Twentieth  century  music  brought  independence  and  wide 
experimentation  with  new  musical  styles  and  forms  that  challenged  the 
accepted  rules  of  music  of  earlier  periods.  The  invention  of  electronic 
instruments in the mid-twentieth century revolutionized popular music and 
accelerated the development of new forms of music.  
All  sounds  around  the  world  began  to  mix  in  some  forms.  Faster 
modes of transportation allowed musicians and fans to travel more widely to 
perform  or  listen.  Amplification  permitted  giant  concerts  to  be  heard  by 
those with the least expensive tickets, and the inexpensive reproduction and 
transmission  or  broadcast  of  music  gave  rich  and  poor  alike  nearly  equal 
access to high quality music performances.

The  Modern  Filipino  Artists  have  more  freedom  to 
explore  on  their  own.  The  interesting  works  of  our  contemporary  artists

Philippine  Arts  has  become  international 
in  mode  and  scope.  It  may  be  universal  in  outlook  but

1. Can a store have a “no return, no exchange” policy? 


Simply put, no, and that’s according to the Consumer Act of the 
Philippines. You have every right to return defeItctive goods, exchange 
for another product, or get your money back.   
2. When am I entitled to an exchange, repair, or refund? 
Under the law, you are entitled to a refund, exchange or repair if 
something you bought is faulty or defective and you were not aware of 
it at the time of purchase, does not do the job you were led to believe 
it would do, does not match a sample you were shown, or was not as 
described on the box or in an advertisement. 
3. Can a store exercise only a policy of exchange but not refund? 
Consumers are entitled to either an exchange or refund, as long 
as  there  is  a  defect  in  the  quality  of  goods  or  imperfection  in  the 
service. 
4. If  the  defect  is  due  to  mishandling  on  my  part,  can  I  still  return 
the item and demand an exchange or refund? 
Unfortunately,  no.  The  prohibition  covers  only  hidden  defects, 
shoddy  goods,  or  imperfect  service.  You  can’t  also  return  it  just 
because you had a change of heart.  
5. Is  there  a  time  limit  within  which  I  may  return  defective 
products? 
Some  stores  set  specific  terms  or  a  time  frame  as  to  when  an 
item  can  be  returned—it  can  be  seven  days  to  30  days.  There  is  no 
hard  and  fast  rule  on  the  period,  but  you  need  to  take  into 
consideration  the  nature  of  the  item  purchased  and  the 
express/implied  warranties  mandated  by law. So make sure to check 
with the store before you purchase an item. 
6. Can I return defective goods without the official receipt? 
Your  official  receipt  is  the  best  proof  of  purchase  to  get  a 
replacement,  repair  or  refund.  You  may  still  demand  replacement  or 
refund  if  you  can  prove  that  a  defective  item  was  bought  from  a 
certain  store.  Stores  often  ask  for  the  original  packaging  as  another 
proof of purchase.   
7. Can  a  store  impose  the  condition  that  items  can  only  be 
exchanged once? 
No.  You  can  have  merchandise exchanged many times, as long 
you  choose  the  option  of  replacement. But they do not have to give a 
refund  if  you  cannot  prove  that  you  bought  the  item  (e.g.,  you  don’t 
have a receipt), you changed your mind on the purchase, damaged it, 
or knew or should have known about a fault when you bought it.  
8. Do all products get a warranty? 
Virtually  everything  that  is  bought  comes  with  an  “implied 
warranty,”  a  guarantee  on  the  quality of goods or services purchased 
that  is  not  written  down  or  explicitly  spoken.  There  are  two  kinds of 
implied  warranty:  one  for  “merchantability”  (i.e.,  that  the  item  will 
work) and one for “fitness” (i.e., the item will work and serve a specific 
purpose).  An “express warranty” is activated upon your purchase of a 
product. The seller and the consumer may stipulate the period within 
which  the  express  warranty  shall  be  enforceable.  If  the  implied 
warranty  accompanies  an  express  warranty,  both  will  be  of  equal 
duration. Any other implied warranty shall be for at least 60 days and 
no more than one year following the sale of new consumer products. 
9. What if the store refuses to act on my complaint? 
You  need  to  file  a  complaint. Provide the following information: 
your name and address, the name and address of the store or service 
provider  you  are  complaining  about;  and  a  narration  of  facts  (don’t 
forget to include dates). Attach your proof(s) of transactions and send 
it via email to ftebmediation@dti.gov.ph.  
 
 
What should a consumer do if he/she has a complaint? 
A. Identify the problem. Create a fair settlement. Would refund, repair, or 
replacement of the product/service do? 
B. Gather  documentations  as  much  as  you  can  with  regard  to  your 
complaint.  Examples  of documents you can gather are sales receipts, 
warranties,  repair  orders, contracts/agreements, cancelled checks, or 
any  document  which  will  support  the  complaint.  These  documents 
will serve as your evidence of proof. 
C. Go  back  to  the  store  or  office  where  you  made  the purchase. Talk to 
the person who sold you the product or service. Be calm and accurate 
in  telling  the  problem  and  what  steps  should  be  taken  in  order  to 
solve the problem. If that person irritates you and doesn’t help, talk to 
the supervisor or manager and tell your complaint. A huge percentage 
of consumer problems are resolved at this level. 
D. If  you  are  not  satisfied  with  the  support,  write  a  formal  letter  of 
complaint to the concerned government consumer protection agencies 
in the Philippines mentioned above. 
- In  the  letter,  indicate  your  name  and  address;  the  name  and 
address  of  the  establishment  against  whom  you  are  complaining; 
the  circumstances  regarding  the  complaint  including  names, 
places,  and  dates  etc.  Enclose  supporting  documents  such  as 
official receipts, deed of sale and the like. And be prepared to make 
a  personal  appearance  when  called,  especially  during  the 
mediation conference.

Base  on  ​Department  of  Education  (2020),  WASH  in  Schools  Program  has 
eight (8) components, namely: 
1. Oral hygiene and proper handwashing; 
2. Provision of safe and adequate water supply; 
3. Provision of toilet, handwashing, and drainage facilities; 
4. Environmental sanitation (including the elimination of breeding 
grounds for mosquitoes that carry the dengue virus) and solid waste 
management; 
5. Food sanitation; 
6. Menstrual Hygiene Management; 
7. Deworming; and 
8. Hygiene and sanitation education 

I. What is WASH in Schools (WiNS)? 
 
WiNS  Policy  or  DepED  Order  No.  10,  s.  2016  (​Policy  and  Guidelines 
for  the  Comprehensive  Water,  Sanitation  and  Hygiene  in  Schools  (WinS) 
Program)​is  a  School-based  program  that  promotes  correct  hygiene  and 
sanitation  practices  through  hygiene  and  sanitation  education  and  the 
provision  of  the  standards  for safe water supply and appropriate sanitation 
facilities. 
 
The following are targets that this policy intends to achieve:  
1. Water:  All  schools  shall  have  an  organized  system to make adequate 
and safe drinking water as well as clean water for handwashing, toilet 
use, menstrual hygiene management, and cleaning purposes available 
to all students during school hours; 
 
2. Sanitation:  All  schools  shall  have  adequate,  clean,  functional,  safe, 
and  accessible  toilet  facilities  that  meet  the  pupil-to-bowl  ratio  as 
stipulated in the Philippine Sanitation Code; maintain cleanliness and 
safety  in  and  the  immediate  vicinity  of  school  premises  through 
school-based  solid  waste  management,  proper  drainage,  and  the 
elimination of all possible breeding grounds for mosquitoes to prevent 
vector-borne  diseases;  and  ensure  safety  in  food  handling  and 
preparation; 
3. Hygiene:  All  students  in  school  shall perform supervised daily group 
handwashing  with  soap  and  toothbrushing  with  fluoride,  while  a 
system  and  support  mechanisms  for  effective  menstrual  hygiene 
management shall be ensured in all schools; 
II. WINS THREE STARS APPROACH 
Integrated  system  to  ensure  the  quality  of  WASH  practices  in  schools, 
thereby  contributing  to  achieving  sustainable  improvements  towards  “healthy 
schools” that support all children in their development 
 
THREE STAR CRITERIA: 
 
A. No Star School ​(existing situation in school) 
● Limited or no hygiene promotion 
● May or may not have WASH infrastructure 
 
B. 1 Star School 
● Daily  supervised  group  hand  washing  with  soap,  normally  before 
the school meal 
● Daily  supervised  cleaning  of  toilets,  and  provision  of  soap  and 
water; no open defacation 
● Daily supervised use of drinking-water bottles by all children 
 
C. 2 Star School 
● Hygiene  education  and  facilities  to  promote  hand  washing  with 
soap after toilet use 
● Improved  sanitation  facilities  ,plus  facilities  and  education  for 
menstrual hygiene management 
● Low-cost point of use of water treatment introduced in schools 
 
D. 3 Star School 
● Schools  facilities  and  systems  upgraded  to  meet  national 
standards.
