1 General
During FACTORY ACCEPTANCE TEST the provided hardware and software solution will be
tested and the results will be recorded.
This test procedure will show the proper function of the provided system. A typical test will be
provided during FAT.
This document is limited for use by Siemens FAT representatives and respective customer
nominated representatives.
Within every test the necessary preconditions have been listed within the notes section prior to
carrying out the test. Columns checked or approved for every item under test are provided
together with one column for remarks. If a test point is not applicable this can be marked in the
column n/a.
The approval ensures that approved tests can be signed and closed off.
Occurring problems will be documented in a List of open Points (LoP). A consecutive number from
the LoP will be entered in the remarks column of the appropriate point.

1 Switch interconnection
Description:
Test requirements:
The check is performed after startup of the substation controllers via a remote desktop connection
between a PC and the substation controllers (P11 / P21).
Result:
PAS starts on both FS (check with SICAM PAS Operation)
One substation controller is the master (it is connected to the HMI)
The other substation controller is the not connected to the HMI (it is the slave)
Communication between FS master and PAS CC is carried out (open System Overview at
HMI and check the display of the communication links)
Communication between the two substation controllers and the IEC61850 bay devices is
carried out (check with SICAM PAS Operation)

1 Redundancy Test 2
Description:
The HMI computers are connected in a redundant way to the network. Either the respective
data flows via the first OR the second connection
The loss of either the first or the second connection must not lead to loss of the HMI
connectivity. The loss of the HMI connectivity can be identified by the screen.
2.2 Communication
2.2.1 IEC 61850 Protocol
Following tests shall be executed to verify the functionality of communication interface for protocol
IEC 61850 of the substation controller.
Test requirements:
Check the current state of data link with SICAM PAS UI - Operation.
Test scenario 1
Description:
Remove two communication cable from the RSG switches for one switch
Result:
Blue arrows in SICAM PAS UI indicate the active interface and the broken link to the system

2.2.2 RuggedCom Switch RSG 2100 with IEC 61850 Communication Protocol
The purpose of this test is to verify error-free communication between the switches and the devices
of the substation automation system via the IEC 61850 protocol
Test requirements:
Test scenario 1
Description:
Remove and plug in the communication cables of one of the RSG2100 switches. Do this port
wise (one port after the other to disconnect and then to reconnect)
Result:
Disconnected port is indicated in the HMI (list or picture)

Description:
Remove one end of an existing Control loop fiber optic connection at the RSG2100 switch
Verify that the affected RSG2100 Ethernet port is announced as faulty in the HMI and
that all other devices within the loop are not affected and remain undisturbed and in service
even if the network is being reconfigured
After some 10 seconds reconnect the FO cable and verify if all devices keep undisturbed in
service

2.2.3 Checking LED of Rugged COM ports and accessing the switches
Note: The above table can be used for different switches separately and shall be enclosed along
with test protocol during testing.
The purpose of this test is to verify time synchronization of the substation controller and connected
peripherals (HMI, bay devices).
The following tests are very time consuming since the SAS databases time synchronization
needs a certain time due to its size and complexness.
It shall be decided during the FAT, if all tests shall be done. The target of achieving the SAS
FAT certificate shall not be affected by the decision.
Test requirements:
The substation controller receives a valid GPS time signal from one of the redundant GPS Time
Servers (GPS receiver 1, GPS receiver 2).
Test scenario 1 :
Description:
Manually setting (change) of the time of the substation controller (e.g. in a console window
using the TIME command)
Result:
After some time, the substation controller has obtained the current time again from the GPS
The connected peripherals have the right time, too

The purpose of this test is to check the horn function. Several alarm indications are randomly
simulated for this purpose.

3.1.1 Optical connection
The purpose of this test is to verify error-free communication between bay devices and substation
controller via the IEC 61850 protocol. In addition to the above, a bit test is performed; this means
that proper acquisition of the information at the bay device is verified.

in the event log of the bay device. All commands of the bay device are checked according to
parameter list.

The switching authority at bay level is REMOTE
The operator is authorized to control the switching devices
The interlocking conditions for the switching devices to be controlled are satisfied
The switching authority at station level is LOCAL for command initiation from HMI

The purpose of this test is to check the acquisition of the measured values in the bay device and to
verify the transmission of measured values from the bay device to the destinations (e.g. HMI). The
measured values of the bay device are checked according to parameter list.

The nominal values for all measured values are input at the bay device.

3.6 Verification of the time between changing of an binary input (BCU) and

For this test a signal is programmed in a source BCU (Binary Input “A”) and transmitted to
the HMI.

The purpose of this test is to check the function and the representation of the status bar for
completeness.
The status bar will be checked for layout, and naming in line with customer requirements. The
functionality of the buttons and objects in the status bar is checked and the general look and feel
will be verified.

The purpose of this test is to verify the principal functionality of telecontrol connection IEC 60870-5-
101 (slave) and furture IEC 60870-5-104 (slave). One Indication and one command shall be
configured for the test.
Test requirements:
The control center simulation is ready to operate. The message exchange between the substation
controller and control center is monitored by the simulation software (IECTEST 101 & 104 and/or
FINK 101 & 104).
