cost shall be paid by the
Subcontractor to the Contractor or deducted from the Subcontract Price.

b) The Subcontractor shall prepare back-up the diesel generator for continuous work during
emergency such as blackout or power shortage.

c) The Subcontractor shall operate the diesel generator until ready to connect to terminal point
and shall not make any claim and suit against the Contractor in respect of the delay of power
terminal point.

d) Construction water shall be arranged and supplied by the Subcontractor.

1.3 Temporary Land and Housing

a) The Subcontractor shall not place any accommodation facilities within the Site boundary.

b) In case the temporary site office, warehouse and/or workshop located inside of the Site
boundary interferes with main structures, operation of construction equipment and
transportation of materials, the Contractor has rights to instruct to move it to other location
during the construction period, and the Subcontractor shall immediately relocate the facilities
with his own cost.

1.4 Temporary Access road work (Including repair and maintenance)

The access road for the Subcontractor’s work shall be prepared by the Subcontractor. Also it
shall be maintained in good condition by the Subcontractor. (Include access road for Mixer
Truck; from batch plant area to working area)

1.5 Scaffolding

a) The Subcontractor shall provide all required scaffolding materials and scaffolding workers for
the Work. The Subcontractor shall erect and dismantle scaffolding materials for the Work with
the supervision of the experienced supervisor of the Subcontractor.

b) The methods of assembling framework and erecting scaffoldings are the responsibility of the
Subcontractor. The Subcontractor assumes responsibility whatsoever as regards the strength
of the scaffoldings. The scaffoldings must not be erected in a manner causing hindrance to
traffic and/or to the flow of water.

1.6 Dewatering

a) Dewatering at the working area shall include related earth work, preparation work, electrical
work, drainage and required maintenance.

b) The Subcontractor will provide, operate and maintain satisfactory and adequate dewatering
system of pumps, wells, sumps, drains, intercepting ditches, cut-off drains, other dewatering
equipment and all other things necessary to keep surface water out of the excavations and to
remove from excavations surface water, sub-soil water or water from any other source and to
maintain the water table below bottoms of excavation in order that the construction can be
carried out in the dry

1.7 Obligation of network system (EPC WORKS) usage

a) The Subcontractor shall be obliged to access the system, so called EPC Works, in order to
encode the required data as described on below. Required information such as internal
address, ID, and Password shall be given to the Subcontractor prior to commence the Work.

b) The Subcontractor shall input data following information into EPC Works and communicate
with the Contractor through the EPC Works.
(i) Daily report of manpower / equipment / installed quantity
(ii) Payment request based on installed quantity.
(iii) Data input for the special works such as welding, etc.
(iv) Data input for the Subcontractor’s company profile and personnel to be supplied.
(v) Other functions required by the Contractor.

c) The Subcontractor shall manage all items and schedule with Jawaharpur Thermal Power
Plant Project specific WBS which are provided by the Contractor on EPC Works.

d) Progress measurement shall be calculated according to Rules of Credit (R.O.C) which is


provided by the Contractor, and the payment is calculated by followings
(i) Sum of the weekly reported BOQ on EPC Works
(ii) Progress aligned with R.O.C by WBS or Activity for each item.
(iii) Milestone achieved by the Subcontract on time which agreed with the Contract.

e) The Contractor has the right to hold payment or refuse to pay if the Subcontractor does not
keep working with EPC Works provided by the Contractor.

1.8 Method of Measurement

a) The Quantity of Item/Description on " Appendix C. BOQ & Price Breakdown " shall be
measured according to Appendix E. Method of Measurement

1.9 Schedule and Milestone

a) Subcontractor should keep the commencement and completion date of the milestone in
accordance with Appendix D.

b) The Scheduled completion dates for the Work shall not be affected by public holidays, local
holidays and weather conditions, and in this respect the Subcontractor shall not be entitled to
any adjustment to the Scheduled Completion Dates.

c) In case of the commencement and completion date of the milestone expect to be delayed
due to the Subcontractor, Subcontractor shall take all necessary and effective measures at
its own cost to keep the milestone.

d) The contractor can input the resources(manpower, equipment and etc)without the consent of
the subcontractor, and the relevant costs are reimbursed followings;

- The Milestone in accordance with Appendix D is delayed.


- Delays compared to submitted manpower / equipment plan by subcontractor.
- If the contractor send two or more times official letter to urge catch up schedule, but
subcontractor has not taken appropriate action as like increase manpower and
equipment, two shift(24 hours)works.

2 MATERIALS

2.1 Common

a) Required MAS (Material Approval Sheet with Sample 3sets), MS (Method Statement), ITP
(Inspection and Test Plan) etc. Construction Document shall be prepared before the
commencement of the Work;
b) If Mock-up is required for the Works, it shall be prepared by Subcontractor for the Contractor’s
review and approval before the commencement of the Work.

c) In line with Gazette Notification on Ash Utilisation issued by MoEF and its amendment
thereafter, the Subcontractor shall use ash and ash based products in works as specified in
these specifications, drawings and as per instructions of the Contractor. He shall also use ash
and ash based products in construction of his offices, stores, staff quarters and labour huts
etc. He shall furnish a compliance report along with all details of use of ash and ash based
products along with each bill.

2.2 Storage of the materials

a) Reinforcement steel

Reinforcement steel shall not be kept in direct contact with the ground but stacked on top of
an arrangement of timber sleepers or the like. If stored for long periods, these may be coated
with cement wash before stacking to prevent loose scales and rust. Fabricated reinforcement
shall be carefully stored to prevent damage, distortion, corrosion and deterioration.

b) Cement

Cement shall be stored in bags in a separate shed away from where mechanical and
electrical equipment are stored to minimise the possibility of cement dust settling on the
equipment.
The storage shed where cement is stored shall be absolutely water tight. The flooring shall be
a 15 mm thick concrete slab laid on a dry course soling or as recommended. The ground shall
be drained away from the shed to prevent accumulation of water in its vicinity.
The bags shall be neatly stacked with adequate passage in between for easy retrieval. The
cement shall be issued on ‘First-In-First-Out’ basis.
In case different grades of cement are stored in the same shed, each grade shall be stacked
separately to avoid mix up and clear indication boards shall be provided to identify different
grades.

d) Structural steel

Structural steel could safely be stored in open storage but with sufficient space in between for
handling and crane movement. All steel shall be stored 200 mm above ground on suitable
packing to avoid damage. It should be stored according to sizes and sections preferably in the
order required for erection. The area for open storage should be properly graded to avoid
water logging in the storage area. Steel shall not be stored in the vicinity of areas where
excavation or grading will be done. Scratched or abraded steel shall be given a coat of primer
for protection after unloading and handling prior to erection. All milled and machined surfaces
shall be properly protected from rust / corrosion by suitable coating.

2.3 Ready Mixed Concrete

a) Ready mixed concrete will be supplied by Contractor and it shall be settled up based
on net quantity

b) One to Three percent (1~3%(Lean 3%, Structure 1%)of net quantity as loss will be provided
by the Contractor. The amount for quantity exceeding supplied materials including aforesaid
loss of one to three percent (1~3%) shall be paid by the Subcontractor to the Contractor or
deducted from the Subcontract price with the latest purchasing unit rate.

a) One to Three percent (1~3%(Lean 3%, Structure 1%)of net quantity as loss will be provided
by the Contractor. The amount for quantity exceeding supplied materials including aforesaid
loss of one to three percent (1~3%) shall be paid by the Subcontractor to the Contractor or
deducted from the Subcontract price with the latest purchasing unit rate.

2.4 Rebar

a) Rebar will be supplied by the Contractor and it shall be settled up based on net quantity as
per approved bar-bending schedule. Subcontractor shall submit bar bending schedule for the
Contractor's approval prior to work.

b) Three percent (3%) of net quantity as loss calculated from approved bar-bending schedule
will be provided by the Contractor. The amount for quantity exceeding aforesaid loss of three
percent (3%) shall be paid by the Subcontractor to the Contractor or deducted from the
Subcontract price with the latest purchasing unit rate.

c) The Subcontractor shall immediately return the scraps to the Contractor after fabrication. If
the scraps are not fully returned, the related amount shall be deducted from the Subcontract
Price.

d) Rebar supplied by the Contractor shall not be used instead of tie rod, lateral support for fixing
form

2.5 Submission of material information

The Subcontractor shall provide the material information such as catalogue or brochure which
is applied to quote for bituminous painting and etc.

3 Construction Equipment

3.1 Common

a) Construction equipment aged over fifteen (15) years shall not be allowed to operate at the
Site unless otherwise it take certification from third party such as KISCO, BV, TUV, SGS or
global certified inspection company who is nominated by the Contractor and/or the Owner
during construction stage to ensure safety and to meet quality requirements by the Contractor
and/or the Owner.

b) Subcontractor shall establish/set up at site suitable repair facilities for construction plant,
equipment and machinery (like piling rigs, cranes batching plant, dewatering pumps etc.) In
case of piling rigs, cranes, batching plant etc. he will also make arrangements/ tie up with
equipment manufacturers / suppliers for periodic overhaul/maintenance and for major
breakdown, if any. He shall also keep adequate stock of spares at site for various plant,
equipment and machinery to meet day to day requirements as recommended by the
equipment manufacturer/suppliers or as instructed by the Contractor. Subcontractor shall
deploy dedicated qualified, full time mechanical/electrical foreman/supervisors for manning
the repair facilities as specified above.

3.2 Pump Car

a) Stationary Pump, Boom placer & Tremie method will be provided by the Subcontractor.
Alternative pouring cost for minor volume of concrete such as pouring by excavator and/or
concrete hopper shall be considered on the Subcontract price.

b) All Stationary pump and Boom Placer shall be washed out at the special washing bays inside
the boundary of batcher plant area. The waste water shall be either treated or removed by
special tank. The concrete waste shall be treated by the appropriate functional agencies. Any
of waste dump or disposal is strictly prohibited inside of the unapproved area including the
Site.

c) At least one Boom placer with forty-seven meter (47m) boom length shall be ready at Site.

4 EXECUTION OF THE WORK

4.1 Earth Work

Disposal soil shall be transported and deposited to disposal areas designated by the
Contractor and/or the Owner. Disposal material shall not be dumped in the river, sea or
unpermitted area. Manual excavation of the minor volume due to the limited equipment
access shall be included in the unit price of excavation.

4.2 Concrete Work

a) Miscellaneous materials (such as nail, form tie, vinyl and etc.) and tools (such as vibrator,
trowel and etc.) required for the form and concrete work shall be included in the
Subcontractor's unit price.

b) Rebar will be supplied by the Contractor and it shall be settled up based on net quantity as
per approved bar-bending schedule. The Subcontractor shall submit bar-bending schedule for
the Contractor's approval prior to work.

c) Three percent (3%) of net quantity as loss calculated from approved bar-bending schedule
will be provided by the Contractor. The amount for exceeded quantity shall be based on the
latest purchasing unit price and deducted from the Subcontract Price.

d) Settlement monitoring for none pile foundation on reclamation area shall be executed by the
Subcontractor according to the settlement monitoring plan proposed by the Subcontractor and
approved by the Contractor.

e) Chipping for non-shrinkage grouting shall be conducted by the Subcontractor and the cost for
exceeded quantity caused by over chipping shall be borne by the Subcontractor

f) The Subcontractor shall protect the head of anchor bolt from damages, after setting of the
anchor bolt.

g) The Subcontractor shall carry out ultrasonic test for deck and column for steam turbine
foundation following clause 10.26 of Appendix H. Owner Spec._ITB_Civil, Structural &
Architectural. the required cost shall be included in unit price of concrete work.

4.2.2 Rebar Work

a) Miscellaneous materials (binding wire, spacer and etc.) required for re-bar work shall be
included in the Subcontractor’s unit price

b) Fabrication and installation of safety devices for preventing from re-bar overturning shall be
provided by the Subcontractor.

c) In the event of interface with mechanical and electrical work such as anchor bolts, frame,
electric conduit, etc., the required modification cost shall be included in unit price of rebar
work.

d) The Subcontractor shall protect the head of anchor bolt from damages after setting of the
anchor bolt.

e) Subcontractor shall install anchor bolt by steel frame and steel template and shall not fix at
form and weld at rebar;.

4.2.3 Form Work

f) The form material for column of steam turbine foundation and wall of transformer should be
use “DOKA”,”Peri Form” or more higher grade Maker.

4.3 Miscellaneous

4.3.1 Disposal of wastes including Concrete

All kinds of wastes such as concrete debris shall be removed to the approved disposal area.
The disposal area shall be arranged by the Subcontractor with full responsibility to meet the
local requirements and regulations of the relevant authorized parties.

If the Subcontractor doesn’t dispose the wastes, then the Contractor will arrange to have the
Site cleaned to its satisfaction and the relevant cost will be deducted from the Subcontract
price.

4.3.2 Remedial Cost


The cost for the required tests by 3rd party against quality issues shall be paid by the
Subcontractor.

4.3.3 Licenses and certifications

The required licenses for the operators and the required certificates for the welders shall be
submitted to and approved by the Contractor.

4.3.4 Others
Rock surface cleaning shall be carried out and cost of the additional cleaning for lean
concrete shall be borne by the subcontractor.

Uncontaminated soil shall be transported and deposited to the locations designated by the
Owner. No disposal material shall be dumped in the river or the sea.

Prior to commence the super structures, the Subcontractor shall submit the structure
analysis by 3rd party for scaffolding, support, and form work for the Contractor’s and/or the
Owner’s approval.

Cost for block out shall be calculated as unit price of form work even other material be
applied.

a) In the event of interface with mechanical and electrical work such as anchor bolts or frame,
electric conduit, etc. the required modification cost shall be included in unit price of rebar
work.

b) Settlement monitoring for none pile foundation on reclamation area shall be executed by the
Subcontractor according to the settlement monitoring plan proposed by the Subcontractor
and approved by the Contractor.

c) The Subcontractor shall protect the head of anchor bolt from damages after setting of the
anchor bolt.

d) Manual excavation of the minor volume due to the limited equipment access shall be
included in the unit price of excavation.

e) Dewatering at the working area including related earth work, preparation work, electrical
work, drainage and required maintenance.

f) The Subcontractor shall commence the Work based on the latest For Construction Drawing
and he has responsibility to check the version of drawing prior to request for inspection.

g) Operation of laboratory for required concrete tests such as slump test, air content test,
temperature check as per IS code or ASTM code

h) Delivery, making and curing of molds

i) Q/C engineer and assistants shall be located at site during concrete supply

j) All the required tests by 3rd party(Certified Laboratory) against quality issues

k) The Contractor shall treat the soil under the building and immediate surroundings to make it
impervious and toxic to subterranean termites, by application of soil poison solution approved
by the Owner as per the Contract, ITB. Volume VI: CIVIL AND STRUCTURAL WORKS, 2.6
Scope, 64(x.) Anti-termite and anti-weed treatment in all area/ building as per IS: 6313.
