EXECUTIVE SUMMARY

Whoever walks in integrity and with moral character walks securely, but he who takes
crooked way will be discovered and punished.

Integrity has, at all times, been stressed to be one of the required qualifications of
a leader. It is not a new concept in the vocation of administering and dispensing quality
and education. In the early 1600's, Francis Bacon, a philosopher, statesman, and jurist,
in his "Essay LVI: Of Judicature" said - "[a]bove all things, integrity is the leaders’
portion and proper virtue." Neither is integrity complex concept necessitating esoteric
philosophical disquisitions to be understood. Simply, it is a qualification of being honest,
truthful, and having steadfast adherence to moral and ethical principles. [1] Integrity
connotes being consistent - doing the right thing in accordance with the law and ethical
standards every time. Hence, every judicial officer in any society is required to comply,
not only with the laws and legislations, but with codes and canons of conduct and
ethical standards as well, without derogation (GR No. 237428 by Justice Noel Tijam of
the Supreme Court of the Republic of the Philippines).
In our department, we, the public servant must be the exemplar of honesty,
probity and integrity. The constitution of the Republic of the Philippines demands every
government worker the embodiment of moral principle and ethical standards. He or she
must be unquestionable character, possessed of moral authority to demand obedience
to the law and to impose a rule of conduct.
As a matter of fact, We Advocate Time Consciousness and Honesty (W.A.T.C.H.)
is a joint Values advocacy movement meant to maintain objective to inculcate to the
Filipino youth the value of Punctuality and Honesty in the development and productivity
of our nation.
The overall program in our school is known as Project I.N.T.E.G.R.I.T.Y.

Integrity is defined as being truthful and adhering to strong moral beliefs. Even
behind closed doors, a person with integrity acts ethically and does the right thing.
Integrity in the workplace is essential in making decisions, serving customers, and
managing personnel. It's also critical for avoiding costly mistakes, avoiding illicit activity,
and remembering the institution's essential principles.
In the same way, Bagong Negros Elementary school serves as the catalyst of
change. It provides the value of trust and confidence which are the foundation of
integrity. Integrity entails truthfulness as well as moral and ethical standards. Integrity is
one of the core ideals that all employees must possess. It is critical at all levels, as well
as a person. Being truthful and having integrity will help you form strong bonds with your
coworkers. It is important to follow and adhere to ethical norms and moral principles at
work.
Curriculum and Instruction. The values of punctuality and honesty were
included in the lessons of the teachers particularly the goals and objectives as part of
the subjects where there are point of entry, specifically in Edukasyon sa Pagpapakatao,
English, Filipino, Mathematics, Science and Health, Music, Arts, Physical Education and
Health, and Mother Tongue and even in our Lesson Plan which used in the Classroom
Observation.
On the other hand, incorporating the W.A.T.C.H. Program into lesson plans is a
huge challenge for teachers. By understanding its significance, they will be able to
promote the genuine value of time consciousness and honesty to all of their pupils.
Correspondingly, another activity is putting up of Bulletin, and information
campaign in School Bulletin Board found in distinct places of the school grounds. These
includes upcoming programs, WATCH awardees accomplishments and even the
liquidations of various agendas. In the Transparency board, it provides access to all
stakeholders of being transparent about the programs, projects, and activities.
Another key point, a new approach for distributing and retrieving modules called
the Quick Response (Q.R. Code System). It aids student engagement by ensuring that
they have access to the appropriate material at the appropriate moment in the
distribution and retrieval of Self-Learning Modules.
Advocacy. The movement was officially launched in Bagong Negros Elementary
School which revitalized another innovation landmark in promoting punctuality and
honesty. Last July, 2021. W.A.T.C.H. program was officially launched and an orientation
was given to the students, teachers, and stakeholders. The students officer in WATCH
presented dramatization, poster and poem making regarding the WATCH program. The
orientation for students was very successful, this was discussed by the Coordinator, Ms.
April Rose D. Barol. On August 16, 2021, another orientation was conducted to all
teachers in our school.
In addition, One of the Advocacy of the WATCH was implemented by the core
group is the dissemination of information to the Barangay Officials. The program aims to
develop and foster self-discipline of the time and consciousness and synchronization of
each schedule and the value of honesty.
Moreover, the school has created core group, W.A.T.C.H. Officers for Parents
and Students, aimed to disseminate information and be able to go out in a nutshell to
reach out other stakeholders the value and spirit of advocating time consciousness and
honesty. They will be the manager of change to access to a reliable and accurate facts
that are critical for making decisions about how to communicate and act ethically, in the
workplace and even in the community.
Training. All teachers attended the orientation of Project W.A.TC.H.;
Seminar/Workshop on Time Management and Seminar on the Importance of Integrity
and Accountability in the Workplace. Our principal was the speaker on that event. After
the orientation, our principal recognized teachers who consistently went to school so
early from September 2021 to present. The student officers of WATCH functionally
wholeheartedly in their work.
W.A.T.C.H. Activities. Every Monday morning, all employees were able to be in
school for a flag raising ceremony as mandated in the Heraldic Code of the Philippines.
We Advocate Time Consciousness and Awareness “W.A.T.C.H.”
Certainly, Oplan ORASAN which is the acronym of Oras, Respetuhin, Alagaan,
Seryosohin, Natin. This program was introduced and adopted by the W.A.T.C.H.
officers of teachers and students. Each classroom and Purok in our Barangay must
have a wall clock in order to be conscious of time in teaching and even distribution and
retrieval of the Self Learning Modules and following religiously the scheduled per
subject and work because time is important and valuable and once it is lost it will never
be back. This program emphasizes the saying, “TIME IS GOLD” and every tick of the
clock counts.
In addition, The Watch Club officers initiated an activity such as program and
contest like information drive campaign every purok as per headed by Ms. April Rose D.
Barol, WATCH Coordinator and WATCH Program head.
Significantly, putting up of Honesty Store, it aimed to demonstrate honesty, the
school initiated an honesty-based store where students, teachers, and stakeholders can
purchase their desired school supplies as well as food and drinks. Instead of a human
vendor, the teachers placed a coin bank and in case the buyer need some change, they
were asked to write their names and amount of their change in a piece of paper. They
will be able to get their change at a specified time. Because of this initiative, the
students will be able to practice honesty. It also helped the school save for the salary of
canteen staff.
Along with, there’s a recognitions and awards during the flag ceremony every
Monday, the school also gives recognition to students advocating the WATCH Program.
We also give tokens of appreciation and certificates to students who have shown
honesty to their fellow classmates and the school faculty and staff. This enhance
everyone to be conscious and honest to their work, functions as leader (Teacher and
Students). Teachers were also recognized during our staff meeting every Friday
afternoon.
Indeed, time is one of the most mysterious forces in the universe. It plays a
significant role in our life. Time helps us make a good habit of structuring and organizing
our daily activities. If you understand the value of time better, you can gain experience
and develop skills over time. After all, the only thing you need is to understand how to
manage, prioritize your tasks and responsibilities on time.
