INTRODUCTION
History, tradition and culture shape the pride of Camarines Norte. Such identity makes the province particularly unique. As the
home of first Rizal’s monument in the Philippines, it offers not only a heroic origin; rather, an experience and a way of life distinctively theirs.

CamNorteños value their heritage. Rituals, celebrations and festivals conducted annually evidently showcase the rich culture of the twelve
municipalities. The historical places symbolize the local heroes’ love for their country and their sacrifices encourage the youth to be patriotic and
nationalistic as well. More than the history, the province preserves its beliefs- being religious, courteous and industrious all the time. With these
values, Camarines Norte also respects and recognizes indigenous people.

Martsa Camarines Norte and Himno SDO Camarines Norte with all the other official hymns assail the air as a mantra from the heart. The
gift of talent is not only for song; it extends to literary anthologies written in local language. At present there are 37 folktales and short stories use
to teach golden values, develop comprehension and promote the tradition and history of the province.

Moreover, such great endowment is proudly shown by the renowned artists and athletes like Robin Padilla, Ricky Lee, Kimberly Baluzo,
Joross Gamboa, Ambet Nabus, Fortunato Co and Manuel Conde.

Gold, jewelry, agricultural products and sea foods mark the abundance of the twelve municipalities’ natural resources making mining, fishing
and plantation of palay, coconut and pineapple as the top industries. Delicacies come from the harvest and from the people’s creativity and ingenuity.

Camarines Norte is surrounded with famous tourist destinations from the shore to the mountains with sparkling falls. Calaguas, Carol Island
and Bagsbas Beach are few.

The province takes pride to its history, tradition and culture. However, the only way to preserve these is to educate the young ones and
instill in them the same pride and joy.

Thus, the Curriculum Implementation Division (CID) of DepEd SDO- Camarines Norte designed and crafted the Division Local Heritage Matrix
(DLHM) through cultural mapping of the communities and data gathering by group of teachers. The gathered information served as the basis for
the DLHM. With this heritage matrix, the CID aims to contribute in improving the performance of learners specially on learning outcomes and to
ensure an effective implementation of the curriculum through localization, indigenization and contextualization.

Heritage is meant to be passed down from one generation to the next. With the DLHM, teachers, as the cultural curators, will be guided on
the local heritage themes, what the learners should know, think and feel and be able to do to transfer learning. Only in this way, Camarines Norte
will be rest assured that the heritage---culture, tradition and values, it is so proud of will stand the test of time.

Abundant Resources
Camarines Norte is endowed with an Aesthetic environment ideal for tourism development and with mineral resources, both metallic and
on-metallic, found in commercial quantities such as gold, silver, iron, lead, zinc, bull quartz and iron. In terms of land cover categories,
brushwood coco is the most dominant in the province followed by coconut areas, rice lands, second growth forest, residual forest and built-up
areas.

Growing Economy
Agriculture is still the dominant sector with pineapples and coconuts as the primary products. Camarines Norte is known for its pineapple,
producing more than a hundred thousand MT's both domestic and foreign consumption. More than 200 million coconuts were harvested in
2009, with Labo accounting for forty percent. It is also a major producer of rice, squash and gourd. The province is also engaged in major
manufacturing and processing industries like jewelry craft, gifts/toys and house wares.

Human Resources
It has a workforce of 212 thousand with employment rate close to 92%. Majority of the people in Camarines Norte are employed in the
service sector, followed by agriculture and industry sectors. There are close to twenty educational institutions providing tertiary and
technical/vocational courses resulting to a highly skilled workforce. Healthcare facilities like hospitals and medical centers are also present
securing the welfare of the populace.

Infrastructure
Road transport is the primary mode of transportation in the province particularly in the urban areas via its extensive road network. The
province has an international seaport located at Brgy. Osmeña, approximately five kilometers from the town proper and an hour ride to the
capital town of Daet. The province also has 12 fishing ports in among the nine coastal municipalities and one feeder airport in Bagasbas, Daet.

Power and Water infrastructures are in place with 99% energized barangays, and almost 90% of households have access to water systems
and facilities. Telecommunications and internet systems are also in place.
The town of Labo ranks first in area to coconuts, with 32,103.11 hectares, followed by Capalonga with 12,598.75 hectares and Jose

Brief History of Camarines Norte


From 1573 to 1829, Camarines Sur and Camarines Norte formed only one political unit known as Ambos Camarines. In 1829, they were
separated but reunited again in 1854. They again separated, to be reunited again in 1893. This union continued until 1919. On March 3, 1919,

Camarines Norte was created by the Philippine Legislature in Act 2809. When Camarines Norte was separated from Ambos Camarines in
1829, it was assigned to the towns of Daet, as capital, Talisay, Indan (Vinzons), Labo, Paracale, Mambulao (Jose Panganiban), Capalonga,
Ragay, Lupi and Sipocot. Seventeen years late, it lost Sipocot, Lupi and Ragay to Camarines Sur in exchange for the town of Siruma.

Juan de Salcedo, dispatched by Legazpi to explore the island in 1571, influence the existence of Camarines Norte. After subduing Taytay
and Cainta, he marched further across Laguna and Tayabas. He visited the rich gold-laden town of Mambulao and Paracale obsessed by them

about which he heard from natives there of existing gold mines. When Francisco de Sande took over from Legazpi as Governor General, Spanish
influence started to be felt in the region. He established a permanent Spanish garrison in Naga to control the region and defend it from Chinese
and Muslim pirates. Capt. Pedro de Chavez was assigned to head this force. There were already native settlements here when the Spaniards
arrived. The flourishing town of Mambulao and Paracale were two of them.

Indan and Daet were the other settlements besides Capalonga and others. But Paracale remained the most sought after and the most
prosperous because of its gold mines. The towns were chiefly inhabited by Tagalogs; the rests were of Visayan strain. However, most of the
immigrants were from Mauban Quezon. The Spanish missionaries did not falter in their mission to Christianized the natives.

By virtue of RA Act 2809 of March 3, 1919, General F. B. Harrison separated Camarines Norte from Camarines Sur with Don Miguel R.
Lukban as its first governor. At present it has twelve towns: Basud, Capalonga, Daet, Jose Panganiban, Labo, Mercedes, Paracale, San Lorenzo
Ruiz, San Vicente, Santa Elena, Talisay and Vinzons. Daet remained as its capital town.

Mineral Resources
Abundant in the province are metallic minerals susch as gold, silver, iron, iron lump ore, iron in laterite, lead, zinc, copper and ball quartz
and non-metallic minerals such as silica sand, marbleized limestone, kooline/white clay, diatomites, refractory clay, diatomateous clay and
sulphur

Agriculture and Agri-based Industries


Camarines Norte is suitable for agriculture and fishery production consisting of crops such as coconut, palay/rice, pineapple, corn, rootcrops
and vegetables; livestock, poultry and fishing.

Brief History
Camarines Norte is blessed with a dense rainforest, habitat of variety of wildlife. It used to be the home of a big group of Agtas (Negritos),
the countrys early aborigines.

The Spanish colonization of Luzon in 1571 drive this peace-loving little people to move to higher levels of the woodland. Drawn by the
rumor of immense deposit of gold found in Camarines Norte at the towns of Mambulao and Paracale, the Spaniards mastered in exploring the
gold mining potential. Today, is stayed as a signature industry of the province.

“Halina kayo sa Camarines Norte! Bantayog Festival! Bantayog Festival!”, malakas na sigaw sa lansangan tuwing may street
dancing tuwing ginaganap ang Bantayog Festival. Masasaksihan ang Bantayog Festival tuwing ika-15 ng Abril hanggang sa katapusan
ng buwan.

Ipinangalan ang Bantayog sa kauna-uanhang monument ni Rizal sa buong Pilipinas. Ito ay ipinagdiriwang sa buong
lalawigan ng Camarines Norte bilang pag-alala sa pagkakatatag ng lalawigan.

Tampok sa Bantayog Festival ang iba’t ibang gawain tulad ng civic military parade, agro-industrial trade fair, exhibits, sports
tournament at festival of festivals ng iba’t ibang festival sa bawat bayan ng lalawigan. Tampok din ang mga palatuntunan sa halos
gabi-gabi ng pagdiriwang at may mga celebrities na inaanyayahan upang makapagbigan ng kasiyahan sa mga mamamayan. Isa sa
mga pinakaaabangan ng mga tao ay ang fireworks display na isinasagawa sa harap ng kapitolyo pagkatapos ng programa sa gabi.
Halos lahat ga mga gawaing ito ay ginaganap sa bayan ng Daet.

Appendix C- Kadagatan Festival

The word “Kadagatan” comes from “dagat” which means sea in English. The festival celebrates Mercedes’ rich marine resources,
and is a joyous supplication for the continued prosperity of the town’s fishermen. The event features steer dancing with its dancers
wearing colorful costumes with props that symbolize marine life.

The Kadagatan Festival in the town of Mercedes, Camarines Norte is a celebration that gives thanks for the bountiful harvest of
the sea. Locals pay tribute to Mother Nature for the blessings she has given with a weeklong series of events. Festivities include boat
racing, street dancing, float parades, and various exhibitions. The mascot parade featuring fish and other marine creatures showcases
the creativity of the locals.

In recent years, numerous water sports activities such as the Paraw Regatta, game fishing competitions and kayaking events
have been held as part of the festival, highlighting the town’s potential as a sports adventure and ecotourism destination. This festival
is for adults, children, seniors, sports lovers, art enthusiasts, cultural admirers, environmental devotees, pageant fans- basically,
everyone! A slew of exciting programs will take place during the festival.

A bunch of talented skim boarders from all over the Philippines compete and showcase their skills and tricks at the Mercedes
National Skimboarding Competition + Push Race.

Kayak surfing (also known as surf kayaking), or surfing ocean waves with kayaks, is rising in popularity in Mercedes because of
the ideal conditions for the sports. The shallow seabed, strong wind and great waves, make it ideal for the watersport even for
beginners. This thrilling sports can give you a high similar to white-water rafting and surfing and is an extremely fun activity to try
out.

The lowly “paraw” in the bustling fishing town of Mercedes has given way to the kayak. Commonly used by poor fishermen in
the seaside towns of Camarines Norte, the paraw is a 4-meter long wooden boat with a paddle and sail. It is similar to the kayak in
overall structure, but the latter is usually made of reinforced plastic.

The kayak has a dent or “cockpit: for the paddler and a covered deck that allow it to roll over the waves as surfboard does. It
is just the right vessel for a surf kayaking race in Mercedes. The Kadagatan Festival is held from August 1 to 8 of every year.

“Naku! Mang Celso ang dami-dami na naman nating naani ngayon, wika ni Lito.”

“Oo nga Lito, halos tuwing ani natin ay palagi tayong sineswerte. Kaya dapat nating ipagpasalamat ito sa ating bathala”, sambit
ni Mang Celso.
“Oo nga”, sabay-sabay na sagot ng mga magsasakang katutubo.

Ayon sa paniniwala ng mga katutubo, kaya sila sagana sa bigas ay dahil sa pagsubaybay ng kanilang bathala. Kaya’t bilang
pasasalamat sa masaganang ani, napagkasunduan ng mga katutubong mag-alay at magpabasbas ng mga inani nilang bigas o bagas.
“Mga kasama, maghanda kayo ng iaalay natin sa ating mahal na bathala at tuloy pabasbasan natin an gating mga ani sa ating
bathala,” wika ni Mang Ceslo.
Nagtulong-tulong ang mga katutubo sa paghahanda ng kanilang iaalay.

“Coloque la came donde hay?”, tanong ng isang dayuhan.

Hindi ngkaintindihan ang dayuhan at katutubo. Sa pagkakaunawa ng katutubo ay itinatanong ng dayuhan ang kanilang
ginagawa.
“Nag-aalay at nagpapabasbas kami ng bigas o bagas bilang pasasalamat sa aming bathala,” winika ng katutubo.

Tumango ang dayuhan at paulit-ulit na sinambit ang salitang bagas at basbas. Hindi nagtagal, ang dalawang salitang ito- bagas
at basbas sa pagsasalin-salin sa bibig ng mga katutubo ay naging “BAGASBAS”.

Appendix E - Epic of Busig-on

For the townfalk of Labo, Camrines Norte, the river not only does these things, it also reflects their identity as community.
Labo River, the longest in the province, links the lunch forests of Mt. Labo National Park and the Pacific Ocean.
So, when municipal officials decided to create a festival to encapsulate their humble beginnings, the hands-down theme wast the
famed meandering body of water—Busig-on River, oroginating from the root words “Busig” which means water and “on” meaning plenty.
Based on a contemporary epic titled “ang Epiko ni Busig-on” written by Municipal Information Officer Dr. Carlos Galvez, the festival
is about the legends on Busig-on River or the present-day Labo River, which generates huge volumes of water.
Legend has it that in the olden days, Busig-on and Princess Maraya who came from two warring tribes fell in love with each other.
They later got married, which eventually sealed that led the friendship between the said tribes.
They bore a son named Tarik-Kuduok who became the leader of the two tribes Busig-on and Maraya died. During a famine, he
invoked the spirit of Busig-on to help him guide their people.
Not long after, at the exact spot where Busig-on was buried, a water spring came into being and became the source of a large and
generous river teeming with the riches of the water. The river was called Busig-on for its abundant water and aquatic resources and has,
since then,become the main source of food.
Busig-on River, as it is now called, is the main tributary of Labo River and still offers to this day its banak and palos which have
become the town’s most sought after fish variety.
