INCOME CERTIFICATE

USER MANUAL-DEPARTMENT END

Income certificate requests are applied by the citizen through the MeeSeva centers. This request can
be accessed by the Tahasildhar and processed. The processing steps and screens are provided below.

FIFO Process

To process the MeeSeva requests in a quick and transparent manner the Revenue department
has introduce FIFO (First in First out) system in the MeeSeva application processing for their
services.
To implement the FIFO system in an efficient manner we have introduced 2 new statuses 1.
“Withheld” 2. Ready to Process” in MeeSeva apart from the existing statuses.

The following table describes the status of the application


Status Description
All Fetches the applications in whatever status the request is in.
Not Viewed Fetches applications which are not yet viewed/ opened by the Tahsildhar.
open Fetches applications which are viewed and not yet approved /rejected.
Approved Fetches applications which are approved.
Rejected Fetches applications which are rejected.
Revoked Fetches applications which are revoked
withheld Fetches applications which is in Withheld status
Ready to Process Fetches application which is eligible to be approved/ rejected, according to FIFO.

The following table describes to identify the each status by specific colour

Procedure for Processing the Request at TAHASILDAR End: -

♦ Select “Income Certificate Requests” from Application Processing, like shown in the below screen 1.

♦ Select from Date, to Date, Request Status, and click on Get Details Button as depicted in figure 2.

♦ Select the Request which has to be in Ready to process status as depicted in figure 3.

♦ Request Details page will be displayed as depicted in below figure 4.

Note: - Here Edit Options are given for Applicant Name, Father Name, Income Certificate Details
Fields.

♦ Download all the attached documents from “Documents Attached” panel by click on links and
verification/proceeding documents check list as depicted in below figure 5.

Note: - After
downloading all Verification/Proceeding documents, MRI & VRO collect those documents from
the Tahasildhar for field level enquiry. After enquiry, the MRI & VRO submitted their report to the
Tahasildhar.

Note: - In some cases the Tahasildhar might unable to approve/ Reject the application due to reasons given
by the department. In order to get the information from the applicant within the defined SLA (i.e. half of the
Service SLA Period the application can be set to withheld Status.

 This ensures that the next application that is in queue according to FIFO can be enabled to
process further (i.e. ‘Ready to Process’ state).

Withheld status applications can be approved/ rejected even before their SLA period.

If the withheld SLA period expires the application will be again comes under FIFO queue.

♦ If Tahasildar wants to put the application In with Held status Select with Held button and select
with Held Reasons and Enter Remarks and click on With Held Button as depicted below Figure 6.

Note:

1. Once Application is set to Withheld Status, and then applicant will get SMS with Withheld Reasons
and Remarks

2. If the Withheld application is not processed in the provided SLA period, the application will be
moved to FIFO Queue (Ready to Process).

3. Withheld Status application can be processed within with held SLA period also

4. Withheld Status is applicable only once for an application


♦ Based on MRI & VRO report Tahasildar can take action (either Accept/Reject). If Tahasildhar wants to
accept the request. Click on accept button and upload verification report and missing document (not
Mandatory), , enter remarks and click on sign button as depicted in figure 7.

♦ Click on “Sign” button “Income certificate” is generated depends up on citizen request. As depicted
below figure 8.

Once the Application is approved, the citizen will receive Message like “Your Request for Income
Certificate Request has been Accepted Vide Application No: ICXXXXXX Transaction No
TAICXXXXXX Please collects your Certificate at MeeSeva-XXXXXXXX”

Note : - The Citizen should collect the Approved Certificate at the MeeSeva franchise.
