II. Hazing eyed in death of graduating UP student
III. by Jeannette Andrade
Inquirer
Last updated 05:49pm (Mla time) 08/28/2007

IV. MANILA, Philippines — Mystery shrouds the death of a 20-year-old graduating University of the Philippines
(UP) student who was rushed to a hospital in Quezon City, where he was declared dead on arrival.

V. All the mother of graduating UP Bachelor of Science major in Public Administration student Chris Anthony
Mendez received in Tiaong, Quezon was a phone call at around 6:30 p.m. Monday that her first born was at a
morgue.

VI. Cristina Garcia Mendez initially thought that the landlady of the apartment where her son Chris was a boarder had
been telling her a bad joke. The landlady had said that Chris was brought to the Veteran’s Memorial Hospital and
had died there. He was subsequently brought to the St. Peter’s Memorial Chapels in Quezon Avenue, Quezon
City.

VII. But when she saw his body at the St. Peter’s Memorial Chapels in Quezon Avenue, Tuesday morning, the truth of
it all dawned upon her.

VIII. Chris bore bruises all over his body, particularly on the back of the arms and thighs. There was no trace of his
cellular phone nor his other personal belongings. When she asked the UP Administration and the National College
of Public Administration and Governance (NCPAG) for an explanation to his death, all they said was they had to
wait for the official autopsy and investigation reports before they can make a conclusion.

IX. Dean Alex Brillantes of the NCPAG assured the victim’s family of the full support of the college as well as the
entire UP community, who all want to get to the bottom of the incident.

X. But an official of the NCPAG, who requested anonymity because he was not authorized to speak, told the
Philippine Daily Inquirer that they suspect Chris had died from hazing.

XI. Chris was just last week appointed as the NCPAG representative to the UP Central Student Council being a
councilor of the student council of the college where he belongs. His classmates kept mum about his other
affiliations saying they were instructed by “the vice chancellor” not to speak about what happened, especially to
the media, because “it would only blow the incident out of proportion.” They did not divulge the name of the vice
chancellor who had given the directive.

XII. The students told the Inquirer that the vice chancellor and the UP administration would be giving the official
statements.

XIII. Shan Abdulwahid, UP CSC president, told the Inquirer that Chris was last seen alive on Saturday afternoon, but
added the victim was never heard of after that, nor was anyone able to contact him on his cellular phone.

XIV. Abdulwahid said that the CSC officials are set to go to the St. Peter’s Memorial Chapel and are still awaiting the
official statement of the UP Diliman administration about the incident.

XV. The village chairman of Talisay, Tiaong, Quezon, Pedro Panopio, who was designated by the family to speak on
their behalf showed the Inquirer a statement written by the duty guard of the Veteran’s Memorial Hospital
identified as a certain Jonathan Garduce.
XVI. He noted in his handwritten statement that Chris was brought to the medical facility at around 1:08 a.m. Monday
by a certain “Dr. Francisco Cruz” aboard a white Toyota Innova with license plates ZXB-393, followed by two
other vehicles: a Nissan Trooper (WGL-515) and an Isuzu van (XAS-548).

XVII. The group hurriedly left the hospital after providing the hospital with Chris’s personal information but gave the
hospital staff their identities.

XVIII. Chris was allegedly already pale and unresponsive when brought to the hospital where he was declared dead
several minutes later. He was transferred to the St. Peter’s Memorial Chapel at around 4:00 am Monday.

XIX. Panopio, a relative of the victim, said that they have agreed to an autopsy to determine what had really caused
Chris’ death, after which they will bring him back to Tiaong, Quezon.

XX. Asked if they have already been told of what had really happened, Panopio said, “Nobody will tell us anything.
Even his classmates are not saying anything. The UP officials are telling us that they also have to wait for the
result of the autopsy and the investigation.”

XXI. “We want justice for my nephew. He was a healthy boy and we cannot accept that he would just die like that
without knowing what happened to him,” Panopio said.

XXII. Even the UP police have kept the incident under wraps. The desk officer of the UP police, a certain Corporal
Kalibo, told the Inquirer that their investigators are looking into the incident but gave sketchy details.

XXIII. He said that they only received a phone call from the Veteran’s Memorial Hospital which informed them that a
student had died there after an incident inside the UP Diliman campus near the Bahay ng Alumni at the corner of
Magsaysay and Balagtas Roads. But the security officer would not give further details, not even the time when
“the incident” supposedly happened.

XXIV. The Quezon City Police District (QCPD) has launched a parallel investigation into the incident with the UP police
seemingly reluctant to seek assistance from police investigators because of a memorandum of agreement

prohibiting the entry of PNP personnel in the UP campus “to avoid the militarization of the university.”

Make a comprehensive reflection regarding the selection that you have just read

Guide Questions:

1. What are your thoughts about hazing?

- For me hazing is a ritual of an organization where they will make the member or the newbies
suffer, it’s a ritual in which they beat using a board stick, this is their way in which they can see
who is eligible to join their organization.
2. Do you think it is imperative to undergo hazing just to be accepted in a fraternity?

I think this is not a good thing to do for them to join in the fraternity, because according to the news
not only 1 or 2 students died because of hazing, there are so many things they can do just to make
them assure that those students or any people are capable to join their fraternity.

Article Analysis: Guide Questions:

1. Based on the article presented, do you think it is acceptable that those responsible for Cris death got
away with murder?

- No, this is not acceptable, they are the culprit why Cris died, and whoever dies must be paid for
the dead. Yes, they don’t even see which of them the last to hurt Cris was but they are the
reason why it took away life.

2. From your point of view, are there any good fraternities?

- Yes, yes there are good fraternities I’ve known, this group has hazing too but they suit the body or the
ability of the member. I know there are fraternities that have good views to help other people or in
society.

A. ANALYSIS

1. Are all human experiences subject to morality?

- Not all humans can be classified as moral because there are some humans
who experienced transcend morality.

2. Is Morality different from legality? Why or why not?

- To me legality is about behavioral control. For instance, most of us do not need laws to use our
moral common sense to do what we should do law or no law while Morality is doing what is
right because we use common sense to do the right thing.

3. Suppose there is no law against drug pushing, would it be morally right? Support your
answer?

- Civil law is founded on a perception of morality. It does not objectively determine what is morally
right. Pushing legalized pharmaceutical drugs is generally considered moral. Perhaps because we believe
that the benefits of use outweigh the negative consequences. But there’s a deeper consideration to be
examined. Regardless of the legality of a substance, the fact of pushing it in spite of its known potential
to cause great harm would definitely be considered immoral.
Answer the Question Below

https://rappler.com/nation/house-committee-rejects-franchise-abs-cbn

Guide Questions:
1. Do you think it is right to deny media giant, ABS-CBN, a franchise, amidst the fact that there
are a number of workers who will lose jobs in the middle of the COVID-19 pandemic?

- This is true to life story based on my experience about this issue, at first, I was very sad when I
heard the news that PRRD will shut down the ABS CBN where many workers lost their job, I’m in
the point of ranting on social media why PRRD do this to the Number 1 TV network in the
Philippines. But in the past months, while searching and reading all the articles about their
problem, I think President Duterte is Right because in past many years they operate without
having their franchise and not paying their taxes, in the first place the management is aware,
that it is normal for them to pay taxes because they earn a lot of money. About their workers,
yes some of them lost their jobs for a while but I think the company will not abandon them, they
will also be given temporary employment until they get their franchise back.

2. Analyze the various factors behind the decision of the overwhelming opposition against the
franchise renewal.
3. After apology, Sinas says 'nothing wrong' with birthday partyby Rambo
TalabongMANILA, Philippines – After he
apologized for allowing and enjoying a surprise
birthday party for him, National Capital Region
Police Office (NCRPO) chief Major General
Debold Sinas insisted that he found "nothing
wrong" with the celebration."Wala pong mali
doon...It would be ungentlemanly kung 'di ko sila hinarap at pinauwi ko sila (There was
nothing wrong there...It would be ungentlemanly if I did not face them and if I told them to
go home)," Sinas said in an interview with CNN Philippines on Thursday, May 14.
4. Sinas was surprised with a birthday party when he turned 55 on Friday, May 8. Photos of the
celebration posted on the same day by the NCRPO's Public Information Office showed Sinas
and dozens of cops violating the government's ban on mass gatherings and physical
distancing.
5. Still, he insisted that they "observed protocols."
6. After news outlets published the photos, Sinas and NCRPO cops received a lot of flak and
were bombarded with accusations of having double standards as police have been arresting
quarantine violators by the thousands. As of Monday, May 11, cops across the Philippines
have arrested 48,132 lockdown rulebreakers.
7. The NCRPO chief's statement goes against the statement of Interior Secretary Eduardo Año
who said the gathering in itself was "a big no-no," and that Sinas should have stopped the
party as soon as he saw it.
8. "This is what we call delicadeza (sense of propriety)," Año earlier said in a DZMM radio
interview.
9. On the issue of removing this reporter from the NCRPO's official Viber group after Rappler
broke the story with the party's photos, Sinas said he did not order the removal and would
refer the matter to his public information officer who did the group chat eviction, Major Britz
Estadilla.
10. Sinas and his subordinates are currently facing a probe by the police Internal Affairs Service,
which, depending on the outcome of the investigation, could recommend administrative
penalties ranging from suspension to salary deduction to dismissal from the police service.  –

Guide Questions:
1. What do you think about Sinas’ apology?
- Based on my opinion upon reading this article Maybe Sinas has the right point, it’s
unprofessional if he will not face the guest and say thank you to them. But on the other side it is
so unfair to us normal citizens who suffer in this pandemic while them enjoying and where
nothing happens.

2. Is Sinas’ justification towards his alleged violation wrong?

- Yes, it's wrong especially on that day that a lot of families lost their loved ones because of the
pandemic, he knew very well that what he had done was a violation.

3. What do you think Sinas’ should do?

- Face his consequences, Protocol is Protocol, so that no one can repeat his breach of
protocol.
